RESOLUTION FOR ASSISTANCE 2024
UNDER THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS
ASSISTANCE PROGRAM
WHEREAS, the Citv of Sebastian is interested in carrying out the

following described project for the enjoyment of the citizenry of The Citv of Sebastian
and the State of Florida:
Project Title Restoration of the Stan Mavfield Workine Waterfront Collaborative
Total Estimated Cost $ $200.000.00
Brief Description of Project: Revision of structural engineering cost estimates, which
were created in 2021, as well as the engineering and architectural drawings. The
engineering and architectural drawings will be the next steps in restoring the historic
structure located at 1540 Indian River Drive, which serves as a fish market, eatery and
museum. This structure was built in 1927 and is currently in need of restoration to its
original glory so that it is structurally sound for the public to once again enjoy.
AND, Florida Inland Navigation District financial assistance is required for the program
mentioned above,
NOW THEREFORE, be it resolved by the Citv of Sebastian that the project described
above be authorized,
AND, be it further resolved that said Citv of Sebastian make application to the Florida
Inland Navigation District in the amount of $100.000.00 (50%)of the actual cost of the project
on behalf of said City of Sebastian
AND, be it further resolved by the Citv of Sebastian that it certifies to the following:
1. That it will accept the terms and conditions set forth in FIND Rule 6613-2
F.A.C. and which will be a part of the Project Agreement for any assistance awarded under the
attached proposal.
2. That it is in complete accord with the attached proposal and that it will carry out
the Program in the manner described in the proposal and any plans and specifications attached
thereto unless prior approval for any change has been received from the District.
3. That it has the ability and intention to finance its share of the cost of the project
and that the project will be operated and maintained at the expense of said Citv of Sebastian
for public use.
4. That it will not discriminate against any person on the basis of race, color or
national origin in the use of any property or facility acquired or developed pursuant to this
proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of
1964, P. L. 88-352 (1964) and design and construct all facilities to comply fully with statutes
relating to accessibility by persons with disabilities as well as other federal, state and local
laws, rules and requirements.
5. That it will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.
6. That it will make available to FIND if requested, a post -audit of expenses
incurred on the project prior to, or in conjunction with, request for the final 10% of the
funding agreed to by FIND.
THIS IS TO CERTIFY THAT THE FOREGOING IS A TRUE AND CORRECT COPY
OF A RESOLUTION DULY AND LEGALLY ADOPTED BY THE CITY OF
SEBASTIAN CITY COUNCIL AT A LEGAL MEETING HELD ON THIS 20th
DAY OF MARCH, 2024.
The foregoing Resolution was moved for adoption by Council Member
McPartlan The motion was seconded by Council Member
Nunn and, upon being put to a vote, the vote was as follows:

Agenda Item Title: Approval of Resolution R-24-17 authorizing staff to apply for a Florida
Inland Navigation District (FIND) -- Waterways Assistance Program --
Restoration of the Stan Mayfield Working Waterfront Collaborative
Recommendation: Approve Resolution R-24-17 authorizing staff to apply for The Florida
Inland Navigation District (FIND) — Waterways Assistance Program —
Restoration of the Stan Mayfield Working Waterfront Collaborative and
approval for the City Manager to execute the application documents.
Background: Staff would like to pursue a grant from the Florida Inland Navigation District
(FIND) to assist with the funding for a project entitled Restoration of the Stan Mayfield Working Waterfront
Collaborative in the amount of $100,000. It is estimated that overall engineering/architectural cost will be
$200,000. This grant is a 50% match.
In an effort to assess the building located at 1540 Indian River Drive for structural integrity and formulate
options for this structure moving forward, Staff would like to apply for a grant to help offset the engineering
and architectural assessment expenses. In 2021, a structural assessment was completed and the estimated
restoration of the building was $1.3 million dollars. An updated assessment is needed in order to present
options to City Council on how best to proceed with the structure while keeping the City in compliance with
the original agreement established with Florida Communities Trust in 2011.
Staff is seeking approval to apply for FIND funding in the amount of $100,000 and for authority to the City
Manager to execute all application documents.
