HomeMy WebLinkAboutF - ITB #24-05 Construction Of Pre-Engineered Metal Buildings Addendum 2Page 1 of 9 ADDENDUM NO. 2 March 7, 2024 ITB 24-05 Construction of Pre-Engineered Metal Buildings The original Invitation to Bid shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents. This addendum is being issued to address questions received. SECTION I: QUESTIONS 1. Question: W ill the City only accept experience in building other airplane hangars or will a vast experience (over 75 buildings) in other PEB structures be accepted? Answer: The engineering of the hangar door is the critical aspect here. This adds additional complexity to the design. If the Bidder provides all the necessary engineering work and materials to submittal, we can accept based on solid examples of similar metal building work. (No garages, sheds, etc) 2. Question: Please advise in the addendum if the foundation, slabs, and aprons must be designed and sealed by a Florida PE? Answer: Yes, the foundation/slab and the building have to be designed to meet the design loads required by the Florida Building Code, therefore the plans will need to be signed and sealed by a professional engineer licensed in the State of Florida. 3. Question: The answer to question number 3 does not address the bearing strength of the soil. In order to design the foundation and slab, we need to know the bearing strength of the soil in PSI. Unless, the City is directing us to use the thicknesses shown below, relieving the contractor of responsibility for the soil condition. This would be fine if the City is satisfied with the site compaction and bearing capacity. Please advise if you will be providing the soil bearing capacity or we should use the thicknesses shown in your answer to question #3? Answer: It will be necessary to conduct compaction tests on the building sites. 4. Question: Other than replacing turf/sod in disturbed areas, please confirm there is no landscaping required of the scope of work, such as foundation plantings or other plantings at fence lines. Answer: There is currently no landscaping planned other than turf/sod replacement. Finance Department Procurement Division 1225 Main Street Sebastian, FL 32958 (772) 388-8231 Page 2 of 9 5. Question: It was mentioned during the pre-bid that a separate bathroom structure would be added to the scope. Please confirm the number of fixtures, plus electrical and lighting requirements. Also, would it be acceptable for this to be a lean-to addition to one of the hangars with an exterior door. Answer: The bathroom is not part of the scope. 6. Question: The existing electrical service panels and switchgear appear to be located just inside the AOA fence and not visible from the road. Would it be possible to provide a photo of the ex. panel that the Airport intends to use for service? Answer: See Section III Attachments 7. Question: The door and building folks require progress payment, including 50% with order. Please confirm that the City will make these payments once a contract is executed with the successful bidder? Answer: Correct. Once an award is made, the City will request the quotes for the PEB and Doors from the awarded bidder, and make the required payments to the manufacturer or authorized dealer. 8. Question: Does the City have a soil report from the prior building construction? What we need to know is the bearing capacity (PSF) and quality of the soil in order to design and estimate the foundations and floor slabs. Answer: The City did not perform any post-construction Boring or CBR test at building PAD’s so we don’t have any Foundation or Floor Slab design recommendation, settlement, or differential settlement section in our pre-construction soil report. Bidders need to include that in their scope of work. The test must be done by a licensed Geotech Engineer as the existing soil was also disturbed by the Taxilane Construction Project. 9. Question: Form G Requires the Bidder to sign and Certify for 100% Buy American Compliance. Is this only for the PEMB? Answer: Form G shall be removed from the ITB. Buy American Compliance is not required. 10. Question: Is the City aware that 100% Buy American will create a cost increase? Answer: See question 9. 11. Question: Will this project require exterior building lighting and/or site lighting? Answer: Exterior lighting should be at the walk-door entrance, and at least one light that illuminates the front apron area of each hangar. No other site lighting. 12. Question: May we assume the existing Taxi Lane as Site Access? Answer: That is correct. Taxilane has Access Gate at the parking lot. Page 3 of 9 13. Question: May we assume the existing Taxi Lane will not be in operation at the time of construction? Answer: That is correct, no aircraft operations in the taxilane area. 14. Question: Will the Hangars require a static control grounding receptacle? Answer: No. 15. Question: Please Confirm the Minimum Contract Goals for DBE is 10% Answer: The City has an overall 10.00% race-neutral DBE goal. This means that the City’s goal is to spend at least 10.00% of the dollars with Certified DBE’s as prime Contractors or as subcontractors. Race-neutral means that the City believes that the 10.00% overall goal can be achieved through the normal competitive procurement process. The City has reviewed this project and assigned a DBE availability goal of 10.00% for this project. Although not a contract requirement, the City believes that this DBE percentage can realistically be achieved on this project based on the number of DBE’s associated with the different types of work that will be required. 