CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Mayor Jones called the regular meeting to order at 6:00 p.m. 2. A moment of silence was held. Council Member Dixon led the Pledge of Allegiance. 4. Dino Savvidis 5. AGENDA MODIFICATIONS Mayor Jones announced the only change to the agenda is that there are two item F's on page three so those items would be renumbered to G, H, and I. 6. The Next City Council Meeting will be November 15"' Vice Mayor Nunn announced the upcoming events. 7. PUBLIC INPUT Frank Nolan said there are several seniors in the community that are sleeping in their cars and some are close to being homeless. He asked Council to start initiating affordable housing programs in Sebastian. Patti Sullivan said her family recently bought burial lots in the cemetery and ordered a monument. During the process at the cemetery, she noticed there were multiple cars of individuals grieving that were parked on graves with ice chests and alcoholic beverages. She asked if anything could be done. She also said the Sebastian Salt Water Marina Restaurant on Jackson has a sign for the exit but not coming in and pedestrians are in danger of being hit. She asked that something be done about that before there is an accident. Bill Flynn, Main Street, said he recently had an interaction with a code enforcement officer and he complimented him on the interaction. He asked when the public was going to receive and update on Stormwater Master Plan. 8. CONSENT AGENDA A. Approval of Minutes — September 18, 2023 Budget Hearing B. Acceptance of Florida Inland Navigational District (FIND) Grant for Working Waterfront Extension Phase 1 and Authorize the City Manager to Execute all Appropriate Documents (Transmittal, Agreement, 2023 Resolution) 23.053 F. COMMITTEE REPORTS & APPOINTMENTS Vice Mayor Nunn advised that at the Indian River County Affordable Housing Committee meeting they discussed what kind of incentives we like to see in our code to attract builders with affordable housing solutions to the community. Regular City Council Meeting October 25, 2023 Page 4 Mayor Jones reported at the Indian River County Beach and Shore Preservation Committee they approved to have one derelict vessel removed at Mel Fishers Treasure Museum and one from the river. They are working on removing the remaining vessels. Council Member Dodd said at the MPO meeting, they approved the five-year FDOT Project Plan this morning which includes eight projects for the Sebastian Municipal Airport totaling $5,300,000.00 in grant money that the City will receive. 10. PUBLIC HEARINGS - None 11. UNFINISHED BUSINESS - None 12. NEW BUSINESS 23.183 A. Presentation on America 250! Commemorative Marker and Consideration of the Florida Societv Children of the American Revolution Request to Place a Monument at the Riverview Park Veteran's Memorial (Transmittal, PPT) Dr. Holly Hamilton, Senior State President for Children of the American Revolution and Rhonda Rigaud, Senior State Treasurer for the Children of the American Revolution and local Pelican Island Chapter Regent, displayed a brief PowerPoint describing the mission of the Children of the American Revolution and their plan to install a monument at Riverview Park to commemorate the 250'h anniversary of the United States. (See attached) The City Manager stated if Council agreed with the idea, the proposal would be taken back to the Veterans Advisory Committee and subsequently back to Council for location approval. MOTION by Council Member Dodd and SECOND by Council Member Dixon to approve a monument in Riverview Park. Council Member McPartlan suggested that maybe two Revolutionary War cannons could flank the stone or there could be a time capsule. Approve Resolution No. R-23-33 Adopting Updated Fees and Procedures for Obtaining Permits to Use Certain Recreational Park and Facilities (Transmittal, R-23-33) A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, ADOPTING UPDATED FEES AND PROCEDURES FOR OBTAINING Regular City Council Meeting October 25, 2023 Page 5 PERMITS TO USE CERTAIN RECREATIONAL PARK AND FACILITIES PROVIDING FOR CONFLICTS; PROVIDING FOR SCRIVENER'S ERRORS; AND PROVIDING FOR AN EFFECTIVE DATE. The City Attorney read the title of Resolution No. R-23-33. The City Manager said this was in response to Council's direction to access the fees the City charges for Riverview Park, park pavilions, the Yacht Club, and the Community Center. He said it was presented to Parks and Recreation Advisory Committee last Monday night and they recommended bringing this forward. He advised these fees would be for non-profit organizations or third party for -profit organizations to rent the park with less than 300 people or a special event with more than 300 people; and any rentals we don't have agreements with at the Yacht Club or Community Center. There was no public input. He noted there are some grandfathered