RESOLUTION FOR ASSISTANCE 2024
UNDER THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS
ASSISTANCE PROGRAM
WHEREAS, the Citv of Sebastian is interested in carrying out the following described
project for the enjoyment of the citizenry of the Citv of Sebastian and the State of Florida:
Project Title Riverview Park Planning and Design
Total Estimated Cost $ 360,000.000
Brief Description of Project: Planning and design of the renovations and upgrades to
Riverview Park.
AND, Florida Inland Navigation District financial assistance is required for the program
mentioned above,
NOW THEREFORE, be it resolved by the Citv of Sebastian that the project described
above be authorized,
AND, be it further resolved that said Citv of Sebastian make application to the Florida
Inland Navigation District in the amount of $100,000.00 (28%) of the actual cost of the project
on behalf of said City of Sebastian
AND, be it further resolved by the Citv of Sebastian that it certifies to the following:
1. That it will accept the terms and conditions set forth in FIND Rule 6613-2
F.A.C. and which will be a part of the Project Agreement for any assistance awarded under the
attached proposal.
2. That it is in complete accord with the attached proposal and that it will carry out
the Program in the manner described in the proposal and any plans and specifications attached
thereto unless prior approval for any change has been received from the District.
3. That it has the ability and intention to finance its share of the cost of the project
and that the project will be operated and maintained at the expense of said Citv of Sebastian
for public use.
4. That it will not discriminate against any person on the basis of race, color or
national origin in the use of any property or facility acquired or developed pursuant to this
proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of
1964, P. L. 88-352 (1964) and design and construct all facilities to comply fully with statutes
relating to accessibility by persons with disabilities as well as other federal, state and local
laws, rules and requirements.
5. That it will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.
6. That it will make available to FIND if requested, a post -audit of expenses
incurred on the project prior to, or in conjunction with, request for the final 10% of the
funding agreed to by FIND.
THIS IS TO CERTIFY THAT THE FOREGOING IS A TRUE AND CORRECT COPY
OF A RESOLUTION DULY AND LEGALLY ADOPTED BY THE CITY OF
SEBASTIAN CITY COUNCIL AT A LEGAL MEETING HELD ON THIS 20th
DAY OF MARCH, 2024.
The foregoing Resolution was moved for adoption by Council Member
McPartlan The motion was seconded by Council Member
Dixon and, upon being put to a vote, the vote was as follows:

Agenda Item Title: Approval of Resolution R-24-13 authorizing staff to apply for a Florida
Inland Navigation District Grant for the design of Riverview Park
renovations in the amount of $50,000.
Recommendation: Approve Resolution R-24-13 authorizing Staff to apply for a Florida Inland
Navigation District Grant for the design of Riverview Park renovations and authorize the City Manager to
execute all appropriate documents.
Background: Riverview Park renovations have been a long term priority for the City. A
conceptual plan was developed in 2019 but was not implemented. The City has applied for grant funds for
implementation of a final master plan when that is complete. This FIND grant application is to assist with
funding design and planning for any construction and renovations that are planned. The grant requires a like
match. If the City is awarded the FIND grant, additional funding sources can be used for construction.
The Florida Inland Navigation District provides grants for this type of project in order to enhance the District.
This Grant requires a like match. The total cost for all planning and design is estimated to be around
$360,000. If approved, the City will be awarded a FIND Grant in the amount of $50,000, and the remainder
will be funded with a $50,000 match from the Discretionary Sales Tax Fund or another grant funding source.
Staff is seeking authorization to apply for the grant, and for authorization for the City Manager to execute the
application documents.
