Sheet 3, 4 and 5, the site plan needs to be revised to show the existinq east side accem road reafiqned with existino west side drivewav to the north (see oaqe 3 - Example) 3. Sheet 3 — The legend show proposed the silt fence as a dash lane pattern, but the plan does not show the dash line on the sheet — need to show the silt fence line, 4. Sheet 3 - Shows a construction note for a DS-3 for new Type C inlet, but there is no DS-3 note shown on the plans. 5. Sheet 3 - Note 9 refers to surface drainage to flow toward the outfall structure. Where is there an outfall structure? Modify this note. 6. Sheet 3 - The SWPP needs to match the local SJWMD requirements for handling the storm water run-off and any dewatering during construction. 7. Sheet 4 - Why change the existing driveway entrance radius? Is it need for truck turning - Per note 2 - driveway needs to be shifted to the north to realign with the eastside road, 8. Sheet 4 - As noted the existing driveway needs to be relocated north to align with the eastside access road, 9, Sheet 4 — If the driveway is not relocated, then the access will be restricted for right turn in and out of the proposed site. A median island be constructed along Sebastian Crossing t* restrict the left turns from accessing the site 10. Sheet 4 - Need to show the internal trucking turning template to show truck movement along the back loading area. 11, Sheet 4 — The pavement section noted in the detail sheet needs to be changed to SP (super pave asphalt) per FDOT asphalt standard, 12. Sheet 4 - What is meant by heavy duty pavement? Need to provide detail of this typical section with SP asphalt. 13. Sheet 4 — For note 5 regarding integral curb and sidewalk, revise to show Type D curd adjacent to the sidewalk 14. Sheet 4 — All notes need to refer to FDOT standard plans and details for traffic painting, markings and signage. 15. Sheet 4 — Since the internal aisle is considered an access street, the street needs to show continue striping to ensure the travel lanes. 16. Sheet 4 — At the far west intersection/corner of the site and access street, need to provide striping of the triangle area to delineate the travel lane 17. Sheet 4 — Along the back side and the west side of the project site, need to restrict parking and stopping with signage. 18. Sheet 4 — Need to show sidewalk along the east side frontage of the property adjacent to Sebastian Crossing Blvd. 19. Sheet 5 — Provide the internal drainage calculations on the 15" ADS pipe as provided to SJRWMD for permit approval, 20. This appears to be a low point in the drainage system since Inv elevation is lower than DS-2. This does not flow storm water? 23. Sheet 6 — Any utility comments from IRC utilities need to be incorporated per comments from IRC utility dept. 24. Sheet 7 — Detail for stop bar will be revised with a 4 ft offset from the edge of pavement instead of the 6 ft 25. Sheet 7 — Detail on the sidewalk ramp, change max to the minimum slope is 12 to 1 for all handicap ramps per ADA requirements 26. Sheet 8 — Erosion control detail, the silt fence needs to be trenched into the ground per FDOT and SJRWMD requirement 27. Sheet 8 — All details showing asphalt pavement will be revised to show SP 12.5 for type of asphalt required by the City. 28. The following comments must be addressed and/or incorporated prior to site plan approval: Water and sewer available, must connect. A full set of construction plans must be submitted for a Utility Construction Permit and capacity charges must be paid to guarantee capacity. Proposed size and location of water meter(s) must be indicated on plans, as well as water and sewer connections. Water and sewer services must be installed outside of paved areas (in grassed areas) and outside of courtyards or fenced areas. Line Extension Fees, Impact Fees and/or account charges must be paid for connection to water and sewer Applicant must provide building plans and description of proposed water uses. Impact fees and account deposits will be required for connection to County water and sewer, based on plans and uses. Applicant must install an aboveground, non -galvanized metallic double check valves with a reduced pressure feature on potable water service lines to prevent back -flow of contaminants associated with business into the County water system. Manufacturer and model to be approved by the County. • Fire protection may be required. Water and sewer facilities can be located through Sunshine State One at 1-800-432-4770. • Outdoor floor drains and storm drains, that collect waste that is not generated from potable water, are not allowed to be connected to the County sewer system. A set of plumbing plans must be submitted to the County for verification. Applicant must provide separate treatment system for any waste not generated from potable water. Treatment system must be permitted through the Environmental Health Department. • For your information regarding the Solid Waste Disposal District, an assessment for solid waste shall be paid at the time construction of the parcel has been completed, immediately prior to obtaining a Certificate of Occupancy. For further details, contact Donna Stark at 226-1300. • More than one parcel may not share the use of a private sewage collection system. In order to serve more than one parcel with a private system the parcels must be unified as one parcel. • Contractor must call for utility locations 48 hours prior to construction. A private well or other alternative water source may be utilized for irrigation if permitting allows. • All on -site flow wells not in use must be abandoned and plugged. We are now in the process of dispersing the sets of plans to the jurisdictional agencies for their review and comments (Fire Dept., Utilities, etc.) We have noted the comment regarding your request for advance notice of the additional engineering consulting fees, and the need for your pre -approval. As discussed at the pre -application meeting, our consulting engineer, Mr. Frank Watanabe, P.E. of Neel -Schaffer, Inc., reviews the initial set of plans sent to him, with most emphasis on drainage and traffic, and then based on staff and amount of time spent, will send his site comments to us, and a first billing to the city. Depending if his comments require revisions to the site plan, a follow-up review may be necessary, along with a second billing from Mr. Watanabe. it would be difficult to give an exact amount of these fees, given the variables. Staff researched our last four site plans to forward you an estimate of the fees. The highest was $2,170 and a low was $1,400. While we do not want to hold up dispersing the site plan to the consulting engineer, we await your approval and acknowledgement of responsibility for the fees.
