MINUTES
MONDAY, OCTOBER 2, 3:00 PM
CITY COUNCIL CHAMBERS
1225 MAIN ST, SEBASTIAN, FL
1. Chairman Baumgartner called the Veterans Advisory Committee meeting to
order at 3:00pm.
2. The Pledge of Allegiance was recited.

4. ANNOUNCEMENTS AND AGENDA MODIFICATIONS
Mr. Benton requested an agenda modification for Ms. Michelle Dale to do a
presentation. He added the presentation under New Business as Item 8-D, the Board
was in agreement.
5. APPROVAL OF MINUTES
MOTION by Ms. Paskiewicz and SECOND by Ms. Burr to approve the minutes of the
August 7, 2023 meeting and was approved by unanimous voice vote.

Item A: American 250 Monument Presentation and Discussion
Ms. Hamilton serves as the Senior State President of the Florida Society for the
Children of the American Revolution. They are a patriotic youth organization founded in
1895. She said their missions are historic preservation, veterans and education. The
group is interested in placing an America250 semiquince/ntenniial or 250`h anniversary

of the United States commemorative marker in Sebastian Veterans Park. (See
Attached) Their goal is have the monument done within two years.
Mr. Benton requested the Board make a recommendation to City Council if they want to
move forward with the project. They should also recommend if they want the monument
placed in Veteran's Memorial Park or possibly placed somewhere else in the City.
The Board made a Motion to have staff work with Ms. Hamilton to come up with a
location and also to prepare a Resolution. They suggested for Ms. Hamilton to start the
process in securing approval for the monument. This can all be done and brought back
before the Board at the next meeting in January. The Board can have discussion on the
location chosen and give their approval, then make their recommendation to the City
Council to get their final approval.
Item B: Veterans Dav Ceremony
Mr. Benton explained that staff has been working on removing hedges around Veterans
Memorial Park. They will be installing new landscaping which will be done in time for
the Veterans Ceremony in November.
Mr. Benton announced the American Legion will be in charge of the Veterans Day
Ceremony this year; it will be held on November 11t' at 11am. The city will put out
public notice and have everything set up and ready for them.
Mr. Speicks will contact the High School to see if the Band is able to attend.
Item C: Pearl Harbor Dav Ceremony
Mr. Benton said this event will be hosted by the VFW on December 71h @ 12:30pm.
The city will do the entire set up and will continue to live broadcast all of our events for
those that can't attend.
Item D: Gold Star Walk-a-Thon
Mr. Lewis said he is helping Michelle Dale set up for the November 5`h Gold Star Walk-
a-Thon. It will be held at Riverside Park, Vero Beach. It will start at 10am at the
Bandstand. The Gold Star Walk-a-Thon is a 2.2 mile walk which represents the 2 a day
that are lost to suicide. They are looking for sponsors and walkers.
Mr. Speicker invited the City to attend VFW Post 189 on October 14th @ noon for a
District 12 event; they will be serving hot dogs at the new pavilion.

America250?
America250 is a multiyear effort to commemorate
the semiquincentennial, or 250th anniversary, of the
United States. This effort is being led at the national
level by the non -partisan U.S. Semiquincentennial
Commission, created by Congress, and its
supporting nonprofit America250 Foundation, with
a mission to catalyze a more perfect union by
designing and leading the most comprehensive and
inclusive celebration in our country's history.
America250 represents a coalition of public and
private partners all working to create initiatives and
programs that honor our first 250 years and inspire
Americans to imagine our next 250. The
commemoration period began in 2020, culminates
on July 4, 2026, and officially concludes in 2027.

The program has been established to honor
the memory of the men and women with
whom we have a sacred compact to ensure
that these United States of America
continue as a government of the people, by
the people, for the people. It is also
designed to raise appreciation amongst
current and future generations of
Americans of our Patriots' sacrifice for their
benefit. Its importance leaves the legacy of
this commemoration in a tangible and
public way to publicly commemorate this
occasion.

This marker commemorates the men, women, and children who
achieved American independence.
These Patriots, believing in the noble cause of liberty, fought valiantly to
found a new nation. 1775 -1783
Presented by the Florida Society Children of the American Revolution
in honor of the 250th anniversary of the United States.
• Funds raised from dog tags
• Monetary Donations
• Donations from DAR/SAR/S.R.
• Other initiatives
• This year the F.S.C.A. R. will be working
directly with the DAR and SAR chapters
in the state to inform them of our
events and goals.
• A newsletter is being created by Sydney
Rigaud and Holly Hamilton which will be
distributed to our parent organization
chapters asking for support of this
project.
• Regular communication all year will
ensure local and state support of
societies and our goals.
Time Frame:
• The time frame for this project is
2 years in order to have the
monument installed before 2026.
• The goal is one year for
fundraising and installation.
