ADDENDUM NO. 2
March 7, 2024
ITB 24-05 Construction of Pre-Engineered Metal Buildings
The original Invitation to Bid shall remain in full force and effect, except as modified herein,
which shall take precedence over any contrary provisions in the prior documents.
This addendum is being issued to address questions received.
SECTION I: QUESTIONS
1. Question: W ill the City only accept experience in building other airplane hangars or will
a vast experience (over 75 buildings) in other PEB structures be accepted?
Answer: The engineering of the hangar door is the critical aspect here. This adds
additional complexity to the design. If the Bidder provides all the necessary engineering
work and materials to submittal, we can accept based on solid examples of similar metal
building work. (No garages, sheds, etc)
2. Question: Please advise in the addendum if the foundation, slabs, and aprons must be
designed and sealed by a Florida PE?
Answer: Yes, the foundation/slab and the building have to be designed to meet the
design loads required by the Florida Building Code, therefore the plans will need to be
signed and sealed by a professional engineer licensed in the State of Florida.
3. Question: The answer to question number 3 does not address the bearing strength of
the soil. In order to design the foundation and slab, we need to know the bearing
strength of the soil in PSI. Unless, the City is directing us to use the thicknesses shown
below, relieving the contractor of responsibility for the soil condition. This would be fine if
the City is satisfied with the site compaction and bearing capacity. Please advise if you
will be providing the soil bearing capacity or we should use the thicknesses shown in
your answer to question #3?
Answer: It will be necessary to conduct compaction tests on the building sites.
4. Question: Other than replacing turf/sod in disturbed areas, please confirm there is no
landscaping required of the scope of work, such as foundation plantings or other
plantings at fence lines.
Answer: There is currently no landscaping planned other than turf/sod replacement.

5. Question: It was mentioned during the pre-bid that a separate bathroom structure would
be added to the scope. Please confirm the number of fixtures, plus electrical and lighting
requirements. Also, would it be acceptable for this to be a lean-to addition to one of the
hangars with an exterior door.
Answer: The bathroom is not part of the scope.
6. Question: The existing electrical service panels and switchgear appear to be located
just inside the AOA fence and not visible from the road. Would it be possible to provide a
photo of the ex. panel that the Airport intends to use for service?
Answer: See Section III Attachments
7. Question: The door and building folks require progress payment, including 50% with
order. Please confirm that the City will make these payments once a contract is
executed with the successful bidder?
Answer: Correct. Once an award is made, the City will request the quotes for the PEB
and Doors from the awarded bidder, and make the required payments to the
manufacturer or authorized dealer.
8. Question: Does the City have a soil report from the prior building construction? What we
need to know is the bearing capacity (PSF) and quality of the soil in order to design and
estimate the foundations and floor slabs.
Answer: The City did not perform any post-construction Boring or CBR test at building
PAD’s so we don’t have any Foundation or Floor Slab design recommendation,
settlement, or differential settlement section in our pre-construction soil report. Bidders
need to include that in their scope of work. The test must be done by a licensed Geotech
Engineer as the existing soil was also disturbed by the Taxilane Construction Project.
9. Question: Form G Requires the Bidder to sign and Certify for 100% Buy American
Compliance. Is this only for the PEMB?
Answer: Form G shall be removed from the ITB. Buy American Compliance is not
required.
10. Question: Is the City aware that 100% Buy American will create a cost increase?
Answer: See question 9.
11. Question: Will this project require exterior building lighting and/or site lighting?
Answer: Exterior lighting should be at the walk-door entrance, and at least one light that
illuminates the front apron area of each hangar. No other site lighting.
12. Question: May we assume the existing Taxi Lane as Site Access?
Answer: That is correct. Taxilane has Access Gate at the parking lot.

13. Question: May we assume the existing Taxi Lane will not be in operation at the time of
construction?
Answer: That is correct, no aircraft operations in the taxilane area.
14. Question: Will the Hangars require a static control grounding receptacle?
Answer: No.
15. Question: Please Confirm the Minimum Contract Goals for DBE is 10%
Answer: The City has an overall 10.00% race-neutral DBE goal. This means that the
City’s goal is to spend at least 10.00% of the dollars with Certified DBE’s as prime
Contractors or as subcontractors. Race-neutral means that the City believes that the
10.00% overall goal can be achieved through the normal competitive procurement
process. The City has reviewed this project and assigned a DBE availability goal of
10.00% for this project. Although not a contract requirement, the City believes that this
DBE percentage can realistically be achieved on this project based on the number of
DBE’s associated with the different types of work that will be required.
16. Question: Please Clarify your Forms Submittal Requirements for DBE. Page 50 of 55 of
the ITB stated that DBE Form 4 is DBE Unavailability Certification, but Page 54 of 55 of
the ITB states that Form 4 is DBE Totals Summary and Form 5 is DBE Unavailability
Certification.
Answer: Form 1 has been revised. Please see Section III of this Addendum.
17. Question: Please confirm that we are only responsible to Submit Either Forms 1 through
4 OR Form 5, is this correct?
Answer: Correct. Bidders can submit Forms 1-4 or Form 5. They do not need to return
Forms 1-5.
18. Question: As per 1.1 Scope of work, Considering that drainage work is already in place
please confirm that contractor will not have to perform any related work to it.
Answer: This is correct.
19. Question: Please confirm the main door operation type, bifold, sliding or hydraulic? The
price might defer significantly depending on this.
