WAGE ARTICLE NEGOTIATIONS
MINUTES OF THE MEETING
FEBRUARY 21, 2023
Present: Nicholas Voglio, Union Representative, Locals 6054 and 6056,
International Union of Police Associations, AFL-CIO
Paul Carlisle, City Manager, City of Sebastian

Mr. Voglio stated that the Union has provided the City with an updated copy of
some reduced demands. With everyone's permission he would like to go through
it. It states in red at the bottom of the first page that it is updated 2.9.23. He
reviewed that the purpose of this forum is to run through what the Union's
proposals are, some of which have been reduced/revised/redacted downwards in
hopes of expediting an agreement between the City and both locals. Mr. Carlisle
agreed, but he said he has not had time to review this document, and he will need
to read it in depth.
The paragraphs/articles that were discussed are as follows:
Agreement , Section 1 -- Mr. Voglio stated that Mr. Anon had stated that there may be
some updates on the case numbers from PERC. Other than that, there are no changes.
Preamble -- No changes
Article 1, Union Recognition -- No changes except for some position classifications.
Mr. Anon said he will provide a list of the positions that PERC approved.
Equal Employment Opportunity/Affirmative Action -- No change

Articles 2, 3, 4, and 5 -- No change
Article 6, No strike -- Subsection 6.5 -- Changed as per the new language
Article 7, Hours of Work and Overtime --
Subsection 7.2 (d), (e) changed as written. Subsections (f) and (g) have been crossed
out. Mr. Carlisle stated the language regarding two hours' notice should be kept.
Subsection 7.3 (c) has some language crossed out.
Subsection 7.3 (f) has some language crossed out. Subsection (i) has been crossed out.
Subsection 7.4 (c) has some language changed
Article 8, Seniority/Layoff/Recall --
Subsection 8.1 (b) has some language crossed out.
Subsection 8.2 (a) the word "New" has been crossed out. Mr. Carlisle stated that 90 days
instead of 6 months had been agreed upon.
Subsection 8.5 (b) has some language changed.
Article 9, Miscellaneous Leave --
Subsection 9.1 (c) has some language that has been changed.
Subsection 9.2 (a) and (d) have cross -outs.
Subsection 9.6 has cross -outs.
Subsection 9.7 (2) has cross -outs.
Subsection 9.9 -- Ms. Maison addressed this item. Mr. Carlisle stated that negotiations
on this item will continue.
Article 10, Sick Leave --
Subsection 10.2 is tabled.
Subsection 10.3 (a) (9) There was discussion regarding this item, and this item was
tabled.
Subsections (e) and (f) contain strikeouts.
Subsection (g) contains strikeouts.
Article 11, Vacation Leave --
Subsection 11.3 (a) has cross -outs.
Subsection 11.5 (a) and (b) have strikeouts.
Article 12, Grievance Procedure --
Subsection 12.4 has strikeouts in Steps 1, 2, 3, and 4.
Subsection 12.5 has changes.
Article 13, Holidays --
Subsection 13.1 -- There was discussion regarding Juneteenth.

Subsection 13.5 -- Ms. Charles and Mr. Carlisle discussed this section. Mr. Carlisle said
he would need to further look into it
Article 14, Promotions, Transfers and Adjustments
Subsections 14.1 and 14.2 -- Clarifications were inserted.
Articles 15, 16, 17 -- No changes
Article 18 -- Safety
Subsection 18.6 (a) -- Change proposed by the Union.
Subsection 18.6 (b) -- There are cross -outs.
Subsection 18.8 (a) -- There is a proposal by the Union.
Subsection 18.8 (b) -- There are cross -outs.
Article 19
A new subsection 19.5 was added.
Articles 20, 21, 22, 23 -- No changes
Article 24, Classification and Compensation Plan/Longevity Award
Subsection 24.3 -- A new subsection 24.3 (A) was added.
Subsections 24.3 -- Subsections C, D, and E have some changes.
Articles 25, 26, 27, and 28 -- No changes.
There was general discussion regarding the Evergreen Study, and Ms. Watson passed
out copies of a spreadsheet regarding City employees' wages/salaries.
Mr. Voglio called for a caucus of the Union's representatives.

Mr. Voglio suggested making a bracket offer, accepting the Evergreen Study with some
minor tweaks, with years 2 and 3 at 6% and 6%. Mr. Carlisle stated he will take this back
to City Council for their approval. He will then come back with a final offer.
Mr. Anon stated he will create a correct list of position classifications under Article 1.
Another meeting was set for February 28t" at 1:30 p.m.
There being nothing further, the meeting ended at 2:43 p.m.
