Resoltttion No, R-99-58 - One Way Shakespeare Street (City Md►lager Transmittal 11/23/99, R-99-58) A RESOLUTION OF THE CRY OF SEBASTLIN, INDIAN RIVER COUNTY FLORIDA, AUTHORIZING A ONE-WAY DESIGNATION OF SHAKESPEARE STREET; PROVIDING FOR REPEAL OF RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILTTY; AND PROVIDING FOR AN EFFECTIVE DATE. The City Attorney read Resolution No. R-99-58 by title. Some City Council members suggested ascertaining that all residents on Shakespeare Street wanted this one-way designation MOTION by Barnes/ "I'd make a motion to adopt Resolution No. R-99-58." Proposed Ordinance Re: OvcrgrQwn L gts - piscgssjgq and Direction to Staff (City Attorney Trossmittal 11/18199, Proposed Ordinance) The City Attorney reviewed the proposed amendments. TAPE AI - SIDE I (10.1 S p.m.) It seemed to be the general consensus of Council that dumping of debris on unimproved lots should be tightened and enforced, but that proposed language relative to clearing undergrowth on unimproved lots adjacent to improved lots and maintaining it at 10 inches would be overregulation. Finance Djrgctor Y2K Update Prgsmtation (Transmittal 12/9/99) The Finance Director gave City Council a brief update on the City's Y2K preparedness (see submittal attached) 7. CITY ATTORNEY MATTERS • Discussed his memo regarding Council discussion on the proposed lot clearing and debris cleaning ordinance, requesting a consensus that the existing code regarding debris clean up is sufficient • Reported that the one cemetery surplus property bid was in the amount of $200,000 plus city • costs paid by the bidder; and that if there were no objections, closing would take place 2/7/2000 8. CITY MANAGER MATTERS Updated Council on the one-waying of Shakespeare Street, noting that residents are still in the process of soliciting support, but that there have been objections from neighboring streets Reported that he will be coming back with an interlocal agreement for a Habitat Conservation Plan 9. CITY CLERK MATTERS Thanked her staff for the Council Chambers holiday decorations. 30. CITY COUNCIL MATTERS A. Mr. Bishop Said he would like to follow through on an item on the pending list regarding Council submittal of expenses within six months. Discussion took place on whether this was an appropriate task for the Recreation Advisory Board or whether a separate committee should oversee it, what progress is being made on Filbert Street, requesting the Treasure Coast Regional Planning Council to assist in reviewing plans, the possibility of Recreation establishing an ad -hoc committee, and the possibility of a contest for local children. The City Manager said staff will be bringing back recommendations on seeking grants. MOTION by Barnes/Majcher "I'd be more than willing to, I don't know if we need a resolution, what we need to have staff continue utilizing the Planning organization, and I wouldn't see any real great problem in at least having someone from staff approach the Recreation Commission and ask them if they are interested and feel they can add to it " VOICE VOTE on the motion carried 5-0. The City Attorney read Ordinance No. 0-00-02 by title and explained its provisions. Concerns were expressed relative to location of the portable facilities.