Answer: We are open on door design/type, as long as we achieve the 18’ clear opening
height and width should be 50’ for a 60’ wide building, 40’ for a 50’ wide building.
20. Question: What's the preferred roof pitch?
Answer: 1:12 pitch is sufficient

21. Question: Please provide panel types (Which will also determine the type of skylight
panels and affect the cost since SSR would require curbs, etc).
Answer: Skylight Panels should match the design and be integral to the chosen roof
panels for any submitted design. Skylights are not to be separate, self, contained, glass,
etc. Translucent roof panels are fine.
22. Question: Any collateral load or ceiling load requirements?
Answer: None
23. Question: Can you arrange an additional site visit?
Answer: Please contact the Airport Director, Jeff Sabo at 772-228-7013 (D) or 772-633-
0897 (C). The site visit will be scheduled around the Airport Director’s availability. There
is no guarantee a site visit will be scheduled as the official site visit was after the Pre-Bid
meeting on February 27, 2024.
24. Question: Could you provide the plans for this project?
Answer: The as-built drawings for the completed site are attached. See Section III
25. Question: What is the DBE goal for the project?
Answer: The City has an overall 10.00% race-neutral DBE goal. This means that the
City’s goal is to spend at least 10.00% of the dollars with Certified DBE’s as prime
Contractors or as subcontractors. Race-neutral means that the City believes that the
10.00% overall goal can be achieved through the normal competitive procurement
process. The City has reviewed this project and assigned a DBE availability goal of
10.00% for this project. Although not a contract requirement, the City believes that this
DBE percentage can realistically be achieved on this project based on the number of
DBE’s associated with the different types of work that will be required.
26. Question: In regard to the required oil-water separator, would you please provide the
capacity of the unit desired? Since there is no water to the building and no sprinklers in
the building, technically there is no load to be calculated for sizing the oil-water
separator.
Answer: Our latest direction is a 100 gallon separator, into a 500 gallon holding tank.
This is because the system will not connect to public sewer. Multiple hangars can
connect to this unit, saving the cost of having one per each hangar.
27. Question: The smallest units are typically 500 gallons, which probably would suffice for
all four hangers, but they generally come in 500 gallon increments up to and exceeding
5000 gallons.
Answer: 500 gallons capacity will suffice.

28. Question: Since there is no load, I think the 500 gallon unit would suffice, but want to
ensure I provide what the City desires.
Answer: See question 27.
29. Question: Further to my question regarding the oil separator, would the City accept an
integral floor drain with oil separator?
Answer: This is acceptable only if the oil separator is piped/connected to a 500 gallon
holding tank.

3.NOTICE TO AIRMEN (NOTAMS) - THE CONTRACTOR WILL PROVIDE THE NECESSARY
INFORMATION ON CONSTRUCTION CONDITIONS (PAVEMENT CLOSURE, TIE-INS, ETC.) TO
THE OWNER A MINIMUM OF SEVEN (7) DAYS PRIOR SO THAT A NOTAM CAN BE ISSUED IN
ACCORDANCE WITH ESTABLISHED CRITERIA BY THE OWNER TO THE F.A.A. FLIGHT SERVICE
STATION.
4.CONTRACTOR SHALL MONITOR THE AIRPORT 2-WAY UNICOM RADIO FREQUENCY (123.05)
AT ALL TIMES DURING CONSTRUCTION. CONTRACTOR WILL HAVE A WORKING RADIO ON
SITE AT ALL TIMES DURING CONSTRUCTION AND SHALL ASSIGN RESPONSIBLE PERSONNEL
INCLUDING ALL FLAG MEN TO CONTINUOUSLY MONITOR THE APPROPRIATE FREQUENCY.
THE RADIOS SHALL BE AS SPECIFIED IN SECTION 01510 OF THE PROJECT MANUAL.
5.CONSTRUCTION STAKE-OUT SHALL BE PERFORMED BY CONTRACTOR IN ACCORDANCE
WITH ARTICLE 50-06 OF THE GENERAL PROVISIONS OF THE CONTRACT DOCUMENTS. IT
SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO PROVIDE ALL MEASUREMENTS
THAT MAY BE REQUIRED TO LAY OUT THE CONSTRUCTION. THE COST OF STAKING WILL
NOT BE PAID FOR DIRECTLY AND SHALL BE INCLUDED IN THE UNIT PRICES FOR THE
VARIOUS ITEMS OF WORK.
6.THE CONTRACTOR WILL BE RESPONSIBLE FOR THE CLEANUP AND DISPOSAL OF ALL TRASH
AND DEBRIS CREATED BY HIS WORK OR PERSONNEL. NO BURNING IS ALLOWED ON SITE.
ALL TRASH AND DEBRIS MUST BE DISPOSED OF OFFSITE.
7.THE CONTRACTOR SHALL MAKE HIS OWN ARRANGEMENTS FOR ASPHALT AND OR
CONCRETE BATCH PLANT LOCATIONS WHICH MUST BE LOCATED OFF AIRPORT PROPERTY.
8.THE CONTRACTOR SHALL VISIT SITE TO DETERMINE EXISTING CONDITIONS PRIOR TO
SUBMITTING BID. THE CONTRACTOR SHALL REPORT TO THE ENGINEER ANY VARIATIONS
FROM THE INFORMATION SHOWN ON THE CONSTRUCTION PLANS.
