WAGE ARTICLE NEGOTIATIONS
MINUTES OF THE MEETING
MARCH 7, 2023

Mr. Voglio provided the members with an updated version of the agreement and said he would
like to limit the discussion to the few Articles that they have issues with. He started with Article
3.2 regarding the number of people who can sit at the negotiation table. He said having the head
of departments attend seem to make things run more efficiently.
Mr. Voglio said there are no changes in Article 4, Article 5, or Article 6. In Article 7 Mr.
Voglio stated that the city was firm on the lunch hour break but feels that an employee working
out in the field do not have enough time to get to the compound to get their lunch, eat it and get
back to the job site within a half hour.
Mr. Carlisle said they could eat in the field. He said employees are leaving for lunch at
11:30am and not returning until 2:OOpm. Mr Voglio stated that is a disciplinary problem and
the supervisor should address that with those individual employees'. Mr. Carlisle said he
would present this to Council, but he is going to suggest that if Council wants to give the
employees' the hour, he will ask that it be unpaid.
Mr. Carlisle asked if 7.4c is agreed upon and Mr. Voglio said yes.
Article 8.2b Mr. Voglio questioned the words "or transferred". Mr. Carlisle explained that the
transfer may have different job functions; it may be lateral in pay but not in duties. The
employee would need to prove their skill set for the new position, that's the reason for the
probation period if an employee is transferred.

Article 9.6a Mr. Voglio said that Mr. Anon made a template but it was not put in the agreement
so he read it into the record: The employee shall be required to submit an order, Battle
Assembly (BA) Schedule or statement signed by the appropriate military commander as
evidence of any such duty. Such order, BA Schedule or statement must accompany the form
request for Military Leave at least two (2) weeks prior to such date the leave is desired.
Article 10.3 Mr. Voglio said he added the word Maternity. Mr. Carlisle did not agree with
adding Maternity he said medical conditions are all included under FLMA, if you include one
medical condition then you exclude all others. Mr. Voglio is okay with redacting the word
Maternity.
Article 14.5 Mr. Voglio said they added the language in the previous agreement regarding the
City paying for self -improving incentives such as a Bachelor's degree. Mr. Voglio feels it
behooves the city to have qualified employees, he said the city is getting value by having
qualified employees'.
Article 21.3 Mr. Voglio said that it would be better to use the language in the city's Substance
Abuse policy. Mr. Carlisle suggested that 21.3 read as provided for in the City of Sebastian's
Drug and Alcohol Workplace Program.
Article 20 Mr. Voglio made the offer to allow the City to use the Evergreen study since there
was a lot of time and effort put into the study, but since the city is wanting to take a lot of things
away, the union would be comfortable with 6% and 6% for years 2 and 3.
Mr. Voglio offered a 2nd alternative to take back to Council. He said all he has been hearing
from the employees is why the city wants to take so much from them in such a short period of
time and all of it from one contract. Mr. Voglio said they would be willing to go with the
Evergreen study and 5% and %5 which is what the city wants, but they would like to go back to
the base contract, keep the PBA version, with just a few changes such as Article 21 the
Substance Abuse language, Article 18.6 & 18.8 boots & glasses amount, 19.6 Military
changes that were read into the record earlier, Article 7.2b to keep 911 dispatcher training
amount at $3.00 and Article 8.2b the probationary period would change from 180 days to 90
days.
Mr. Carlisle said he will to take the offer to Council.
