ADDENDUM NO. 1

ITB 24-06 Rehabilitation of Asphalt Aprons at Sebastian Municipal Airport
The original Invitation to Bid shall remain in full force and effect, except as modified herein,
which shall take precedence over any contrary provisions in the prior documents.
This addendum is being issued to address questions received.
SECTION 1: QUESTIONS
1. Question: Will any plans be available for this project?
Answer: Please see Section III Attachments.
2. Question: Would you be able to tell me the number of days to reach substantial
completion for this project?
Answer: Please see page 19, section 3.4 of the bid document.
3. Question: Bid documents state: "If a bidder cannot achieve the DBE contract goals
stated in the bid document, he is required to submit the following for m: DBE Form 4,
DBE Unavailability Certification" What is the DBE contract goal for this project?
Answer: The City has an overall 10.00% race-neutral DBE goal. This means that the
City’s goal is to spend at least 10.00% of the dollars with Certified DBE’s as prime
Contractors or as subcontractors. Race -neutral means that the City believes that the
10.00% overall goal can be achieved through the normal competitive procurement
process. The City has reviewed this project and assigned a DBE availability goal of
10.00% for this project. Although not a contract requirement, the City believes that this
DBE percentage can realistically be achieved on this project based on the number of
DBE’s associated with the different types of work that will be required.
4. Question: Is certified payroll required? If so, please provide Davis -Bacon wage rate
table for the project.
Answers: No.
SECTION II: REVISION TO SOLICITATION
The Bid Price Form has been revised. Please see Section II, SECTION 8 - REVISED
BID PRICE FORM

Attachment A – Federal Clauses, pages 10-11, “Certificate of Buy American Compliance
for Manufactured Products”, shall be removed from the ITB. Buy American Compliance
is not required

All other bid terms, conditions, and specifications as originally issued remain unchanged

SECTION 8 - REVISED BID PRICE FORM
I the undersigned have become familiar with all of the bidding documents incorporated herein, hereby propose
to perform everything required to be performed in strict conformity with the requirements of these documents,
meeting and exceeding the City’s specifications, manufacturer’s written specifications and instructio ns, and
industry standards. The price(s) quoted is (are) inclusive of any Addenda which may have been issued prior to
this submittal. By the signature below the vendor agrees that this bid is made without any other understanding,
agreement, or connection with any person, corporation, or firm submitting a bid for the same purpose and that
the bid is in all respects fair and without collusion or fraud.
If awarded any work under this bid, the Vendor agrees to enter into said agreement within ten (10) consecu tive
calendar days’ notice by the City, and agrees to all the terms and conditions of all documents stated herein
with the City of Sebastian for the below stipulated price which shall remain firm for ninety (90) days following
the bid opening date.