9.APPROVED CUTS IN PAVEMENT OR CONCRETE SHALL BE MADE USING A PAVEMENT SAW,
AND SHALL BE PATCHED TO MATCH THE EXISTING SURFACE IN A MANNER APPROVED BY
THE ENGINEER.
10.EXISTING EASEMENTS TO OTHER PROPERTIES SHALL BE MAINTAINED AT ALL TIMES.
11.AIRFIELD PAVEMENTS SHALL BE KEPT FREE OF ALL DEBRIS, DIRT, ETC., AT ALL TIMES. ANY
SPILLAGE OF EXCAVATION OR OTHER MATERIAL SHALL BE CLEANED UP IMMEDIATELY BY
THE CONTRACTOR WITH A MOTOR DRIVEN SWEEPER OR VACUUM AS REQUIRED BY THE
ENGINEER. A PROGRAM OF REGULAR AIRFIELD PAVEMENT INSPECTION WILL BE PLANNED
BY THE CONTRACTOR, AIRPORT OPERATIONS AND THE OWNER'S REPRESENTATIVE.
SWEEPERS ARE TO BE EQUIPPED WITH NON-METALIC BROOMS.
12.ALL NON-PAVED AREAS OUTSIDE THE LIMITS OF CONSTRUCTION WHICH ARE DISTURBED
BY THE CONTRACTOR'S OPERATIONS, SUCH AS THE CONTRACTOR'S ACCESS ROAD,
STAGING AREA, HAUL ROUTES, ETC., SHALL BE RESTORED TO THEIR ORIGINAL CONDITION
AND GRASSED PER ITEM T-901 UPON COMPLETION OF THE PROJECT.
13.ANY DAMAGES DONE TO AIRPORT PROPERTY OR UTILITIES (SUCH AS RUNWAY, TAXIWAYS,
APRONS, FENCING, EXISTING CABLES) WILL BE REPAIRED BY THE CONTRACTOR TO THE
APPROVAL OF THE OWNER OF THE FACILITY IN A SATISFACTORY MANNER. THE
CONTRACTOR WILL BEAR ALL COSTS FOR REPAIRS.
14.THE CONTRACTOR SHALL MAINTAIN SECURITY WITHIN THE PROJECT SITE AT ALL TIMES.
NO UNAUTHORIZED PERSONNEL SHALL BE ALLOWED ON THE SITE.
15.CONTRACTOR SHALL MAINTAIN ALL AIRFIELD SAFETY DEVICES SUCH AS STAKED LIMIT
LINES, FOR THE DURATION OF THE PROJECT AS REQUIRED. DAMAGED STAKES OR
FLAGGING SHALL BE REPLACED IMMEDIATELY. CONTRACTOR TO SUBMIT PLAN SHOWING
LOCATION OF LIMIT LINES FOR EACH PHASE AND FOR PROJECT DURATION TO THE
ENGINEER FOR APPROVAL.
16.THE CONTRACTOR SHALL OBTAIN ALL PERMITS NECESSARY FOR THE COMPLETION OF
THIS PROJECT.
17.THE CONTRACTOR IS RESPONSIBLE FOR COMPLIANCE WITH ALL ENVIRONMENTAL RULES
AND REGULATIONS OF THE CITY, COUNTY, STATE, ARMY CORPS OF ENGINEERS, AND ANY
OTHER JURISDICTIONAL AGENCIES, AND ALL CONDITIONS SET FORTH IN ENVIRONMENTAL
PERMITS.
18.AIRCRAFT OPERATING ON THE AIRFIELD MAKE THE CONSTRUCTION AREA A ZONE OF HIGH
LEVEL NOISE. THE CONTRACTOR IS ADVISED TO TAKE THE NECESSARY PRECAUTIONS,
SUCH AS THE USE OF EAR PLUGS AND EAR MUFFS TO PREVENT EAR INJURY TO ANY
PERSONNEL WORKING IN THE AREA.
19.ALL DISPUTES ARISING FROM THE CONTRACTOR SHALL BE DECIDED BY THE ENGINEER,
WHOSE DECISION SHALL BE FINAL.
20.BURNING OF DEBRIS WILL NOT BE ALLOWED ON AIRPORT PROPERTY.
21.ALL DEMOLISHED MATERIALS BECOME THE PROPERTY OF THE CONTRACTOR UNLESS
OTHERWISE SHOWN IN THE CONTRACT DOCUMENTS. CONSTRUCTION AND DEMOLITION
DEBRIS SHALL BE LEGALLY DISPOSED OF OFF AIRPORT PROPERTY.
22.THE CONTRACTOR SHALL KEEP A WATER TRUCK ONSITE AT ALL TIMES FOR THE PURPOSE
OF CONTROLLING DUST AS REQUIRED BY THE CONTRACT DOCUMENTS.
HAUL ROUTE / STAGING
23.THE CONTRACTOR WILL BE RESPONSIBLE FOR THE STORAGE AND SECURITY OF HIS
MATERIAL AND EQUIPMENT AND SHALL ERECT STORAGE FACILITIES AND FENCING AS
NECESSARY. THE CONTRACTOR'S STORAGE AND STAGING AREA SHALL BE IN THE
LOCATION SHOWN ON DRAWING G1.1.
