MINUTES OF THE MEETING
DECEMBER 8, 2022
Present: Nicholas Voglio, Union Representative, Local 6053, International Union

Mr. Carlisle stated that the City staff have reviewed the block proposal, which would
include agreeing to the longevity pay, agreeing to the rates of pay and tentatively agreed
to pertaining to vacation. The two articles that the Union wanted the City to consider were
keeping the status quo on personal days and being able to purchase back up to 60 hours
of sick time. Mr. Carlisle said that the City will agree to those terms provided that, when
it goes to a vote, if this proposal is voted down, the City is going to revert back to its
original proposal, and if there is an impasse, there will be no retro pay. Mr. Carlisle stated
the City has agreed to the package plan as best as he can recall.
Corporal Radock stated that on Sick Pay, Subsection 34.6, that still was not changed as
to the wording of this item. He suggested that where it says, "five or more completed
years of service," that should only read, "prior to October 1, 2022." Mr. Carlisle
agreed.
Mr. Voglio called for a caucus of the Union members.

Mr. Voglio had one question as to the wording on the Personal Leave Dates. Corporal
Radock said that has been taken care of.
Mr. Voglio said his team appreciates the City's decision to go back to City Council. He
stated they are going to send this out for a ratification vote that they anticipate will be
sometime next week or shortly thereafter.

He asked if, in the event that the room that is usually used for their votes is not available,
is there another room that they can use somewhere in City Call to hold the vote. Mr.
Carlisle said yes, the City will accommodate the Union on this.
Mr. Voglio spoke with Ms. Watson regarding the posting of notice. Detective McDonough
stated that he has not done this yet, and he will have to put it together. Mr. Carlisle said
the City will always make accommodation for that. He just asked that a copy of the notice
be sent to the City in a timely manner so that it can be posted.
Mr. Carlisle called attention to scrivener's errors in Article 41, Group Health Insurance.
He noted that it stated, "October 1, 2019 -- September 30, 2022." He stated that should
be changed to "October 1, 2022 -- September 30, 2025." Also, Subsections 40.1,
40.2, 40.3, 40.4, and 40.5" should be changed to, "41.1, 41.2, 41.3, 41.4, and 41.5.).
Mr. Voglio asked Ms. Watson to make those changes and send him, Mr. Radock and
Corporal McDonough copies of that revision. Ms. Watson said she would.
There being nothing further, the meeting ended at 9:27 A.M.
