review and discussion regarding the City's Traffic
Circulation Plan. At this time, staff is not prepared to
make a recommendation on any of the alternatives until
discussion with City Council takes place. Kimley Horn
will make a presentation at the workshop meeting.

SUMMARY OF TRANSPORTATION NETWORK NEEDS
AND ALTERNATIVES ANALYSIS
CITY OF SEBASTIAN
INTRODUCTION
Growth forecasts were developed for the City of Sebastian by the City Planning Department.
Forecasts were made for the Year 2010 and for build-out of the City which will occur much
later than 2010. The purpose of the build-out analysis was to identify the ultimate framework
upon which the transportation system will be based. This network will become the framework
for the staged implementation of the City's transportation system. It is important that the
improvements undertaken between now and 2010 are consistent with the long term
transportation objectives of the City. Thus, looking at the build-out of the City helps assure
this consistency.
BUILD-OUT ALTERNATIVES
Build-out analyses suggest that the major long term transportation issue for the City is travel
demand on US 1 which will be generated by a combination of development within and adjacent
to the City and through traffic between the remainder of Indian River County and Brevard
County. Numerous model runs were undertaken to determine if Roseland Road and its
connection to Laconia Street could provide sufficient relief to US I in order to allow US I to
remain four lanes throughout the life of the City. Based upon current planning forecasts, it
appears that while Roseland Road and Laconia Street can provide some relief to US I, it will
not be sufficient to allow US I to operate at Level of Service 'D~ without six laning. Two
alternatives to the six laning of US I have been identified. Both provide continuous
thoroughfares generally paralleling US 1 as shown on Exhibits 1 and 2.
Alternative 1, which is shown on Exhibit 1, provides for the four laning of Schumann Drive
and a connection at the point where Schumann Drive curves easterly to US 1; it also extends
northward, connecting to Fellsmere Road. The roadway would be further extended to connect
to Gibson Street, ultimately tieing into Roseland Road, just west of US 1. Given the four
laning of Fellsmere Road within the City and the four laning connection of Schumann Drive
and Gibson Street, no additional through lanes would be required on the City's transportation

system. A number of roadWays, however, will carry increased volumes, and as such, should be
widened to a minimum 24 foot wide section. In addition, left turn lanes will be required at the
intersections of all major roadways.
Alternative 2, shown on Exhibit 2,/s similar to I~xhibit I except that the US I reliever *does not
use the Schumann Drive alignment, but rather a separate roadway alignment located east of
Schumann Drive. In this alternative, a new railroad crossing is constructed on Davis Street and
the Main Street crossing is eliminated. This elimination is considered merely from the
standpoint that the F]~C Railroad may be unwilling to allow any at-grade crossings and it may
be necessary to exchange crossings to gain a new one at the Davis Street location. It should be
noted that the Davis Street crossing could be eliminated and the ivlain Street connection
retained. While it would be most convenient to have two crossings, only one appears ~to be
necessary from a capacity standpoint. Exhibit 2 also shows the east-west connection between
US I and Roseland Road, north of the airport. This roadway is not required from a capacity
standpoint, but will most likely be needed to serve development in the area. Further, ]~xhibit
2 shows the extension of a new roadway connecting CR 512 at ¥ocelle to US 1. This would
eliminate the existing railroad crossing where Old Dixie crosses the railroad, north of
Schumann Drive. This alternative also eliminates the Schumann Drive crossing. This
elimination may or may not be required in the future depending on railroad requirements.
Finally, the analysis reflects the continuation of the Stratton Avenue railroad crossing and the
elimination of the Vickers Road crossing. The current multitude of crossings exist because of
the lack of roadway continuity on the west side of the railroad. The filial determination
relative to railroad crossings cannot be made until implementation occurs. The ultimate plan
will reflect a maximum number of crossings, but it is important to identify the crossings that
are absolutely crucial to the operation of the Sebastian transportation system.
Alternative 3, shown on Exhibit 3, eliminates the parallel roadway (US I reliever) and provides
for a six lane section on US I within the City. It also provides for the four laning of Schumann '
Drive and Felismere Road. Roseland Road is four laned between Gibson Street and US 1.
Alternative 4, shown on Exhibit 4, provides for a connection between CR 512 at Vocelle and
US 1. The alternative also provides for the continuation of Gibson Road between Roseland
Road and Fellsmere Road. These two improvements are likely to eliminate the need for six
laning of US I through the heart of Sebastian. Six laning would be needed between the new

SUMMARY STATEMENT
Indian River County is in the final stage to bid the work for the CR 512
project and has had several meetings with the property owners abutting the
ditch known as "the Wentworth Ditch".
From these meetings, Indian River County is proposing to accomplish the
following during the expansion of CR 512:
Relocate the Wentworth ditch to the south within the
dedicated easement.
2. Construct the sidewalk on the south side of CR 512 instead
of the north side.
The County tentatively plans to plant wax myrtles along
the north side of the improvements to try establish a
landscape buffer.
Staff has requested and the County did agree to construct
a 4' wide shoulder on both sides of the road for a bike
path. Staff would request the City Council to encourage
the County to stripe and identify this bike path with
appropriate markings.

