Chairman Stadelman called the Natural Resources Board meeting to order at 6:00 p.m. II. Pledge of Allegiance was recited by all. III. Roll Call Present: Ms. Haggerty (a) Mr. Stadelman Ms. Billman Mr. Bradley (a) Ms. Callaghan Ms. Ware Dr. Mosblech Dr. Carrier Not Present: Mr. Carrano -- Excused Also Present Ms. Lisa Frazier, Community Development Director Ms. Felicia Gordian, Environmental Technician Mr. Josh Simpson, Zoning Technician Mr. Joseph Perez, AV Technical Assistant Ms. Janet Graham, Technical Writer IV. Approval of Minutes -- January 10, 2023 All members stating they had had a chance to review the Minutes from January 10, 2023, Mr. Stadelman called for a motion. A motion approving the Minutes of January 10, 2023 as presented was made by Ms. Callaghan, seconded by Dr. Mosblech, and approved unanimously via voice vote. V. Announcements A. March 20 NRB Meeting Date: Proposed change to Tuesday, March 14, 2023 NATURAL RESOURCES BOARD MINUTES OF REGULAR MEETING FEBRUARY 7, 2023 19.WAN Ms. Frazier stated that Ms. Gordian is going on vacation during the first week of March. Ms. Frazier is proposing that the meeting date be moved to March 14 and asked if anyone had a problem with that. Dr. Mosblech stated she could not attend that day, and Ms. Haggerty stated she could not attend. All the other members stated they will be able to attend. Ms. Ware asked that a reminder be sent out. Mr. Stadelman introduced Ms. Heather Stapleton, Community Engagement Coordinator from the Indian River Lagoon National Estuary Program and the One Lagoon Program. Ms. Stapleton introduced herself as one of three new Community Engagement Coordinators for the Indian River Lagoon Council, National Estuary Program. Her territory covers from Cocoa to the north to the southern Indian River County line. She reviewed her work history. She began this position recently, and she is looking forward to getting to know everyone and hearing more about the plans for Sebastian's Earth Day. She hopes that the Council can have a booth at Sebastian's Earth Day, and she hopes to be helpful to the NRB. She stated that the small grants program will be coming out soon and there will be funding and grant -writing assistance available to help the nonprofit organizations. Ms. Callaghan asked if it would be possible for information to be posted on the NRB website about the new coordinator in this area. Ms. Stapleton said she will get with Ms. Gordian to implement that as well as running it by Ms. Frazier. Mr. Stadelman asked what the process is for writing a small grant. Ms. Stapleton reviewed the process. She suggested communicating with her and emphasized getting people educated on the small grant program. Mr. Stadelman asked if her group could assist the City in writing the grants. Ms. Stapleton said her group offers grant writing assistance, but they cannot write the grants for the City. If the City needs assistance, help is available. Ms. Frazier stated that the City has used those services for several grants that have been written. Mr. Stadelman stated their website is OneLagoon.orq. Ms. Ware stated that the Art Club has an Art Studios Tour in Sebastian this weekend. She has pamphlets available, and their website is sebastianartstudiotour.com. and the hours are 10:00 a.m. to 3:00 p.m. VI. Aqenda Modifications -- None VII. Public Input -- None Vlll. Unfinished Business NATURAL RESOURCES BOARD MINUTES OF REGULAR MEETING FEBRUARY 7, 2023 A. Earth Day Planning PAGE 3 i. Planning Review; Board Members to Report Progress Updates Ms. Frazier called everyone's attention to the attachment to this evening's agenda entitled 2023 Sebastian NRB Earth Day Celebration Plans. She wants to make sure that everyone is comfortable with those assignments and invited questions from the Board members. The assignments and NRB members who will work on them are listed as follows: Retail/Food Vendors Ms. Frazier said Ms. Gordian is coordinating that, and Dr. Mosblech will send out the email invitations. Environmental Organizations Ms. Frazier said Ms. Stapleton's group will be added to the list. She added that the spreadsheet has been made available. If anyone has names to be added to the list, please notify Ms. Gordian, and she will add them. Waste Manaaement Ms. Gordian said Debbie Perez is the contact at Waste Management. They will send out their flyers with their invoices. She stated there is a sister event at Barber Street that day, and the NRB may need to have a volunteer out there. Ms. Gordian described where and how that part of the Earth Day activities will be handled. Art Club Donna Ware will coordinate the activities sponsored by the Art Club. There were several suggestions for this activity. K.I.R.B. (Keep Indian River Beautiful) Mr. Michael Ansley is the contact person for K.I.R.B., and Ms. Billman will coordinate that activity. Beer Ms. Frazier said Josh Simpson is coordinating that. Mr. Simpson said he has been working with Marc Gingras from the Rotary Club. He wants to know what the Board would like to do for this event. He showed on the monitor two different cups that have been suggested and described them. After discussion by the Board members, it was decided to go with the "greenware" biodegradable cups. Mr. Simpson also volunteered to get NATURAL RESOURCES BOARD MINUTES OF REGULAR MEETING FEBRUARY 7, 2023 PAGE 4 information on paper cups. There was a vote, and it was approved by a voice vote of 3 ayes and 2 nays to have the NRB/Sustainable Sebastian logo printed on the cups. Mr. Simpson stated that, as far as he knows presently, the beer provider will be J.J. Taylor. There was also a voice vote as to whether there will be beer at this year's event. The vote was 7-0 in favor of having beer this year. Mr. Stadelman volunteered to contact the Rotary Club to verify what is involved with distributing the beer this year. The sustainability of paper cups was also discussed. I.R.C. Fire Unit Standbv Reauest Form Ms. Gordian will handle this. I.R.C. Fire Rescue Permit Ron Paul will handle this. State Food Vendor Permit Ron Paul and Ms. Gordian will handle this. COS Event Permit Ms. Gordian will handle this. Entertainment Ms. Gordian stated that she has contacted Brian O'Neill, who handled the entertainment in past years. She said Chaos Sound is willing to come and do the sound again. Mojo Mike and Robert Johnson Band are also willing to participate this year. She said there are other entertainers that can be contacted if need be. Ms. Haggerty has volunteered to be the entertainment coordinator. NRB Website Ms. Frazier stated that the pertinent information regarding Earth Day needs to be put up on the NRB Website as soon as possible Ms. Gordian will handle that. Living Docks Dr. Carrier spoke on last year's project. He volunteered to contact whoever provided the mats in the past. Ms. Frazier said she was pretty sure it was FIT. It was suggested that Mr. Carrano will also be involved this year. Ms. Callaghan suggested that the time for this activity be posted on the flyers. NRB Booth All the Board members were asked to participate as to supplies, messaging, helping with the seed packets and brochures. Be a Goaher Tortoise. Scavenger Hunt. Vendor Activities Various volunteers will be helping with these activities. Stormwater/FEMA Booth Eric Brierton and Josh Simpson will participate in this activity. Advertising This will be done by Ms. Gordian and Ms. Ware. Activities There was a general discussion as to who would be spearheading/coordinating this item. Ms. Gordian said that she would be doing that. There was a general discussion among the Board members and staff regarding various other items relating to Earth Day. IX. Unfinished Business -- None X. Adioumment There being no further business, Mr. Stadelman called for a motion to adjourn. A motion to adjourn the meeting was made by Ms. Ware, seconded by Ms. Callaghan, and approved unanimously via voice vote.
