MINUTES OF THE MEETING
DECEMBER 1, 2022

(ON THE RECORD AT 1:34 P.M.)
Mr. Carlisle opened the meeting and stated the time is 1:34 p.m. Everyone at the
negotiating table identified themselves. Mr. Carlisle slated that the first item to be
addressed at this meeting is Article 15, Rate of Pay. Mr. Voglio stated his notes state
that Articles 15, 26, 28, 34, and 35 will be addressed today. Mr. Carlisle stated that Ms.
Watson provided copies of the latest draft of the contract, and he stated that this is the
City's offer, which is compensation based on the study, which had been offered
previously, and 3% for those employees that were capped out on their salary, not on a
one -year's bonus pay.
Mr. Voglio suggested that they run through all the open Articles, and he will caucus with
the members after that. Mr. Carlisle agreed.
Article 15.1: Rate of Pay - Corporal Radock addressed some items in this Article, to
which Mr. Carlisle stated that the City had made some changes. He will check on some
parts of the Article. Mr. Voglio stated that after the last negotiation meeting Officer Pizzuti
put in a lot of time and came up with a proposal that was basically generated from the
Evergreen study. He asked if it is the City's position that the City is rejecting the Union's
counteroffer. Mr. Carlisle said yes and emphasized that this is the City's final offer.
Extended discussion was had among the parties. Mr. Voglio stated that he would have
to caucus with the members regarding this item.
Article 15.6: Rate of Pay — Mr. Carlisle stated that the City found when reviewing this
Article that it was something that was left over from when there was a step plan.

Article 26: Longevity Pay — Mr. Carlisle stated the City added the 3% at 5 years, which
is something that was asked for, and the remaining years were left at 5%. The change,
except for the year 25, is stated at 7.5%. The City revisited this, and anyone who is hired
after October 1, 2022 will get 3% at 5 years and 5% at 10 years. For additional years,
there would be no more longevity pay. Corporal Radock and Mr. Voglio referred to an
item in the Evergreen study. Mr. Carlisle stated the City will doublecheck the numbers
that were discussed, and he will make sure that the Union representatives get the correct
numbers before a vote is taken. Corporal Radock had a question regarding some of the
officers who are getting their 5 years in January. He asked if that would be retroactive to
October 1, 2022. Mr. Carlisle said it would. There was further discussion on this subject,
following which Corporal Radock opined that the City is going to have a difficult time
retaining new hires if incentives to bring them here are being taken away. Mr. Carlisle
stated he appreciates that fact, but he thinks this is something that the City ought to start
looking at. There was further general discussion on this matter after which Mr. Carlisle
reiterated that this is the City's proposal.
Article 28: Holidays — Mr. Voglio referred to what is on the City's website, which lists
what the City recognizes as holidays, which contains Juneteenth and Good Friday.
Detective McDonough also spoke regarding the City's position on several items. He
opined that the Union members are giving back more than they are getting. Mr. Carlisle
said the holidays that are recognized by the City will not contain Juneteenth and Good
Friday. That is the City's stance.
Article 33: Vacation Leave — Mr. Carlisle stated that Subsections 33.6 (a) and (b) were
just reworded from the last draft, which clarified some of the language that was confusing
in the last draft. Mr. Voglio stated that Article 33 is tentatively agreed upon.
At this point, Mr. Voglio asked to caucus the Union representatives.

Mr. Voglio spoke regarding Article 26: Longevity — There was discussion between Mr.
Voglio and Mr. Carlisle, after which Mr. Carlisle said that the City is not going retroactively
back to people who were hired in the past. When they reach their 5 years, they will get
the 5-year increase. If they have already gotten it, the City is not going to go backwards,
and that situation is only starting with this contract. Those who were hired on of after

October 1, 2022 would only get the 5-year and the 10-year increase. Mr. Voglio said that
might create a compression issue.
Article 34: Sick Leave -- Corporal Radock referred to Subsection 34.6 (b). Mr. Carlisle
explained that would apply to "...employees hired on or after October 1, 2022..."
Regarding the sick leave cash -in, Detective McDonough discussed this matter at length.
He also discussed the starting salary and how that affects hiring new officers.
Mr. Voglio proposed a package proposal as follows:
Article 15: Wages — That article would be acceptable as is. The City getstheir
Evergreen study the first year. Years two and three are 5%. He pointed out that those
figures may be a little light from what surrounding counties may get. He stated that is the
dilemma of doing a three-year deal. So Article 15 would be acceptable as part of the
package proposal.
Article 26: Subsection 26.2 — He understands that this will not affect anyone here in
uniform today. Obviously, it Is a give -back from the Union's perspective. That would be
acceptable as proposed by the City.
Article 33: That was tentatively agreed upon moments ago.
Article 34: Sick Leave — Subsection 34.5 — He is proposing reducing the cashing -
in from 60 hours down to 60 hours.
Article 35: Personal Leave — In exchange for Article 34 above, the City leaves the two
personal days as is. So the Union is not getting any enhancement; it just is staying the
same. If that is acceptable to the City, the Union representatives would like to send that
out to the members, and he opined that it has a chance of passing. He added that this
would be a package proposal to conclude all these articles to being tentatively agreed
upon.
Corporal Radock reviewed his understanding of some of the articles.
Regarding Mr. Voglio's proposal, Mr. Carlisle stated he does not have any wiggle room.
He would recommend that the Union representatives take this to a vote. If the members
disagree or vote It down, we can continue to negotiate. He appreciates the effort that has
been put forth, but he does not have any wiggle room. Mr. Voglio reiterated the Union's

position. Mr. Anon emphasized that this is the last and final meeting. He suggests that
the representatives take this proposed draft to the Union membership. Mr. Voglio stated
that he would like to finalize the proposal today so that there does not need to be any
further meetings. Mr. Carlisle stated he wanted to caucus with the City Attorney.

Mr. Carlisle appreciates the package proposal offered by the Union representative. He
asks that he have an opportunity to speak with City Council before he can make any
decisions. Mr. Voglio stated he appreciates that Mr. Carlisle will revisit some of the items
that were discussed today. Mr. Carlisle emphasized that it affects the City's budget as
well as affects the tax base. He does not think that he can meet with City Council until
next week. He would like to conclude this meeting as stating that he does not feel that
we are at an impasse, and he is going to call for a special meeting of City Council, and
then things will proceed from there.
