Sec. 54-4-21.131.3. - Architectural/building standards.
Site elements:

• The use of thematic and decorative site lighting is encouraged.
• The color of the lightsources (lamp) should be consistent throughout the
project. Color of site lighting luminaries, poles, and the like shall be
limited to dark bronze, black, or dark green.
• Lighting is not to be used as a form of advertising or in a manner
that draws considerably more attention to the building or grounds at
night than in the day. Site lighting shall be designed to direct light into
the property. Lighting shall avoid any annoyance to the neighbors from
brightness or glare.
• Roadway style luminaries (fixtures) such as cobra heads, Nema heads,
and the like are prohibited.
• Wall packs and flood light luminaries are prohibited where the light
source would be visible from a roadway, parking area and/or
residentially designated area.
• High intensity discharge (e.g. high pressure sodium, metal halide,
mercury vapor, tungsten halogen) lighting fixtures mounted on buildings
and poles higher than 18 feet above the parking lot grade, and under
canopies, shall be directed perpendicular to the ground. Other than
decorative and low level/low height lighting, no light source or lens shall
project above or below a fixture, box, shield, or canopy.

Sebastian Crossings Commercial Lot 4
Traffic Statement
The anticipated traffic for Sebastian Crossings Commercial Development has been accounted for
within the overall master plan approval. The overall development included planned self storage
facility for Lot 1, and Lots 2 thru 4 anticipated for retail. Currently, only an Autozone Parts Store
exists within the Sebastian Crossings Commercial Subdivision.
Based on the ITE Manual, Eighth Edition, ITE Use Code 815 for discount retailer, the
anticipated average vehicles per day is calculated to be 521 vehicles per day. The estimated AM
peak hour trips to be 10 vehicles per hour (7 vph in/3 vph out, based on the recommended 68% /
32% distribution) The estimated PM peak hour trips to be 46 vehicles per hour) 23 vph in / 23
vph our, based on the recommended 50% / 50% distribution). Based on earlier meeting with
Staff, we understand that both Sebastian Crossings Blvd. and Sebastian Blvd (CR512) current
level of service is adequate to support the addition of such small trip volume, and there is no
traffic concurrency issues related or conditioned for this development.

Sebastian Crossings Commercial Lot 4
Drainage Statement
The storm -water management system for the Sebastian Crossings Commercial has been permitted
by St. Johns River Water Management District (SJRWMD) under permit #40-061-98440-1. The
master pond, pipe network, and outfall control structure has been constructed awaiting
connections from each Lot. Within the approved District permit, Lot 4 has been accommodated
to 80% impervious area.
We have submitted to SJRWMD the permit request to modify the above referenced permit
number to accommodate the impervious area of 1.023 acres. The total Lot 4 area is 1.395 acres;
therefore, the percentage of impervious area requested was 73.3% that is less than the previously
permitted 80% impervious area. SJRWMD has acknowledged that a letter approval will be
processed based on the current submittal for Lot 4.
Within the submittal, we are planning some minor modification to an existing inlet within Lot 4
to accommodate for the building pad and ADA accessibility grades, and complete the stormwater
piping and inlet system for Lot 4. The proposed finished floor of 20 feet NGVD and lowest inlet