24.THE CONTRACTOR'S STAGING AREA(S) AND HAUL ROUTES SHOWN ON THE PLANS ARE
GENERAL AND FOR INFORMATIONAL PURPOSES ONLY. THE ACTUAL SIZE AND LOCATION
OF STAGING AREAS AND HAUL ROUTES WILL BE APPROVED BY THE OWNER PRIOR TO
CONSTRUCTION.
25.CONTRACTOR WILL NOT BE ALLOWED TO USE ANY OF THE EXISTING RUNWAYS OR
TAXIWAYS AS PART OF THE HAUL ROAD UNLESS SPECIFICALLY AUTHORIZED BY THE
OWNER'S REPRESENTATIVE. UNDER NO CIRCUMSTANCE SHALL THE CONTRACTOR CROSS
ANY RUNWAY AT ANY TIME WITH CONSTRUCTION VEHICLES OR EQUIPMENT.
26.ALL CONSTRUCTION TRAFFIC SHALL ENTER AND EXIT THE PROJECT AREA THROUGH THE
PROJECT ACCESS ROUTES APPROVED BY THE ENGINEER ONLY. THE CONTRACTOR SHALL
BE RESPONSIBLE FOR THE SECURITY OF ALL GATES HE USES FOR ACCESS ONTO AIRPORT
PROPERTY. THE CONTRACTOR SHALL POST A GUARD AT ANY ACCESS GATE THAT IS NOT
LOCKED.
27.THE EXISTING AIRPORT PAVEMENTS ACCESS ROADS AND HAUL ROUTES MAY NOT BE
CAPABLE OF SUPPORTING CERTAIN TYPES OF CONSTRUCTION EQUIPMENT. PRIOR TO
BIDDING, THE CONTRACTOR SHALL FULLY SATISFY HIMSELF AS TO THE ABILITY OF THE
EXISTING AIRPORT PAVEMENTS TO SATISFACTORILY SUSTAIN THE TYPE OF EQUIPMENT HE
PLANS TO USE. CONTRACTOR SHALL SIZE THE EQUIPMENT USED FOR CONSTRUCTION
ACCORDINGLY. ANY DAMAGE CAUSED BY HAULING OR ANY OTHER CONSTRUCTION
ACTIVITY TO EXISTING PAVEMENT SHALL BE REPAIRED BY THE CONTRACTOR AT NO
ADDITIONAL COST TO THE OWNER.
28.THE OWNER'S REPRESENATIVE SHALL DESIGNATE AREAS TO BE USED BY THE
CONTRACTOR FOR THE PARKING OF CONSTRUCTION EQUIPMENT AND VEHICLES WHEN
NOT ENGAGED IN THE CONSTRUCTION DURING NON-WORKING DAYS AND NIGHTS AS WELL
AS AREAS FOR CONTRACTOR'S EMPLOYEES AUTO PARKING.
29.THE CONTRACTOR IS RESPONSIBLE FOR COORDINATING AND PROVIDING ALL PERMANENT
AND TEMPORARY UTILITY CONNECTIONS TO THE STAGING AREA.
MOVEMENT ON AIRFIELD
30.AREAS OUTSIDE THE PROJECT LIMITS ARE DESIGNATED AS RESTRICTED AREAS. THE
CONTRACTOR'S FORCES ARE PROHIBITED FROM ENTERING RESTRICTED AREAS AT ANY
TIME, UNLESS SPECIFICALLY AUTHORIZED BY THE OWNER'S REPRESENTATIVE OR
AIRPORT OPERATIONS.
31.THE CONTRACTOR SHALL CONDUCT HIS CONSTRUCTION OPERATIONS AS SHOWN ON THE
CONSTRUCTION SAFETY & PHASING PLAN, AND HIS APPROVED PHASING PLAN. THE
CONTRACTOR SHALL COORDINATE ALL CONSTRUCTION ACTIVITIES WITH THE OWNER'S
REPRESENTATIVE TO MINIMIZE INTERFERENCE TO AIRCRAFT OPERATIONS DURING
CONSTRUCTION.
32.NO CONTRACTOR VEHICLES, EQUIPMENT, OR PERSONNEL SHALL CROSS OR BE WITHIN
ANY RUNWAY SAFETY AREA OR WITHIN ANY TAXIWAY OBJECT FREE AREA AS DELINEATED
IN THE PLANS. THE CONTRACTOR SHALL NOT PARK OR LEAVE UNATTENDED ANY
EQUIPMENT WITHIN THE RUNWAY OBJECT FREE AREA (ROFA) OR THE RUNWAY
PROTECTION ZONE (RPZ). EQUIPMENT NOT MANNED AND BEING USED SHALL NOT BE
ALLOWED WITHIN THE ROFA OR RPZ.
33.ALL VEHICLES USED ON THE AIRFIELD SHALL MEET FAA REQUIREMENTS FOR MARKINGS
AND LIGHTING. (SEE AC 150/5210-5D).
34.ALL ACTIVE AIRPORT OPERATIONAL AREAS WHICH ARE ADJACENT TO A CONSTRUCTION
WORK AREA SHALL BE SEPARATED BY TYPE II LOW PROFILE BARRICADES OR OTHER
BARRIER APPROVED BY THE ENGINEER. NO CONSTRUCTION TRAFFIC WILL CROSS ACTIVE
AIRPORT OPERATIONAL AREAS. THE CONTRACTOR SHALL PROVIDE AND INSTALL THE
BARRIERS AS SHOWN ON THE DRAWINGS AND WHERE DIRECTED BY THE ENGINEER. SEE
SPECIFICATION 01030 AND 01530 FOR ADDITIONAL INFORMATION.
