MINUTES OF REGULAR MEETING
SEPTEMBER 21, 2022 AT 1:37 P.M.
Present: Al Boettjer, Staff Representative, Coastal Florida PBA/PEA Union

Paul Carlisle, City Manager, City of Sebastian

Mr. Boettjer stated that the City has provided his group a copy of changes in the
agreement. He suggested the City go through the document and address those changes.
Mr. Carlisle agreed. Mr. Carlisle stated that everything that is highlighted or in red has
not been agreed upon. Everything else has been tentatively agreed, so those items have
been addressed. He suggested starting with the first highlighted yellow item and
continuing through the document. Ms. Charles had some questions regarding wording
and grammar which were discussed.
The following are the articles that were addressed at this meeting:
Articles 1 through 6 -- Tentatively agreed.
Article 7 -- Hours of Work and Overtime -- Section 7.3, Subsection (c) was tabled
until the next meeting. Subsection (g) discussed and tentatively agreed. Section 7.4,
Subsection (c) was tentatively agreed.
Article 9 -- Miscellaneous Leave -- Tentatively agreed except Section 9.1,
Subsections (a) and (b) were tabled until the next meeting. Section 9.2, Subsections (a)
and (b) tabled until the next meeting. Section 9.9 was tabled until the next meeting.
Article 10 -- Sick Leave -- Tabled until the next meeting.
Article 11 -- Vacation Leave -- Tabled until the next meeting.
Article 12 -- Grievance Procedure -- Tentatively agreed.
Article 13 -- Holidays -- Tentatively agreed.
Article 14 -- Promotions, Transfers and Adjustments -- Tentatively agreed upon
except as to Section 14.4, Subsection (e) and Section 14.5

Article 15 -- Group Insurance -- Tabled until next meeting.
Article 16 -- Retirement Contribution -- Tentatively agreed.
Article 17 -- Performance Evaluations -- Tentatively agreed.
Article 18 -- Safety -- Tentatively agreed.
Article 19 -- Disciplinary Action -- Tentatively agreed.
Article 20, Salary -- Tentatively agreed.
Article 21, Substance Abuse Testing -- Tentatively agreed.
Article 22, Uniforms -- Tentatively agreed.
Article 23, Education Reimbursement -- Tentatively agreed
Article 24, Classification and Compensation Plan; Longevity Award -- Tentatively
agreed.
Article 25, Secondary Employment -- Tentatively agreed.
Article 26, Severability -- Tentatively agreed.

Article 28 -- Term of Agreement -- Tentatively agreed.
AT 2:44 P.M. MR. BOETTJER AND THE UNION REPRESENTATIVES CAUCUSED.
AT 3:04 P.M. MR. BOETTJER AND THE UNION REPRESENTATIVES RETURNED
FROM CAUCUS.
Mr. Boettjer emphasized that Article 15 was not tentatively agreed. He also stated that
the union representatives will take the City's changes back to the membership, and once
the membership meeting has been held to come up to where the membership wants to
be with the City's changes, the union representatives will come back with written
counterproposals. A tentative date will be arranged by City staff and union
representatives.
There being nothing further, Mr. Boettjer concluded the meeting at 3:07 p.m.
