ADDENDUM NO. 3
TO THE BIDDING/CONTRACT DOCUMENTS
FOR THE CITY OF SEBASTIAN

This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents as noted
below. Acknowledge receipt of this Addendum in the space provided on Page BF-6 of the section 11 Forms.
Failure to do so may subject a Bidder to disqualification.
This Addendum consists of 3 pages.
I. Questions
1. Question:
Bid documents state the contractor is responsible for the condition of the haul roads. During the site visit it
was noted the haul roads are in poor condition. To what extent is the contractor responsible for the
condition of the haul roads, given the roads are already in poor condition.
Response: Haul routes at the west and south side of the airport (Airport Dr. W. and Main St.) are
in good condition. The North haul route inside the airport is cracked pavement and is
not a concern. Contractors are advised to take pre-construction pictures and record
videos of haul routes. Any associated costs for pre-construction photos or videos shall
be incidental to the project.
2. Question:
Detail on C1.1 titled “Runway 5-23 – Overlay Proposed Conditions Typical Section” shows a 2” asphalt
overlay on top of the existing 6” concrete edge light maintenance pad. Based on previous experience the 2”
of new asphalt will develop a reflect crack where the existing asphalt meets the concrete pad. Can you
please confirm this cracking will not be brought up as a warranty item?
Response: Confirmed.
3. Question:
Specification 401-6.2e, outlines the requirements of a Profilograph testing. This testing equipment can be
expensive and seems redundant to the straight edge test specified elsewhere in the specifications and a
rolling straight edge. Can the Profilograph testing requirements be removed from the contract?
Response: No.

4. Question:
Specification section P-101 outlines the requirements to clean and surface prep the existing asphalt. In lieu
of cleaning the existing asphalt, could the existing asphalt me milled 0.5”, then crack sealant applied,
asphalt leveling course then P-401 asphalt be placed? Basically, would milling 0.5” be an acceptable
surface and cleaning preparation technique? By using the mill to prep the surface there would be no
additional steps or equipment needed to remove the pavement markings as part of the surface preparations.
Response: This is NOT acceptable as the existing pavement in some locations is too thin.
5. Question:
Drawing Sheets C4.1-C4.6 outline the requirements and thicknesses for a leveling course of asphalt over
the existing asphalt. The Leveling Asphalt is specified in specification section P-403. The largest
aggregate size in the mix design is 3/8”. Because of the aggregate size the minimum thickness P-403 can
be laid and density achieved is ¾” and we would recommend no thinner than 1” for optimum results. In
lieu of the design leveling course of asphalt, which can not be laid at some of thicknesses specified, could
the existing asphalt be profile milled and then an asphalt wedge be put in continuously across the runway
with P-403, then topped with 2” of P401? By profiling the existing runway with the mill leveling asphalt
could be minimal and still achieve the 1.2% cross slope.
Response: No. Leveling can be feathered to less than ¾”. Only areas of leveling more than 1½”
will be cored for testing per specification P-403, Section 403-6.1d.
6. Question:
Specification section P-101 outlines the requirements to clean and crack seal the existing asphalt runway.
In lieu of crack sealing and cleaning prior to the leveling course, could the existing asphalt (thickness varies
from 1.5" to 2" according to Geotech report) be milled off completely and a new 2” thick layer of asphalt
(P-401) be installed at the specified 1.2% cross slope? This would eliminate the requirement of the crack
sealing, asphalt surface preparation, asphalt leveling course, paving over the existing 6” concrete light
maintenance pad, the spacer ring on new edge lights, and the topsoil being added to the shoulder of the
runway?
Response: No Runway must be strengthened to a minimum thickness of 4” per FAA guidelines.
7. Question:
Is the current FDOT Fuel & Bituminous Adjustment at bid time in effect for the duration of this project?
Response: No. No fuel or Bituminous Adjustment is in this contract.
8. Question:
Is erosion control required for this project? If so, please provide the bid items and quantities?
Response: No.
9. Question:
Is Diamond Grinding required for this project? If so, please provide the bid item and quantity?
Response: No.

10. Question:
Please provide asphalt coring data for this project.
Response: Pavement core logs are provided in the appendixes of the Geotechnical Report under the
Section 13 (Appendix B) of the Project Manual. Section Data also has been provided in the plan
sheets G3.2 & G3.3.
11. Question:
Please provide the detailed computations that were utilized to generate the asphalt overbuild quantities,
including but not limited to the locations, lengths, widths and thicknesses, etc.
Response: Quantities of leveling was calculated using Civil 3D design Software.
12. Question:
The DBE Good Faith Effort could substantially exceed the 20 page limit for bid submittals as detailed on
Page 7, Section 2. If the good faith effort is submitted with the bid, as required on Page 11, Section 6, the
bidder will be considered non-responsive. Will the City considering waiving the 20 page limit?
Response: Yes.