35.THE CONTRACTOR SHALL WORK WITH THE ENGINEER IN SCHEDULING ALL TAXIWAY
OPENINGS/CLOSINGS TO BE CONSISTENT WITH AIRFIELD OPERATIONS. WHEN THE
CONTRACTOR'S OPERATIONS CROSS ACTIVE TAXIWAYS, HE SHALL BE REQUIRED TO
PROVIDE A FLAGMAN ON EACH SIDE OF THE ACTIVE CROSSING TO DIRECT VEHICULAR
TRAFFIC AND PROTECT AIRCRAFT TRAFFIC. THE CONTRACTOR SHALL ALSO HAVE
SUITABLE EQUIPMENT APPROVED BY THE ENGINEER AT EACH CROSSING TO KEEP THE
CROSSING CLEAN OF ALL DIRT AND DEBRIS AND SAFE FOR AIRCRAFT TRAFFIC.
BURIED UTILITIES
36.PRIOR TO DIGGING ANY TRENCHES, THE CONTRACTOR SHALL NOTIFY ALL UTILITIES
(ELECTRIC, GAS, TELEPHONE, WATER, SEWER) AND OBTAIN LOCATIONS OF UNDERGROUND
UTILITIES.
37.CONTRACTOR SHALL BE RESPONSIBLE FOR THE LOCATION AND IDENTIFICATION OF ALL
EXISTING UTILITIES AND UNDERGROUND PIPELINES IN CONSTRUCTION AREA. ANY
DAMAGES TO EXISTING UTILITIES OR UNDERGROUND PIPELINES ON OR OFF AIRPORT
PROPERTY SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. ALL REPAIR WORK
SHALL MEET THE APPROVAL OF THE OWNER OF THE DAMAGED UTILITY. NO
REIMBURSEMENT WILL BE ALLOWED FOR UTILITY/PIPE REPAIR OR REPLACEMENT.
38.THE CONTRACTOR SHALL PROTECT EXISTING UTILITIES, AIRFIELD LIGHTING AND NAVAIDS
NOT CALLED OUT TO BE REMOVED OR ABANDONED. ANY DAMAGES DONE TO AIRPORT
PROPERTY OR UTILITIES (INCLUDING, BUT NOT LIMITED T0 RUNWAYS, TAXIWAYS, APRONS,
FENCING, EXISTING CABLES, LIGHTING, SIGNS, NAVAIDS) WILL BE REPAIRED BY THE
CONTRACTOR TO THE APPROVAL OF THE OWNER OF THE FACILITY IN A SATISFACTORY
MANNER. THE CONTRACTOR WILL BEAR ALL COSTS FOR REPAIRS.
39.ANY UNPLANNED, UNAPPROVED, OR ACCIDENTAL SHUTDOWN OR INTERRUPTION OF
SERVICE TO ANY LIGHTING CIRCUIT OR NAVIGATIONAL AID REQUIRES IMMEDIATE
NOTIFICATION OF AIRPORT OPERATIONS AND THE OWNER'S REPRESENTATIVE BY THE

STORMWATER POLLUTION PREVENTION PLAN
1.SILT FENCING,INLET PROTECTION AND ROCK CHECK STRUCTURES WILL BE REQUIRED TO CONTROL
EROSION AS SHOWN ON THE PLANS OR AT LOCATIONS DETERMINED BY THE ENGINEER. THE
CONTRACTOR SHALL IMPLEMENT AND MAINTAIN THESE MEASURES THROUGHOUT CONSTRUCTION. ALL
EROSION CONTROL DEVICES SHALL BE INSTALLED PRIOR TO ANY EXCAVATION OR CLEARING AND
GRUBBING WORK. THE QUANTITY OF TEMPORARY EROSION AND SEDIMENTATION CONTROL DEVICE MAY
BE INCREASED OR DECREASED FROM THAT SHOWN IN THE DRAWINGS BASED ON WEATHER,
CONSTRUCTION PROCEDURES AND ACTUAL SITE CONDITIONS THAT OCCUR DURING CONSTRUCTION.
SUCH VARIATIONS WILL NOT BE CONSIDERED AS ALTERATIONS IN THE DETAILS OF CONSTRUCTION OR A
CHANGE IN THE CHARACTER OF WORK.
2.SILT FENCE SHALL BE CONSTRUCTED IN ACCORDANCE WITH SECTION 104 OF THE FDOT STANDARD
SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION. FILTER FABRIC FOR SILT FENCE AND ROCK
CHECK STRUCTURES SHALL BE IN ACCORDANCE WITH SECTION 985, TYPE E-1 OF THE FDOT STANDARD
SPECIFICATIONS.
3.ALL DISTURBED AREAS ARE TO BE SODDED IN ACCORDANCE WITH FDOT SPECIFICATIONS SECTION 570
WITHIN 14 DAYS OF THE COMPLETION OF GRADING OPERATIONS AND WITHIN THE PRESCRIBED PHASING
SCHEDULE.
