SUMMARY STATEMENT
Pursuant to the City Council's direction at its regular meebing of May 22,
1991, the ~ity of Sebastian Building Department requires a tree removal
permit to be obtained prior to removal of trees. Thm applicant, Holiday
Builders, Inc., is requesting removal of a specimen tree on a property at.
473 Caravan Terrace (Lot 2, Block 289, Sebestian Highlands Unit 10). The
tree is located between the proposed location for the house and septic.
RECOMMENDED ACTION
Move to approve the removal of one double oak tree over 20 inches in
diameter located on Lot 2, Block 289, Sebastian Highlands Unit 10.

Upon evaluatio~ of the. specifications for the mowers, Hector
Turf apparent low bidder did not meet the specifications.
The-'specsLfications had called for a 27 HP with 10.6 gallon
fuel tantu The mower that they specLfied was a model 3788
Groundsmaster 300 series which provides a 25 HP with a
6.2 ~a!lon tar~z Fuel tar~: capacity is ~ ~port~t concern,.
the larger the t~ the less re~uel~ is neede~ ~e next
apparent low bidder was Bergen. Upon review of the~
specifications for the~ mower, they had~ provided a 22 HP
motor ~stead of a 27 ~ motor. Also, their mower was not
equipped with a hi~ ~d low r~e for fo~ard ~d reverse,
nor was it equipped with a tachometer as specified.
Upon review of the $~ise Ford Tractor mower, it did meet
all specifications. Further telephone conversations
determ~ed that their mower deck was a ~ gauge steel. ~e
apparent low bidder Hector Turf, mower deck is made of ~
gauge steel. ~e mower deck receives the greatest ware ~d
needs to be constructed strong to last longer, with less do~
t~me.

Dear Sir:
I would like permission from the City Council to use the Community
Center on January 23, 1993 for a Chili Cook-Off contest and dance
for the North Indian River County Unit of the American Cancer Society.
The Society will not be selling or serving alcoholic beverages, but
we would like permission for the ones that would like to bring their
own bottles to do so.
I understand we will need to make a refundable $250.00 security
deposit at the time of application. We would like to ask that
the ~ee be waived if at all possible. Ail of the work and time
put into these functions are done by volunteers and ma~e with the
help from people like you there will be more monies for research
for this dreaded disease.

CONCERNING THE SEBASTIAN MUNICIPAL AIRPORT
COMMUNITY COMPATIBILITY STUDY, DRAFT MASTER PLAN AND
ENVIRONMENTAL ASSESSMENT
DATE:

PLACE: Sebastian Ci%~2 Hall, 1225 Main Street '
SUBJECT: An open public hearing will be held to consider the
economic, social and environmental effects of the
proposed Sebastian Municipal Airport Master Plan and
Environmental Assessment. The compatibility of the
Plan with the surrounding communities and the City's
adopted Comprehensive Plan will also be addressed.
The primary features of the Draft Master Plan include
the proposed reactivation of Runway 9/27 and the
simultaneous closing of Runway 13/31. In addition,
extended flight paths are proposed which require pilots
to climb to 1,000 feet before turning the cross-wind leg.
The Environmental Assessment includes an analysis of the
effects of implementing the proposed runway configuration
on affected properties and resources.
Copies of the Community Compatibility Study, Master Plan
and Environmental Assessment will be available for review
by interested persons on or before Monde, November 16,
1992 at Sebastian City Hall, 1225 Main Street, during
normal business hours (8:00 A.~. - 4:30 P.M.).
CONDUCT: The Sebastian City Council will preside over the hearing.
The consultants that prepared the Community Compatibility
Study, Draft Master Plan and Environmental Assessment
will present a summary of findings and recommendations.
Members of the audience will be afforded the opportunity
to present their comments regarding the proposed project.
All oral comments will be recorded. Written comments
should be addressed to the Sebastian City Clerk, Kathryn
M. O'Halloran, CMC/AAE and delivered to City Hall, 1225
Main Street by Wednesday, December 23, 1992.
The City Council will decide at this hearing if the
Community Compatibility Study, Draft Master Plan and
Environmental Assessment will be transmitted to the
Federal AviationAdmtnistration for review.
If a person decides to appeal any decision made by the
City Council with respect Go any matter considered at this
hearing, that person will need a record of the-proceedings
which includes the testimony and evidence upon which the
appeal is to be based

The Treasure Coast Council of Local Governments has received
recommendations from its Legislative Committee regarding
positions on issues before the State Legislature in 1993. The
Treasure Coast Council of Local Governments ("COG") is requesting
its member cities, including the City of Sebastian, to consider
each 6f the nine legislative proposals it has recommended. In
order for the COG to take a position, all membe~ municipalities
must be in unanimous agreement on the issues. Further, the COG
is requesting Sebastian's comments .before January 6, 1993.
RECOMKENDED ACTION
Review the proposed nine issues presented by the Treasure Coast
Council of Local Government and consider endorsement of each.

