MINUTES OF THE MEETING
OCTOBER 13, 2022
Present: Nicholas Voglio, Union Representative, Local 6053, International Union
of Police Associations, AFL-CIO
Paul Carlisle, City Manager, City of Sebastian

Mr. Carlisle opened the meeting at 9:08 a.m. He reviewed that at the previous meeting
the parties had temporarily agreed to several items in the contract. Ms. Watson has
incorporated those items into one document. He suggested that everyone work off of that
document. Mr. Voglio agreed.
Below are the Articles of the Collective Bargaining Agreement that were still outstanding
after the meeting on September 15, 2022 and were addressed at this meeting.
Article 7 — Labor Management Communications -- Tentatively agreed,
Article 8 -- I.U.P.A. Representation -- Subsection 8.4 is tentatively agreed upon except
Subsection 8.5 will be moved to another Article. The balance of the Article is tentatively
agreed upon.
Article 16 — Rates of Pay -- Tentatively agreed as to Subsections 15.5, 15.7, 15.8,
15.9, 15.10, 15.11 and 15.12, Subsections 15.1, 15.2, 15.3, 15.4, and 15.6 are tabled
until the next meeting.
Article 16 — Temporary Assignment — Tentatively agreed with the following change:
Under Subsection 16.2, in the fourth line where it states Detectives, investigators or
corporals as of September 30, 2016 will keep their five percent (5%) increase when
they return to the position of Police Officer provided they have maintained that
position for three (3) consecutive years will be struck.
Article 17 — Assignment Pay — Tentatively agreed.
Article 26 — Longevity Pay -- Tabled until the next meeting

Article 26 — Holidays — Tentatively agreed.
Article 33 -- Vacation Leave -- Tentatively agreed with the following changes
Subsection 33.4(B) This paragraph which is shown as being struck shall be retained.
Subsection 33.6 (b) shall read: Employees hired after October 1, 2022 with five (5)
years...
Article 34 — Sick Leave -- Tabled until the next meeting.
Article 35 — Personal Leave — Tabled until the next meeting.
Article 39 -- Job Descriptions — This Article has been added to the Bargaining
Agreement and is tentatively agreed upon.
The numbering of the Articles following Article 39 shall be changed as set forth to
coincide with the new Article 39
Article 42 -- Clothing Maintenance, Equipment and Vehicles -- Tentatively agreed
except Subsection 42.4 shall read: Each employee will be reimbursed up to $45.00
per month (receipts required) for uniform cleaning, unless the employee is on a
leave of absence, such as Sick Leave, Workers' Compensation, etc. for any
extended period. The reimbursement will be paid in the next pay period.
Subsection 41.7 on page 37 of the Bargaining Agreement shall be corrected to read 42.7.
Article 47 — Substance Abuse Testing -- Tentatively agreed except Subsection 47.4
shall be struck.
Discussion ensued regarding the date for the next meeting. It was agreed that the next
meeting would be held on November 2, at 9:00 a.m.