16. Question: Please Clarify your Forms Submittal Requirements for DBE. Page 50 of 55 of the ITB stated that DBE Form 4 is DBE Unavailability Certification, but Page 54 of 55 of the ITB states that Form 4 is DBE Totals Summary and Form 5 is DBE Unavailability Certification. Answer: Form 1 has been revised. Please see Section III of this Addendum. 17. Question: Please confirm that we are only responsible to Submit Either Forms 1 through 4 OR Form 5, is this correct? Answer: Correct. Bidders can submit Forms 1-4 or Form 5. They do not need to return Forms 1-5. 18. Question: As per 1.1 Scope of work, Considering that drainage work is already in place please confirm that contractor will not have to perform any related work to it. Answer: This is correct. 19. Question: Please confirm the main door operation type, bifold, sliding or hydraulic? The price might defer significantly depending on this. Answer: We are open on door design/type, as long as we achieve the 18’ clear opening height and width should be 50’ for a 60’ wide building, 40’ for a 50’ wide building. 20. Question: What's the preferred roof pitch? Answer: 1:12 pitch is sufficient Page 4 of 9 21. Question: Please provide panel types (Which will also determine the type of skylight panels and affect the cost since SSR would require curbs, etc). Answer: Skylight Panels should match the design and be integral to the chosen roof panels for any submitted design. Skylights are not to be separate, self, contained, glass, etc. Translucent roof panels are fine. 22. Question: Any collateral load or ceiling load requirements? Answer: None 23. Question: Can you arrange an additional site visit? Answer: Please contact the Airport Director, Jeff Sabo at 772-228-7013 (D) or 772-633- 0897 (C). The site visit will be scheduled around the Airport Director’s availability. There is no guarantee a site visit will be scheduled as the official site visit was after the Pre-Bid meeting on February 27, 2024. 24. Question: Could you provide the plans for this project? Answer: The as-built drawings for the completed site are attached. See Section III 25. Question: What is the DBE goal for the project? Answer: The City has an overall 10.00% race-neutral DBE goal. This means that the City’s goal is to spend at least 10.00% of the dollars with Certified DBE’s as prime Contractors or as subcontractors. Race-neutral means that the City believes that the 10.00% overall goal can be achieved through the normal competitive procurement process. The City has reviewed this project and assigned a DBE availability goal of 10.00% for this project. Although not a contract requirement, the City believes that this DBE percentage can realistically be achieved on this project based on the number of DBE’s associated with the different types of work that will be required. 26. Question: In regard to the required oil-water separator, would you please provide the capacity of the unit desired? Since there is no water to the building and no sprinklers in the building, technically there is no load to be calculated for sizing the oil-water separator. Answer: Our latest direction is a 100 gallon separator, into a 500 gallon holding tank. This is because the system will not connect to public sewer. Multiple hangars can connect to this unit, saving the cost of having one per each hangar. 27. Question: The smallest units are typically 500 gallons, which probably would suffice for all four hangers, but they generally come in 500 gallon increments up to and exceeding 5000 gallons. Answer: 500 gallons capacity will suffice. Page 5 of 9 28. Question: Since there is no load, I think the 500 gallon unit would suffice, but want to ensure I provide what the City desires. Answer: See question 27. 29. Question: Further to my question regarding the oil separator, would the City accept an integral floor drain with oil separator? Answer: This is acceptable only if the oil separator is piped/connected to a 500 gallon holding tank. SWEEPERS ARE TO BE EQUIPPED WITH NON-METALIC BROOMS. 12.ALL NON-PAVED AREAS OUTSIDE THE LIMITS OF CONSTRUCTION WHICH ARE DISTURBED BY THE CONTRACTOR'S OPERATIONS, SUCH AS THE CONTRACTOR'S ACCESS ROAD, STAGING AREA, HAUL ROUTES, ETC., SHALL BE RESTORED TO THEIR ORIGINAL CONDITION AND GRASSED PER ITEM T-901 UPON COMPLETION OF THE PROJECT. 13.ANY DAMAGES DONE TO AIRPORT PROPERTY OR UTILITIES (SUCH AS RUNWAY, TAXIWAYS, APRONS, FENCING, EXISTING CABLES) WILL BE REPAIRED BY THE CONTRACTOR TO THE APPROVAL OF THE OWNER OF THE FACILITY IN A SATISFACTORY MANNER.
