SUMMARY STATEMENT

annex buildings. A bid clarification conference was held via telephone with the
lowest bidder who was found to be both qualified and capable of performing the
contract. It is the intent of the City to bid the windows by separate contract
at a future date. Adequate funds are budgeted in the General Fund for this
expenditure.
RECOMMENDED ACTION

The Sebastian River Area Chamber of Commerce is requesting permission from
the City Council to utilize Riverview Park to display a donated automobile
for a fund raiser raffle. Staff has no objections to the request provided
the vehicle is parked at a location that will not impede the visibility at
the intersection.
RECOMMENDED ACTION
Move to approve the request from the Sebastian River Area Chamber of
Commerce to display one automobile at Riverview Park subject to the
following:
1. The location shall be coordinated with the
Director of Community Development.
2.The vehicle must be clear of the sidewalks
and entrance ways.
3. The display shall only be on weekends.

SUMMARY STATEMENT
A total of three (3) public participation sessions have been held
to develop the Community Compatibility and Airport Master Plan.
These sessions were in addition to the public input meetings to
refine the scope of services in drafting the contract between the
City and Williams Hatfield and Stoner ("WHS"). These three (3)
sessions were lead by sub-consultant Dr. Patrica Bidol-Padva. A
fourth session has tentatively been scheduled for June 16,1992.
Under the attached proposal, a fifth and final session to review
the draft Master Plan would be conducted by both Dr. Bidol and
WHS. One result of the public input sessions has been an interest
in reactivating the east-west runway - RW/9-27 and the
simultaneous closing of the northwest - southeast runway - RW/13-
31. To determine the possibility and feasibility of reactivating
RW/9-27, a number of issues need to be addressed. As outlined in
the attached proposal, for an Environmental Assessment there are
twenty-one (21) separate environmental issues which would require
review. Additionally, there are other legal and practical
concerns, including: 1. the relocation of J & S Aviation and
Golden Horn Aviation, 2. the affect on the Sebastian Municipal
Golf Course, 3. the impact on Dale Wimbrow Park and 4. the impact
to the St. Sebastian PUD and other properties off the extensions
of the runway.
As outlined in the attached proposal, the total cost would not
exceed $30,000. This work may or may not be grant eligible.
RECOMMENDED ACTION
I recommend that the City move forward with the Environmental
Assessment and to do so as an addendum to the contract with the
current consultant, Williams, Hatfield & Stoner. Concurrently,
we should approach the FAA with a request for 90% funding of this
additional work . However, should FAA funds not be available, I
recommend that we proceed with the proposed Environmental
Assessment. With our prior experience with filing the grant
application for FAA funding for the Community Compatibility &
Airport Master Plan the City could be facing very significant
time delays. Further, engaging a different consultant to work
independently of the Community Compatibility & Master Plan could
provide inconsistencies in methodology and approach.
Therefore, I recommend the City Council "move to approve the
proposal of Williams, Hatfield & Stoner dated May 20, 1992 for
additional services for an Environmental Assessment for
implementation of the Community Compatibility & Airport Master
Plan Study.

ENViRONMENTAL ASSESSMENT REQUIREMENT FOR IMPLEMENTATION OF
THE AIRPORT MASTER PLAN
Based on discussions with FAA staff, an Environmental Assessment (EA) must be prepared
prior to reactivation of Runway 9-27. There are two basic options for the City to consider
in addressing this requirement.
Option #1: The EA can be done in conjunction with the Master Plan. The draft scope of
work for the EA as incorporated into the Master Plan is enclosed. The "not to exceed" cost
estimate for this scope which would be done on an hourly basis is $30,000. Currently, WHS
is exploring the possibility of a grant addendum to see if any monies would be available
within the existing gram scope. If the FAA can not provide the grant addendum, the full
$30,000 would need to be committed from the Airport fund.
The greatest benefit to the City of taking this approach to addressing the EA requirement,
regardless of the funding issue, is in reducing the time lag between Master Plan approval
and ultimate implementation. Including the EA in the draft Master Plan can reduce the
time lag for actually reactivating Runway 9-27 by a minimum of 18 months.
Option #2: As another option the City could wait until the Master Plan is conditionally
approved pending the outcome of an Environmental Assessment, prepare a Request for
Proposal (RFP) to have the work done and commence the consultant selection process.
This option would be more costly as City staff would have to perform all RFP related work
and once a consultant was selected, all data in the Master Plan would have to be updated
prior to preparation of the EA. With this option, however, the EA would be eligible for a
90% grant from the FAA and the City could seek FDOT participation for an additional 5%,
leaving the City responsible for only 5% of the total fee.