4.ANY FINES, PENALTIES, OR OTHER COSTS ASSESSED BY STATE, LOCAL OR OTHER GOVERNMENTAL
AGENCIES FOR NON-PERFORMANCE OF THE EROSION CONTROL REQUIREMENTS OF THIS PROJECT
AGAINST THE AIRPORT AUTHORITY SHALL BECOME THE RESPONSIBILITY OF THE CONTRACTOR, AND
ANY SUCH ASSESSMENTS, IF NOT PAID BY THE CONTRACTOR, WILL BE DEDUCTED FROM MONIES DUE AT
THE COMPLETION OF THE PROJECT.
5.THE CONTRACTOR SHALL BE RESPONSIBLE FOR FILING AN NPDES NOTICE OF INTENT (NOI) TO USE
GENERIC PERMIT FOR STORMWATER DISCHARGE FROM LARGE AND SMALL CONSTRUCTION ACTIVITIES
FROM FDEP. THE CONTRACTOR WILL ALSO BE REQUIRED TO FILE A NOTICE OF TERMINATION (NOT) AT
THE COMPLETION OF THE PROJECT. THE CONTRACTOR SHALL BE NAMED AS THE OPERATOR IN THE
(NOI) AND MAY ENTER A STATEMENT ON THE FORM THAT "THERE ARE NO ATTACHMENTS SUBMITTED
WITH THIS DOCUMENT" TO ADDRESS THAT THE CONTRACTOR DID PREPARE THE STORMWATER
POLLUTION PROTECTION PLAN.
6.PLACE CE's (CONSTRUCTION ENTRANCES) ADJACENT TO STAGING AREAS OR ACCESS GATES TO WORK
ZONES. PROVIDE SILT FENCE OR EQUIVALENT TO MATERIAL STORAGE LOCATIONS.
MAINTENANCE PLAN
1.ALL EROSION AND SEDIMENT CONTROL PRACTICES WILL BE CHECKED FOR STABILITY AND OPERATION
FOLLOWING EVERY RUNOFF-PRODUCING RAINFALL BUT IN NO CASE LESS THAN ONCE EVERY WEEK.
ANY NEEDED REPAIRS WILL BE MADE IMMEDIATELY TO MAINTAIN ALL PRACTICES AS DESIGNED.
2.SEDIMENT WILL BE REMOVED FROM THE INLET PROTECTION DEVICES WHEN STORAGE CAPACITY HAS
BEEN APPROXIMATELY 50% FILLED OR AS DIRECTED BY THE ENGINEER. GRAVEL WILL BE CLEANED OR
REPLACED WHEN SEDIMENT POOL NO LONGER DRAINS PROPERLY.
3.SEDIMENT WILL BE REMOVED FROM BEHIND THE TEMPORARY SILT FENCE WHEN IT BECOMES 0.5 FT.
DEEP AT THE FENCE. THE TEMPORARY SILT FENCE WILL BE REPAIRED AS NECESSARY TO MAINTAIN A
BARRIER. TEMPORARY DIVERSION SWALES WILL BE CHECKED AFTER EVERY RAINFALL AND ANY
SIGNIFICANT SEDIMENT BUILD UP WILL BE REMOVED AS DIRECTED BY THE ENGINEER.

FENCE, THE GROUND SHALL BE INSTALLED DIRECTLY BELOW
THE POINT OF CROSSING.
B) AT MAXIMUM 500-FOOT INTERVALS ALONG THE FENCE,
C) AT EACH GATE LEAF AND EACH GATE POST ON BOTH
SIDES OF EACH GATE.
2. THE GROUND SHALL BE ACCOMPLISHED WITH A
COPPER-CLAD ROD 8 FEET LONG AND A MINIMUM OF 5/8
INCH IN DIAMETER DRIVEN VERTICALLY UNTIL THE TOP IS 6
INCHES BELOW THE GROUND SURFACE. A NO. 6 SOLID
COPPER CONDUCTOR SHALL BE CLAMPED TO THE ROD AND

1.WHENEVER, IN THE CONTRACT DOCUMENTS, THE WORDS ''PROVIDE'', ''FURNISH'', ''INSTALL'',
''FURNISH AND INSTALL'', OR OTHER WORDS OF LIKE IMPORT ARE USED, IT SHALL BE
UNDERSTOOD THAT THE INTENT OF THE CONTRACT DOCUMENTS IS TO PROVIDE FOR THE
CONSTRUCTION AND COMPLETION IN EVERY DETAIL OF THE WORK DESCRIBED. IT IS FURTHER
INTENDED THAT THE CONTRACTOR SHALL FURNISH ALL LABOR, SUPERVISION, MATERIALS,
EQUIPMENT, TOOLS, TRANSPORTATION, SUPPLIES, TESTING AND INCIDENTALS REQUIRED TO

CONSTRUCTION PACKAGE AND NOT TO BE INCORPORATED INTO THE FINAL IMPROVEMENTS
SHALL BE REMOVED AND THE AREAS RESTORED TO THEIR ORIGINAL CONDITION PRIOR TO
FINAL ACCEPTANCE OF WORK, UNLESS OTHERWISE DIRECTED BY THE OAR.
6.CONTRACTOR SHALL APPLY FOR AND OBTAIN A HAULING PERMIT AND ANY OTHER
DEVELOPMENT AND CONSTRUCTION PERMITS IN ASSOCIATION WITH LOCAL REGULATIONS
AND CODE OF ORDINANCES AT HIS/HER EXPENSE PRIOR TO COMMENCEMENT OF WORK. THE
CONTRACTOR SHALL ALSO ENSURE FULL COMPLIANCE WITH ANY AND ALL PERMITS ISSUED
OR TO BE OBTAINED BY THE OWNER PRIOR TO THE BEGINNING OF CONSTRUCTION.