Prior to proceeding with this design, the County would respectfully
request concurrence from the City Council.

Stonecrop Park Evaluation
As requested by City Council, I have made an evaluation for
the above referenced project. The purpose for this
evaluation was to consider the following:
The Use - This park is located in a unique area of
Sebastian with respect to its relative location adjacent
to the Sebastian River. There is no other place in
Sebastian that has an immediate street access adjacent to
the River. Current activities have been limited by "No
Trespassing" signs that were posted in cooperation with
GDC to limit the abusive use of this natural pristine
environment. In the past, this area was known as the
"Swimming Hole" and was used by local residents for
swimming, fishing and launching for canoes and
small boats. Since this property was newly acquired
from GDC along with other park areas, residents have
expressed an interest to open this area for public
access.
The park at this time should remain passive allowing
fishing, boat launching and as an observation point to
the Sebastian River. Swimming should be discouraged at
this time until the health department can be contacted to
determine health risks that could be associated with this
portion of the river. In the future, this park could
be developed with picnic tables and pavilions but should
only be considered following an overall evaluation of the
park areas that were acquired from GDC.

~ - A field investigation was conducted by myself
and the Community Development Director along with a local
resident who provides canoe trips on a regular basis.
The resident in the past has had more than 100 boat
launches. He described the access as relatively easy
and never incurred any difficulty or problems with
carrying canoes to the point of launching.
It was observed that there is a potential for tripping on
exposed roots. However, this is typical for most
parks that have oak trees. The city could limit the
point of access by roping off the perimeter and directing
users to enter at one location which then could be
posted. The sign could describe the potential wildlife
hazards such as alligators or snakes, prohibit people
from jumping or swinging from the trees into the river, ~
identify the possibility of tripping on exposed routes
and cautioning user to enter at their own risk. The
signage could be compatible with the surrounding area
as a plaque, describing the area with historical
information and emphasizing the pristine environment and
the importance of maintaining it in its natural state.
The Imorovements - Improvements for this area could be
established by clearing the vines and low hanging
branches along the right of way to open up a vista for
travelers or users of the park exposing one of the most
beautiful hidden secrets of Sebastian. The area could be
roped off with 8 to 12" diameter pressure treated posts
connected with a 1 1/2" diameter rope that would be
compatible with the environment. Parking could be either
along the street right of way or immediately o£f the
street and adjacent to the park area in an area that is
somewhat lower than the existing road. The parking area
would be screened by the earth berm surrounding a
drainage tract immediately adjacent to the park. This
area would allow for limited parking approximately five
to six automobiles. However, if additional parking were
deemed necessary, the outfall ditch from the drainage
tract could be piped and the parking would be
significantly increased should would be ample for the
proposed passive use. This parking area is immediately
adjacent to a bluff overlooking the river. This bluff
could be fitted with a boardwalk and ramp to provide a
launching facility for canoers immediately adjacent to
parking. This is an upland area and would be less of an
impact to the environmentally sensitive hammock. It would
limit the intrusion of park users by diverting that
portion of canoers away from the environmentally
sensitive areas.
There is another area, south of the Swimming hole which
the Sebastian River is close to the Sunport Street right
of way. There are no residential houses in the immediate
launching facility. Consideration was given for a
concrete walkway with steps to allow a more convenient
access to the facility~ However, after further
consideration this would detract from the pristine
atmosphere at the park. There would be certain permitting
requirements to place the walkway within the hammock and
over time the surface of the walkway could become
slippery since it will remain in a damp atmosphere.
Maintenance - The park should be kept to a passive use,
and the area properly posted to make users aware of the -
environmentally sensitive Hammock. The signs should also
request cooperation in not impacting the environment.
The maintenance could be limited to park personnel
spending approximately four hours a week doing just
general maintenance with trash pick up and minor mowing.

Mr. George McCullers, Jr. is requesting permission from the City to
operate a temporary retail sale of Christmas trees located on the
northeast corner of U.S. #1 and Washington Street. The proposed site will
accommodate a 40 x 60 tent, portable toilet facilities, adequate parking
and proper lighting. This property is vacant with no established business
therefore, the request to place a tent and portable toilet facilities to
operate this business venture should be approved by the City Council.
Staff feels that this temporary business would provide a needed service to
the City of Sebastian residents and would have no objections subject to
the following:
1. The applicant must obtain an Occupational License.
2. An electrical permit by a licensed electrician shall be issued and all
related work shall be inspected.
3. Portable toilet facilities shall be provided.
4. Off-street parking shall be provided on the lot.
5. All materials shall be removed and the property be cleaned to its
original condition prior to January 30, 1993.