As previously mentioned, the greatest drawback of waiting until the Master Plan is approved
is the addition of a minimum of 18 months to the time frame for implementing the Master
Plan which will result in the current runway configuration remaining in use much longer.
We will let you know if the FAA can provide the addendum to the current grant as soon
as we are informed. We anticipate an answer to this request prior to the May 27 Council
meeting.
Please let us know if you would like us to attend that meeting to provide further information
regarding the Environmental Assessment requirement.

Runway 9-27 at the Sebastian Municipal Airport will be prepared as part of the Sebastian
Municipal Airport Master Plan and will not constitute a separate document. The required
assessments will be contained within the alternatives analysis chapter of the Master Plan.
To the extent possible, the data and analyses in the Master Plan Study will be used for the
Environmental Assessment and cross-referenced or summarized as noted.
A. Environmental Assessment Elements
Purpose and Need: The purpose and need for the project is to implement the
conditions of the Standstill Agreement between the City and the FAA. This
will be established in the first chapter to the Master Plan and will be defined
in detail in an appendix prepared by Dr. Patricia Bidol describing the Public
Participation Program and outcome. This section will briefly state the
requested Federal action (reactivation of 9-27 and simultaneous closing of
13-31) and the time frame, as well as referencing the appropriate sections of
the Master Plan containing support information.
Alternatives: All alternatives considered in the Public Participation Program
will be briefly described and reasons for eliminating all those except the
proposed action and no action alternatives from detailed analysis will be
presented. Mitigation measures included in the alternatives considered will
be briefly described as well.
Potential impacts will be addressed in terms of EA thresholds. Graphics
included in this chapter of the Master Plan will be used to illustrate the EA
alternatives. "Applicable Federal, state, or local special purpose laws and
regulations and potentially required permits and licenses" for the preferred
alternative will be listed.
Affected Environment: The significant actions leading up to the Standstill
Agreement and the Compatibility Study as well as the key aspects of the
public sessions contained in the Master Plan and Compatibility Study will be
referenced here. The location map, vicinity map and airport layout plan, and
maps showing existing and future land uses and affected residential areas will
also be referenced. Map(s) including the following elements in the vicinity of
the airport will be prepared:

existing zoning districts,
public parks,
wildlife and water fowl refuges,
wetlands,
floodplains,
farmlands,
coastal zones,
recreation areas,
historic facilities and archaeological sites,
schools and places of public assembly,
hospitals,
shopping areas and
political jurisdictions.
These elements will be briefly summarized as they relate to the proposed
runway reactivation.
4. Environmental Consequences - Specific Impact Categories
Based on discussions with FAA staff, only reactivating Runway 9-27 and the
no action alternative will be analyzed in each of the specific impact categories.
The specific impact categories are described below including the extent to
which information generated by tasks included in the existing fee for the
Community Compatibility and Master Plan Study will be used.
Noise: The 20th year noise analysis showing the 65, 70 and 75 Ldn
noise contours included in the scope of the Community Compatibility
Study will be used to meet the EA requirements for the preferred
alternative. The same noise contours will be prepared for the no
action option (4-22 and 13-31) for the 20th year using Master Plan
forecast assumptions.
Compatible Land Use: This section is closely tied to noise impacts on
vicinity land uses, existing and planned. Compatibility issues related
to the relocation of the two FBOs, impacts on the St. Sebastian PUD
and Dale Wimbrow Park will be analyzed under the appropriate
impact categories and cross-referenced in this section to avoid
duplication. Actions taken by the City or measures proposed
elsewhere in the Master Plan to ensure future land use compatibility
will be noted here.
Social Impacts: Additional services that will be provided to determine
social impacts include:
economic analysis of the preferred option for relocating the two
FBOs,

