ADDENDUM #2
TO THE CONTRACT DOCUMENTS FOR THE CITY OF SEBASTIAN
PROJECT NAME AND NUMBER: RFP 24-04 CONSTRUCTION OF FOUR (4) AIRCRAFT HANGARS

The City reserves all rights to award this request for proposal in whole or in part or in whatever manner that the City determines is the best interest of the City.
The following were questions raised from those attending the Pre-Proposal meeting on December 11, 2023. This Addendum is intended to document those questions, as well as the City’s responses
and clarifications.
Q: Clarification on the City’s intent of including a restroom as a separate pricing option?
A: In addition to considering the proposed cost of providing the four hangars, The City wants to consider including a restroom within one of the hangars, providing that added cost is
within the limit of available funds and within the capabilities of the individual Proposer. A Proposer may exclude the pricing for the restroom altogether or provide pricing for a standalone
restroom situated near the hangars. The City’s primary objective is to provide the hangars and may elect to handle the restroom by other means.
Q: Clarification of the City’s intent of requesting three hanger sizes.
A: The City chose to consider the three different hangar sizes, in order to not limit proposals from suppliers that solely provide only certain sizes. Of course the City wants the largest
sizes achievable within our funding restrictions. It was mentioned that the sizes do not necessarily have to be the same for all four hangars, i.e. two could be 50’ by 50” and the other
two 60’ by 60”.
Q: Is a visit to the site possible?
A: The City escorted attendees to the site immediately following the Pre-proposal meeting. Additional site visits may be requested by contacting the Finance Director.
Q: Are As-Built drawings available for the site preparation work already completed?
A: Yes they are being uploaded to DemandStar.com, VendorLink.com and the City website.
Q: Can pricing assume “direct purchase” by the City?
A: Yes. This is preferred to limit the City’s cost. It was pointed out that this would eliminate the sales taxes and also the markup included in the proposer’s pricing.
Q: What is the sales tax rate to be assessed vendors?
A: There shouldn’t be any sales tax rates because you are providing a service.
Q: Have power/conduits been run to each site pad? (This was asked during the site visit).
A: No, the current conduit is capped off at the meter box area.
The following questions were subsequently received via email:
Q: Will the project require exterior building lighting and/or site lighting?
A: Yes, but not extensive. Minimal security/safety lighting will suffice.
Q: May we assume the existing Taxi Lane as Site access?
A: Yes, through the labeled Gate 7B.

Q: May we assume the existing Taxi Lane will not be in operation at the time of construction?
A: That is correct.
Q: Do the Hangars require 18’ high of clearance or an 18’ high door?
A: We would like to have 18’ of clearance when opened.
Q: Will the Hangars require a static control grounding receptacle?
A: Not required but acceptable.
Q: What foot candle requirements are there for lighting?
A: 30-50 foot candles will be a minimum based on recommended standards.
Q: Does the insulation only need to be for storage or should we assume the space will be conditioned in the future?
A: Storage will be sufficient.
Q: Will the City accept a two firm partnership to meet the Hangar experience requirements? (i.e. General Contractor and an experienced PEMB Erector)?
A: The City may accept such a combined proposal, providing the hangar is being furnished as a direct purchase and the general contractor will execute the contract accepting responsibility
for performing the work.
Q: What is the estimated or set budget for RFP #24-04, Construction of Four (4) Aircraft Hangars?
A: We are looking for the best price that can be offered, such that we can apply any remaining funds to other improvements.