7.CONTRACTOR SHALL COMPLY WITH ALL LOCAL AIR QUALITY AND POLLUTION CONTROL
REGULATIONS THAT PERTAIN TO CONSTRUCTION ACTIVITIES.
8.CONTRACTOR SHALL BE RESPONSIBLE FOR CLEANING THE PROJECT SITE & HAUL ROADS
FROM ANY FOREIGN OBJECT DEBRIS (FOD). CONTRACTOR SHALL BE RESPONSIBLE FOR
CLEANING THE MUD AND/OR DIRT DEPOSITED ON EXISTING PAVEMENT DUE TO HIS/HER
CONSTRUCTION ACTIVITY DAILY OR WHEN CONDITIONS REQUIRE CLEANING AS DIRECTED BY
THE OWNER'S AUTHORIZED REPRESENTATIVE (OAR).
9.REFER TO EXISTING AND PROPOSED CIVIL DRAWINGS FOR ACTUAL CIVIL, STRUCTURAL,
PAVING, DRAINAGE, BUILDING, AND UTILITY DETAILS FOR ALL WORK COINCIDING WITH THIS
PROJECT. ANY CIVIL OR STRUCTURAL DATA SHOWN ON THESE DRAWINGS IS FOR REFERENCE
ONLY. ITEMS SHOWN SCREEN (HALFTONE) ARE CIVIL, STRUCTURAL, BUILDING, OR EXISTING
ITEMS. ITEMS SHOWN IN SOLID BOLD ARE NEW TO BE INSTALLED UNDER THIS CONTRACT,
UNLESS OTHERWISE NOTED.
10.ALL EXISTING SYSTEM/UTILITIES TO REMAIN SHALL BE PROTECTED FROM DAMAGE.
REPLACEMENT OF ANY DAMAGED EXISTING SYSTEM/UTILITIES TO REMAIN SHALL BE AT THE
CONTRACTOR'S EXPENSE.
11.ALL WORK SHOWN ON THE EXISTING CONDITIONS AND DEMOLITION DRAWINGS IS BASED ON
FIELD OBSERVATION OF THE ACTUAL EXISTING CONDITIONS AND ON EXISTING ''AS-BUILT''
DRAWINGS OF THE AREAS AFFECTED. THEY ARE THEREFORE CONSIDERED TO BE SCHEMATIC.
IT IS THE INTENT OF THE DEMOLITION DRAWINGS THAT ALL EQUIPMENT, DEVICES, FIXTURES,
WIRING MATERIALS, SYSTEMS AND APPURTENANCES, ETC., WHICH ARE NO LONGER REQUIRED
AS A RESULT OF THE PROJECT BE REMOVED UNLESS SPECIFICALLY NOTED OTHERWISE.
12.SHOULD THE CONTRACTOR ENCOUNTER UNFORESEEN CONDITIONS CONTACT THE ENGINEER.
13.ELECTRICAL DEMOLITION WORK SHALL BE LIMITED TO THE AREAS AND SCHEDULES IDENTIFIED
IN THE APPROVED PHASING PLANS.
14.MANHOLES OR HANDHOLES SHALL NOT BE INSTALLED IN DITCHES, DRAINAGE SWALES OR
WHERE WATER WILL FLOW OVER OR POND ON TOP OF THE MANHOLE OR HANDHOLE.
15.DEWATERING FOR THE INSTALLATION OF MANHOLES, HANDHOLES, DUCT BANKS OR CONDUITS
ARE INCIDENTAL TO THE INSTALLATION. THE CONTRACTOR SHALL BE RESPONSIBLE TO PAY
FOR AND OBTAIN ANY AND ALL PERMITS REQUIRED FOR DEWATERING.
16.THE IDENTITY OF ALL CABLES SHOWN ON THE PLANS SHALL BE VERIFIED IN THE FIELD. ANY
DISCREPANCY SHALL BE BROUGHT TO THE ATTENTION OF THE ENGINEER AND RECORDED IN
THE RECORD DRAWINGS TO PROVIDE AN ACCURATE RECORD CONDITION. THE CONTRACTOR
SHALL COORDINATE INFORMATION SHOWN ON THE PLAN SHEETS WITH EXISTING RECORD
INFORMATION AVAILABLE THROUGH THE AIRPORT MAINTENANCE STAFF. THESE PLANS DO NOT
PURPORT TO SHOW ALL EXISTING CABLES/CONCEALED UTILITIES WHICH WILL REQUIRE STAKE
OUT PRIOR TO CONSTRUCTION.
17.WHERE NECESSARY, PIPE BENDING SHOULD BE UTILIZED FOR OFFSETS,
"DOG-LEGS",BACK-SIDED RISERS, OR OTHER SUCH RUNS IN GALVANIZED CONDUITS. THE COST
OF BENDING THESE PIPES AND THE INSTALLATION OF THESE PIPES IS THE RESPONSIBILITY OF
THE CONTRACTOR. FIELD BENDING OF PVC PIPES SHALL NOT BE ALLOWED WITHOUT PRIOR
APPROVAL OF THE USAGE AND BENDING TECHNIQUE BY OUC. BENDS, FITTINGS,
OFFSETS/ROLLING OF DUCTS AROUND/OVER/UNDER OBSTRUCTIONS, ETC. ARE AN INCIDENTAL
COMPONENT OF THE DUCT BANK, CONDUIT, AND RACEWAY INSTALLATION.