assessing the impacts on the St. Sebastian PUD within the
Runway Protection Zone (RPZ) and general vicinity. This
analysis will take into consideration the existing avigation
easement over the property.
evaluating any need for redesign of the existing golf course to
accommodate the runway reactivation,
determining requirements for the design of any potential golf
course expansion within the restricted area for Runway 9 based
on FAA circular 150/5300-13.
Induced Socioeconomic Imf>acts: It will be stated that the reactivation
of Runway 9-27 will not create significant induced socioeconomic
impacts as defined in Handbook 5050.4A Section 47.e.4.
Air Quality: It will be briefly explained that because the reactivation
of Runway 9-27 will not increase airport capacity, there is no potential
for significant air quality impacts from aircraft operations.
Additional work effort for this task includes the identification of
measures to be incorporated in the project to minimize air quality
impacts caused by construction and demolition (including potential
asbestos removal) activities associated with reactivation of Runway
9-27.
Water Quality: The reactivation of Runway 9-27 will have no
significant impact on water quality or the runoff characteristics of the
airport as the runway currently exists and is paved. Drainage,
wastewater, and water supply issues should not differ significantly.
They will be addressed elsewhere in the Master Plan and referenced
here.
Measures to be taken to avoid water quality impacts during
construction and clearing activities associated with the reactivation of
Runway 9-27 will be added.
Department of Transportation Act, Sect. i.9.n 4(f), (recodified at 49 USC,
Subtitle !., Section 303): Additional services include an analysis of the
impact of the Runway Protection Zone (RPZ) for Runway 27 on Dale
Wimbrow Park.
This effort will include two meetings with Indian River County staff
and/or officials as well as a biological assessment of the affected
environment within the RPZ to determine the compatibility of the
operation of Runway 27 with the normal park activity.

Historic, Architectural, Arc..ha.e01ogical, and Cultural Resou.r..c.~.~:
Additional services include consultation with the Florida Department
of State, Division of Historic and Archaeological Resources regarding
the church east of the airport that has applied for inclusion in the
National Register of Historic Places. This work scope assumes one
site visit or meeting and correspondence to document whether the
church will be affected.
.Biotic ..Communities (including flora and fauna): Additional services
include a biological assessment of rare wildlife and significant habitat
that may be affected by the reactivation of Runway 9-27. An
assumption of "minor alteration" or "no significant impact" will be
made and documented.
This includes an analysis and recommendations regarding potential
scrub jay habitat in those areas that may need to be cleared or in
which existing trees must be topped to meet Pan 77 surface guidelines.
The necessity and proper timing for trimming and the effect on the
trees in Dale Wimbrow Park will also be analyzed and
recommendations made to minimize any potential adverse impacts.
This scope of services assumes no effect on water resources and
therefore does not include consultation with the U.S. Fish and Wildlife
Service.
Endangered and Threatened Species of Flora and Fauna: To meet the
requirements of Handbook 5050.4A Section 47.e.10.b.1, a letter must
be obtained from the U.S. Fish and Wildlife Service documenting any
species listed or proposed to be listed that may be present in the area.
This work scope assumes such species will be indicated and includes
a biological assessment to address the effects, if any, of the runway
activation on them. A copy of the assessment report will be forwarded
to the U.S. Fish and Wildlife Service by the FAA.
Wetlands; The fee estimate for this section is based on the assumption
that the reactivation of Runway 9-27 will have no significant adverse
impacts on existing wetlands. The work scope includes confirmation
of the general location of wetlands and a general description of the
associated flora and fauna.
Floodplains: A statement will be made that Runway 9-27 is not within
the limits of and its reactivation would not significantly impact a base
floodplain (the 100-year floodplain area).