has made its recommendations to the Treasure Coast Council of Local
Governments for its consideration and ultimate recommendation to our
Legislative Delegation. These recommendations must be placed before

Five of'our members {Ft. Pierce, Stuart, Indian River County, veto
Beach andOkeechobee County),,have .responded favorably,-fourmembers
{St. Luci.e County, Port St. Lucie, Sebastian and Martin County)have
not yet responded In order for the TCCLG to make specific requests
of our legislators"the TCCLG must be in unanimous agreement onthe
, issues. Therefore, we are asking that you place these reCommendations
~your Council/Comnission for action at your next regularly
scheduled meeting.
Each proposed item stands on its own;' it is not necessaryto be'in
complete agreement with the nine (9) recommendations. In other words,
you have a line-item veto. ~',.,~

scheduled meeting of the TCCLG which is to be held January 6th, 1993.

On'Friday, November 6,.1992, T3ae Legislative Committee met for
~he second time to review the past year's legislative priorities
and establish recommendations for the coming Legislative Session.
'The Committee adopted the following list of issues, in approxi-
mate order of priority, and recommends transmittal to and adop-
tion by our member governments prior to the Treasure .Coast Coun-
cil of Local Governments DeCember 2nd meeting. We will only
pursue those issues upon which there is unanimous'-agreement'"by
ouz-~membershtpT--and--.urq~prompt--consideration'-thereof--in-order
that--we-maximize=our~results in Legislative-Delegation meetings~
scheduled~for-December~4th~and'~Sth.%
Re~ision to calculati°n of HOmestead Exemption - Apply to
second $25,00.0/of~assessed value, .or similar method to make.
this important exemption better related to service demands
and responsibilit~of.homestead statewide...
2. Partial ~earAsseSsment - An amendment to the Florida
Constitution to ~ermit partial-year assessment of all real
property when it is improved, or when the property is
oqcupied or otherwise used for the purpose for which it was
constructed.
3. TreasUre Coast Re,ion University - Support funding which
would expedite higher education 'opportunities on the
Treasure Coast through existing delivery system and promote
commitment to locate an eleventh state university on the
Treasure Coast by asking the Board of Regents to apply the
PIC0 criteria as soon as possible.
DCA Regulatory Authority - Support legislation prohibiting
DCA from requiring local government to exceed state laws or
policies as implemented or established by the agencies
charged by law with such authority and responsibility.
Annexation Reform - Support legislation to reform
annexation laws and to make annexation of enclaves easier
and more attractive in an effort to control urban sprawl.

Delegation of "dry line" (utility lanes) jurisdiction to
local government, as the present regulatory process offers
a poor cost/benefit ratio; and (b) revise current methods
of evaluating utility plant capacity bypaper commitments,
which result in unnecessary construction and poor
operational efficiency of existing plants when growth rate
fails to meet expectations .(permitting based on actual flow
not permitted flow). "

A.- Support establishment.of fresh water storage in the
'" C-23/24/25'basin, for agricultural benefit and
reductions in harmful fresh water discharges to the
River and Lagoon' (better upland storage).
B. Require of FDOT that all new bridges constructed across
~he River or Lagoon utilize a "see through" crash
barrier and handrail, so that. people in all vehicles
crossing our bridges may have a wiew of these waters.
(There .are a variety of FHWA-approved'and crash-tested
barriers 'besides the'Hbiquitous "Jersey barrier" such as
is used on the new Palm City Bridge).
'Utilities- Request clarification in .State Statutes as to
the legality of pass-through .charges from master planned
communities to individual users of public utilities.
Prostitution - Support legislation that w6~ld increase
penalty for second and subsequen~t~ violations relating to
prostitution. .7.
Note: Indian River County, City of Veto Beach', City of
Fort Pierce and City of Stuart have already endorsed
proposed legislation to this effect.

Dear Ms. Ginn:
The Board of County Commissionof Okeeohobee County has had the
opportuni~y~o review the proposed legislative priorities based on
the November 9th memo from Kevin Henderson. The Board agrees with
the 9 proposed items as listed below.
1. A revision in the calculation method of the homestead exemption
whiohapplies~he exemption to other than the first $25,000.00.
2. A partial year assessment is necessary for local governments to
properly finance serv£oes and the activities of government.
The Treasure Coast Region University would provide a positive
educational environment and support economic growth in the
entire region.

The-DCA should not require local governments to exceed state
laws. ~,
The ability to annex enclaves should be consistent with most
comprehensive plans. The easier that annexation can be
accomplished the better the implementation and control of
comprehensive plan provisions will be.
The Board of County Commission supports Sections A & B related
to modifications to D.E.R. regulations with regard to dry line
3urisdictionand utility plant capacity determinations and the
move to an actual flow basis.
0keechobee supports the development of freshwater storage in
the C-23/24/25 basin and of the "see through" crash barriers
along the river and lagoon.
