Please find attached the preliminary plan for the Crossroads Plaza site
located at CR 510 & 512 just to the west of Sunoco. Please review the
parking stall depths for those spaces adjacent to the building sidewalks
(front and side). I know they cannot be 16'-6" as shown, however, can they
be 18.5'? Please let me know.

Sorry this response is late...
We reviewed your request with our city attorney. He opined that, per Section 54-3-10.6(f),
which states "Parking lots with 20 or more spaces may be comprised of a maximum of 15%
compact parking stalls but only if approved by the planning and zoning commission. Such
compact car stalls shall be seven and one-half feet wide by 15 feet long and marked for
use by small vehicles. All markings shall be on the pavement surface where possible.",
any number of spaces not meeting the required design criteria over the 15% allowance would
need a variance approved by the Board of Adjustment.
The conceptual plan proposes approx. 115 parking spaces. Using the above, 17 spaces could
be compact. Does the 7.5 X 15 feet help at all?
I haven't figured it out myself, based on other projects, if it's variance approval before
site plan, or site plan approval before variance. If you decide to go this way (variance),
we'll definitely get with Rich Stringer for good direction.

We have done a relatively quick internal review I discussion regarding your request for a
preliminary reading from us about the subject 18.5' parking spots. Our answer to you at
this time is for you to go ahead and put that on your plan as you have outlined below. We
will then review it in context with the entire submittal. My reasoned guess at this time
(based on our internal discussion here thus far) is that we are likely to be able to come
up with an outcome that works for all of us.
No further need for any meeting/discussion on this prior to your actual submittal.

Please note in addition to Todd's inquiry, we would like to give you some
additional information that I beleive will justify the request. As we all
know, the requirement for parking stall depth is 20' when abutting a walkway
or when spaces are "head -to -head". The parking stall depth can be reduced
when it overhangs a grassed area.
However, in this case, the walkway is 8 feet in width. It is normally a
minimum of 5 feet of walkway and 20 feet of parking. Our request of 18.5
feet still provides for 6.5 feet of clear walkway, since our walkway will me
raised to act as "curb stops". Therefore, the encroachment into the walkway
should be acceptable, as it is in most other municipalities when wider
walkways are provided.

Thank you for taking the time to provide a cursory review of our project
located at the NW corner of 512/510. In regard to the comments generated by
staff on 2I9106, I would like to discuss a particular comment a little
further. Comment #5 states; "The 18.5' parking space does not meet code as
a standard parking space. Standard Parking Space at 90 deg. must be at least
9' wide and 20' long."
We are proposing 20' depths for all spaces except those abutting the
building sidewalk. These spaces are proposed at 18.5' deep. We feel
strongly that this is an adequate depth for the stall in this location since
it will be abutting a sidewalk. If 20' stall depths are used, we would
incorporate curb stops to keep the cars from overhanging the sidewalk. Due
to the enormous liability and safety issues associated with curb stops, we
would like to eliminate that from the plan. Pedestrians have a tendency to
trip over the blocks as they are focused on the sidewalk and stepping up.
This is the same issue that we used to fight for when you and I were on the
Wal-Mart team at KHA. Wal-Marts (as well as many other developers) have
been sued multiple times by customers for tripping over these blocks. If
you have an alternative that would work instead of the blocks and it would
adhere to the safety concerns, we would consider that as well.
Our client has requested a meeting with you regarding the above issue.
Please let me know when you may be available and I will coordinate with our
client.