Coastal Zone Management Program: The statement will be made that
the proposed reactivation of Runway 9-27 will have no impact on the
coastal zone. No additional analyses will be conducted beyond those
in other sections of the EA.
Coastal Barriers: The statement will be made that the reactivation of
Runway 9-27 will have no impact within a Coastal Barrier Resource
System.
Wild and Scenic Rivers: The statement will be made that the
reactivation of Runway 9-27 will have no impact on any river segment
in the National Inventory of river segments which qualify for inclusion
in the National Wild and Scenic River System.
Farmland: The statement will be made that no farmland will be taken
out of production due to the reactivation of Runway 9-27. No
additional work effort will be associated with this section.
Ener~ Supply and Natural Resources: It will be stated that no major
changes in stationary facilities or ground vehicle movement affecting
energy demand or fuel consumption are anticipated. An analysis will
be conducted of increased fuel consumption by aircraft caused by the
proposed change in flight patterns.
Light,Emissions: A brief description of any light system proposed for
Runway 9-27 will be provided as well as a comparison to the existing
system.
Solid Waste Impact: It will be stated that no solid waste disposal
facilities will be located or planned within 1,500 meters of Runway 9-
27 and there will be no appreciable difference in quantity or type of
solid waste or method of collection or disposal. The only solid waste
impacts will be those associated with demolition and construction and
are thus short-term in nature.
Construction Impacts: The anticipated construction impacts to be
addressed in the EA relate to potential asbestos removal during
demolition of the existing FBOs and measures to be taken to avoid any
adverse water quality impacts during construction. These potential
impacts are addressed in the sections regarding air quality (see section
4.e) and water quality (see section 4.0 and will be referenced here.
Environmental Consequences - Other Considerations: No other
environmental considerations are included in this work scope.

B. Documentation
Twenty-five copies of the draft EA will be prepared and included in the draft final
master plan report provided to the City. Revisions or refinements will be made as
necessary after informal City review and ten copies prepared and submitted to the
City as part of the Master Plan for the public hearing.
The preparers of the EA and their qualifications will be provided in the EA section.
An appendix will be prepared which will include a list of agencies and individuals
consulted, their comments and responses to those comments. This section will be
final/zed after formal review of the draft, as necessary. Proof of notice and public
hearing procedures and a sunaam~ of any issues raised will be provided. The
outcome of the public sessions described elsewhere in the Master Plan will be
referenced.
Public hearing issues and comments from applicable reviewing agencies will be
addressed and ten copies of these responses will be provided to the City for inclusion
in the document to be submitted to the FAA. The City will be responsible for
submitting the Draft Master Plan containing the EA to the FAA for review as
currently specified in the contract for the Community Compatibility Study.
The Consultant will coordinate with the FAA after submittal and provide any
clarifications or minor adjustmems requested for FAA acceptance. As FAA approval
of this scope will be secured in advance, any additional research or analysis at this
point would constitute additional services. The final Master Plan, as revised, will
include the final EA and FAA determination. Additional reproduction costs for 50
copies are included in the budget estimate.
C. Public Notice and Hearing Requirement
The Draft Master Plan and Environmental Assessment will be provided to the City
for public review at a public participation session where the entire Draft Master Plan
will be presented and which will occur at least 30 days prior to the public hearing
required by FAA Handbook 5050.4A. All advertising for the public hearing to be
held 30 days after the public participation session will conform to the requiremems
in the above referenced handbook. A draft hearing notice will be prepared and
provided to the City Manager at least 60 days prior to the hearing. Arrangements
for the hearing and a hearing transcript will be the responsibility of the City.
Attendance at the final hearing is included in the original Master Plan scope while
the public participation session for review of the Draft Master Plan constitutes
additional services.
D. Grant Assistance
Coordination with FAA staff to seek an amendmem to the current grant and secure
approval of the draft scope of work is included in the budget estimate.

The Sebastian Municipal Golf Course, in order to better serve the
golfing and general public has undertaken, with Council approval,
an expansion of its Dining facilities. The first step was to
have Architects submit their qualifications to design this
expansion. A committee made up of City Manager, Robb McClary,
Finance Director, Michael Hudkins, Golf Course Pro-Manager, Jim
DeLarme and Sebastian Golf Course Member Cranford Sproul ranked
these applicants in order as follows:
