MINUTES OF THE MEETING
MARCH 9, 2023

Mr. Carlisle said he took their offers back to Council and they are not willing to except either one
of the offers. They recommended taking the agreement given by the city at the meeting before the
last meeting to the employees for vote. The only change from that one to this one is there is a cap
on the fifty dollar ($50.00) certificate of one hundred fifty dollars ($150.00).
Mr. Anon stated that in Article 1.1 he took the Position Classifications straight from the order.
Mr. Carlisle advised that the union needs to take this to vote and if it's voted down there will be
no retro.
Mr. Voglio asked what the rational was for Council not to budge on any of the items like the one
hundred twenty hour (120) Comp time.
Mr. Carlisle said he is not going to discuss what they talked about in their conference, but he can
say that this was the direction he was given and they told him to come back with this current
offer.
Mr. Voglio said he is very sad to hear that this is their best and final offer; he will get with the
Board and keep the City advised of any changes. He asked if the employees are able to use the
compound for voting on the contract.
Mr. Carlisle said yes they can and he asked what the time frame would be.

Mr. Voglio said he is on vacation next week. He said he is not sure if the employees need some
instruction on posting the notice and sending the notice out to the members. He will reach out to
the board when he returns from vacation on March 201h to start the process.
Ms. Maison said there was a typo in Article 7.1 d, in the last sentence the words "one hour" need
to be strickened. Ms. Watson said in number 2 under hours of operation, if an employee wanted
an hour lunch they had work until 5pm. Mr. Carlisle said they are not allowed to; everybody is a
half hour that's what was discussed.
Mr. Carlise said all bargaining unit employees get a thirty (30) minute lunch. He said Council
told him all employees should only have a thirty minute lunch that's what was discussed.
Mr. Hamp asked how the city expects an employee that works out in the field to be able to wash
their hand before they eat their lunch. Mr. Carlisle responded "a water jug". Mr. Hamp said that
next month they will be working in 100 plus degree, feels like, weather so it would be nice to
have the ability to eat lunch at the Public Works Compound where they could cool down a bit
during lunch. Mr. Carlisle said he understands but he has parameters he has to go by. He is not
trying to be difficult he is going by the direction he's been given.
Mr. Voglio stated he doesn't understand Council's reasoning for the half hour lunch he said the
guys and girls in the field do not have the opportunity to clean up before eating their lunch. The
employees are being treated like animals. Mr. Carlisle said all he can say is Council told him no
one should have an hour for lunch. Mr. Voglio said he wonders if Council even cares about their
employees. This doesn't make any sense, he said he could understand if it was about the
financials or the money but if Council is going to be so myopic about giving the Evergreen Study
that they have to rob Peter to pay Paul it's just not right. He said after the COVID period people
are concerned about being able to clean up before touching their food.
Mr. Carlisle said that there are plenty of public facilities in the city where employees can clean up
before eating their lunch. He is not trying to be difficult but he is giving them the direction he
was given by Council. Mr. Carlisle said he can't go back to Council and caucus again so the
employees will have to vote and see where it shakes out.
Mr. Voglio said it saddens him to think that Council Members don't have the forethought that we
are living in a COVID environment, a spreadable disease, and the employees can't wash before
they touch their food. He said it sounds like somebody does not want the employees going to the
compound to eat like normal human beings they would rather have them eat in their truck.
Mr. Voglio said he would get with the Board Members when he comes back from vacation to
help them with the set up for voting.