older agreements for the groups that meet at the Yacht Club that this will not affect. It was the consensus of Council to bring back the other group agreements to see if they should be formalized. MOTION by Vice Mayor Nunn and SECOND by Council Member Dixon to approve Resolution No. R-23-33. Council Member Dodd noted the resolution number should read R-23-33 on page 213 of the agenda backup. Approve the Piggvback of Omnia Partners/NCPA Contract 01-115 at a Total Cost of $26,092.29 for a Three (3) Year Subscription to Use the Peak Agenda Management Software and Open Platform Suite Provided by Granicus, LLC and Authorize the Citv Manager to Execute the Appropriate Documents and Renew the Subscription (Transmittal, Ouote, Info, Bid Award Ltr, Bid Extension) The City Manager said this was a request from the Charter Officers to improve the efficiency of the agenda transmittal process internally and will allow the public to reach specific items online directly to review. There was no public input. Vice Mayor Nunn noted this was cloud software that will receive frequent updates and the software is also used in St. Lucie and Indian River Counties. Authorize the Purchase of a 2023 Ram 2500 Promaster Cargo Van in the Amount of $53,087.84 from Step One Automotive Group (Transmittal, Ouote, Contract, Cost Sheet, List) The City Manager said this was the purchase of a cargo van for the Public Facilities Department noting the existing 2012 van has 73,000-74,000 miles on it with extensive rust from transporting chemicals. He explained staff weighed the positives and negatives of repairing the existing van and it was decided to purchase a new vehicle. Mayor Jones noted the height in the new vehicle will provide the ability to do other things for the Public Facilities Department. The City Manager added that the bed liner will be sprayed with a protectant coat and cabinetry will be installed to secure chemicals during transportation. There was no public input. MOTION by Vice Mayor Nunn and SECOND by Council Member McPartlan to approve the purchase of a 2023 cargo van in the amount of $53,087.84. Dissolution of the Centennial Task Force (Transmittal, R-23-31) A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, DISSOLVING THE CITY OF SEBASTIAN CENTENNIAL TASK FORCE; PROVIDING FOR THE CONTINUATION OF ORGANIZING THE CELEBRATION; PROVIDING FOR THE REPEAL OF RESOLUTION NO. R-22-02; PROVIDING FOR SCRIVENER'S ERRORS; AND PROVIDING FOR AN EFFECTIVE DATE. The City Manager said staff was requesting dissolution of the committee to move forward to communicate internally to process the plan developed over the last year by the committee. Roll call: Vice Mayor Nunn - aye Council Member Dixon - aye Council Member Dodd - aye Council Member McPartlan - aye Mayor Jones - aye Motion carried. 5-0 13. CITY ATTORNEY MATTERS - None 14. CITY MANAGER MATTERS The City Manager reminded the public that the Brightline Railway will be closing the railway crossings on CR512 (eastbound and westbound) starting today until October 30 and then the Main Street crossing will be closed November 15-20 for some additional construction work. He announced that he has formally changed the name of the Leisure Services Department back to the Parks and Recreation Department to improve communications with the residents. He reported that he has ordered an appraisal for the Harbor Lights property and he hoped to have that back to Council soon. He has also gone out for a Request for Proposal to have a strategic plan completed. He said the submittals will be due in November to have a plan adopted in 2024. He recognized the Police, Parks, Public Works, and Building Department for their hard work on an outstanding Community Night Out. 15. CITY CLERK MATTERS - None 16. CITY COUNCIL MATTERS A. Council Member McPartlan thanked the individuals who participated in the Centennial Task Force meetings and asked that they be recognized for their work. He said it was great to get the agenda packet on Thursday. B. Mayor Jones asked when the Stonnwater Master Plan was scheduled to come back to Council. The City Manager advised it was scheduled for a presentation in December. C. Vice Mayor Nunn thanked everyone for giving him an opportunity to serve; it has been an honor to serve the community. Regular City Council Meeting October 25, 2023 Page 8 D. Council Member Dixon thanked everyone for the great Community Night Out; her family really enjoyed it. She reminded everyone to drive carefully on Halloween night. E. Council Member Dodd said he recently spent some time with Cub Scout Pack 589 where he enjoyed their inquisitive questions about the problems the City is facing. He thanked the scouts for the reception that he received. 17. Being no further business, Mayor Jones adjourned the regular City Council meeting at 6:53 p.m. Approved at the November 15, 2023 Regular City Council meeting.
