HomeMy WebLinkAbout11-02-2022 Union MinutesCITY OF SEBASTIAN INTERNATIONAL UNIT OF POLICE ASSOCIATIONS, AFL-CIO NEGOTIATIONS MINUTES OF THE MEETING NOVEMBER 2, 2022 Present: Nicholas Voglio, Union Representative, Local 6053, International Union of Police Associations, AFL-CIO Paul Carlisle, City Manager, City of Sebastian Ken Killgore, Chief Financial Officer, City of Sebastian Manny Anon, Jr., City Attorney, City of Sebastian Cynthia Watson, Human Services Director, City of Sebastian Detective Ken McDonough, IUPA Representative Terrence Pizzuti, Secretary, IUPA Representative Matthew Radock, IUPA Representative Janet Graham, Recording Secretary Mr. Carlisle opened the meeting at 9:10 a.m. This is the third round with IUPA on union negotiations. The members at the table introduced themselves. Mr. Carlisle asked Mr. Voglio how he wanted to proceed. Mr. Voglio suggested addressing the articles in sequential order. Mr. Carlisle agreed. Mr. Voglio stated that he has Articles 15, 26, 28, 34, and 35 still open. He stated that he sent Mr. Carlisle a copy of the Union's proposal, which he suggested patterns the Evergreen study. He stated that Officer Pizzuti prior to us getting started this morning provided the City with an updated copy of that. Article 15 -- Longevity Pay -- Mr. Carlisle stated he has some questions on how the numbers were derived and asked for an explanation of the methodology of how these figures were arrived at. There was extended discussion regarding this Article among Officer Pizzuti, Mr. Voglio, and Mr. Carlisle. (OFF THE RECORD AT 9:32 A.M. WHILE UNION REPRESENTATIVES CAUCUSED. BACK ON THE RECORD AT 9:43 A.M.) After discussion, Article 15 was tabled until the next meeting. Article 26 -- Longevity Pay -- Mr. Carlisle stated the City is agreeable to certain parts of this article, and other parts of this proposed article are too cost prohibitive. Detective McDonough reviewed how these figures were arrived at. Mr. Voglio also spoke on this article. (OFF THE RECORD AT 9:55 A.M. WHILE UNION REPRESENTATIVES CAUCUSED. BACK ON THE RECORD AT 10:05 A.M.) After discussion, Article 26 was tabled until the next meeting. Article 28 -- Holidays -- There was discussion among Mr. Voglio, Mr. Carlisle, Mr. Anon, Officer Pizzuti, Officer Radock, and Ms. Watson regarding this article. Mr. Carlisle stated he will have to meet with City Council on this article. The two holidays under discussion are Juneteenth and Good Friday. After discussion, this article was tabled until the next meeting. Article 33 -- Vacation Leave PAGE 2 33.6 (a) -- Officer Pizzuti suggested changing the wording to read that the vacation time cannot be cashed in on an annual basis but can be cashed in upon employee's retirement. Mr. Carlisle agreed. Subsection 33.6 (b): Officer Pizzuti reviewed that vacation leave buyback was effective for employees hired prior to October 2021 upon separation from employment in good standing with five or more completed years of consecutive employment will be eligible to be paid for all of his or her accrued balance of leave. Employees hired prior to October 2021 with five or less years of consecutive employment will be broken down into percentages as follows: If separated before completing the first year — 0% 1 year but less than 3 years — 25% 3 years but less than 5 years -- 100% Officer Pizzuti stated that effective for employees hired after October 1, 2022, their hours were changed to 400 hours that were agreed to for employees hired after October 1, 2022. Mr. Carlisle stated that for hires after October 1, 2022 it was 240 hours. Prior to October 1, 2022 they are eligible for the 400 hours. Mr. Voglio asked Ms. Watson to re - send the email that was sent prior to this meeting so that everyone is working off of the same document. Ms. Watson said she would. Officer Pizzuti asked if, in Subsection 33.6 (a), it should read prior to October 1, 2022. Mr. Carlisle stated it should. Other than those changes, Article 33 was tentatively agreed upon.
