Home My WebLink About12-15-2022 Union MinutesIUPA UNION WAGE ARTICLE NEGOTIATION MINUTES OF REGULAR MEETING DECEMBER 15, 2022 Present: Nicholas Voglio, Union Representative Local 6054 & 6056, International Union of Police Associations, AFL-CIO Paul Carlisle, City Manager, City of Sebastian Manny Anon, Jr., City Attorney, City of Sebastian Ken Kilgore, Administrative Services Director/CFO, City of Sebastian Cindy Watson, Human Resources Director, City of Sebastian Naiomi Charles, PEA Representative David Hamp, Union Representative Kim Maison, Union Representative Curtis Bloomfield, Union Representative Cathy Testa, Recording Secretary Mr. Carlisle brought the meeting to order at 9:03am. Mr. Carlisle suggested today trying to T/A as many articles as possible and evaluate the others for the next meeting. AGREEMENT T/A with the case numbers and insert the certification numbers when they become available. PREAMBLE T/A Article 1 TABLED Mr. Voglio said the position classifications on the unions list are different than what's on the cities list. Mr. Carlisle said some positions were removed because they are no longer valid. Article 2 T/A Article 3 T/A 3.3 Mr. Voglio asked Ms. Watson what mechanism she uses to notify Union Board Members that there are new hires? The Board would like an opportunity come to orientation and speak with new hires about the union. Ms. Watson responded that in the past she did try to notify them but no one ever came. She's the one who hands out the contracts to the employees, she does shows them certain things within the contract and tells them this is their contract and they need to read through it. She is willing to send notice to the President of the Union Board and give the date for the new hire orientation. Paget Mr. Carlisle would like to add 3 civilian and 1 supervisor only to be included in the negotiations meetings. Mr. Carlisle said he would consider it. Article 11 TABLED Article 12 TABLED Article 13 TABLED Article 14 TABLED Mr. Voglio asked for clarification to 14.1 Mr. Carlisle said vacancies in positions are always posted in- house first before they are advertised to the public. Article 15 T/A Article 16 T/A with 16.2 the address to the Pension Plan changed. Article 17 TABLED 17.3c Mr. Carlisle noted the only change that was made was to add the word transfer — if and employee's work is unsatisfactory, the employee will not be transferred until the standards are met. Article 18 TABLED 18.6b Mr. Voglio asked Mr. Carlisle to look at the verbiage regarding if it was negligence who would be responsible for replacement. 18.8a. Mr. Voglio asked for consideration to raise the dollar amount provided for work boots. Page3 Article 19 TABLED the city wants to add some additional language.