18.OPEN FLAME WELDING OR TORCH CUTTING OPERATIONS ARE PROHIBITED UNLESS THEY ARE
IN ACCORDANCE WITH NFPA CODES AND APPROVED BY THE ARFF AND THE OAR
19.STAGING AREA - THE CONTRACTOR'S STAGING AREA IS IDENTIFIED IN THE CONTRACT
DOCUMENTS. THE CONTRACTOR SHALL MAKE PROVISIONS FOR ANY REQUIRED UTILITIES AS
SPECIFIED IN THE CONTRACT DOCUMENTS. THE CONTRACTOR IS RESPONSIBLE FOR ANY AND
ALL EQUIPMENT, MATERIALS, ETC., LEFT IN THE STAGING AREAS OR OTHER UNSECURED
AREAS.
20.THE CONTRACTOR IS RESPONSIBLE FOR ALL WATER AND OTHER UTILITIES NEEDED TO
COMPLETE THE WORK. THE CONTRACTOR SHALL COORDINATE WITH UTILITY COMPANIES AND
OBTAIN APPLICABLE METERS AND PERMITS.
21.THIS CONTRACTOR SHALL VERIFY EXISTING CONDITIONS PRIOR TO STARTING WORK.
22.TRENCHES, EXCAVATIONS, AND DEMOLITION AREAS SHALL BE CLEARLY MARKED AND
BARRICADED TO PROTECT PERSONNEL FROM ACCIDENTALLY ENTERING THE AREA. THE
CONTRACTOR SHALL PROVIDE THE NAME AND TELEPHONE NUMBER OF PERSONS TO BE ON
CALL 24 HOURS A DAY FOR EMERGENCY MAINTENANCE OF BARRICADES AND OTHER SAFETY
ISSUES.
23.THE CONTRACTOR IS ADVISED THAT OTHER CONSTRUCTION ACTIVITIES MAY BE TAKING PLACE
IN AND AROUND THE PROJECT AREA. CONTRACTOR IS REQUIRED TO COORDINATE THEIR
ACTIVITIES WITH OTHER CONTRACTORS.
INSTALLATION OF FIBER IN CONDUIT:
1.THE CONTRACTOR SHALL CONSIDER BEND RADIUS, TENSION, JAMMING, AND FILL RATIO
BEFORE PERFORMING ANY CONDUIT PULL OF OPTICAL FIBER.
2.TO ENSURE QUALITY OF OPTICAL FIBER IS MAINTAINED, THE CONTRACTOR SHALL
CALCULATE PULLING TENSION , CONDUIT FILL, AND SIDEWALL PRESSURE FOR EACH PULL.
3.THE CONTRACTOR SHALL FOLLOW THE FIBER OPTIC CABLE MANUFACTURER'S
RECOMMENDATIONS FOR MAXIMUM PULLING TENSION AND BEND RADIUS. THE RADIUS OF
ALL CONDUIT BENDS, CABLE GUIDES, SHEAVES AND CAPSTANS MUST BE GREATER THAN
THE CABLE'S MINIMUM BEND RADIUS.
4.FIBER OPTIC CABLES PULLED OVER SHARP LIPS AND CORNERS (E.G. MANHOLE EDGES,
CONDUIT ENDS) VIOLATE THE MINIMUM BEND RADIUS OF CABLES AND SHALL NOT BE
ACCEPTABLE. BREAKAWAY PULL SWIVELS, HYDRAULIC OR ELECTRONIC TENSION
MONITORING ON WINCH OR BULL WHEEL TYPE PULLERS MAY BE USED FOR LIMITING
TENSION.
5.PULLING TENSION, CONDUIT RADIUS AND FILL RATIO WILL AFFECT SIDEWALL PRESSURE
BETWEEN THE CABLE AND THE INSIDE OF THE CONDUIT BEND. THE CONTRACTOR SHALL
MAINTAIN SIDEWALL PRESSURES BELOW THE CRUSH LOAD ACCEPTANCE CRITERIA DEFINED
BY ANSI/ICEA-87-640 FOR OUTDOOR CABLES, ICEA-104-696 FOR INDOOR/OUTDOOR CABLES,
AND ANSI/ICEA-83-596 FOR INDOOR CABLES.
6.REPLACEMENT OF FIBER AND/OR FIBER CABLE DAMAGED DURING INSTALLATION IN
CONDUIT SHALL BE PAID FOR BY THE CONTRACTOR.
COORDINATION WITH OTHER
UTILITIES AND TRADES:
1.THE CONTRACTOR SHALL COORDINATE THE INSTALLATION OF DUCT AND MANHOLES WITH
ALL OTHER IMPACTED TRADES.
2.WHEREVER A CONFLICT ARISES BETWEEN THE PATHING OF COMMUNICATIONS DUCT AND
ANY OTHER UTILITY, THE UTILITY IN CONFLICT SHALL SUPERCEDE THE PLANNED PATHING
OF THE ELECTRICAL AND/OR COMMUNICATIONS DUCT.
3.THE CONTRACTOR SHALL ROUTE ELECTRICAL AND/OR COMMUNICATIONS DUCT BELOW ALL
EXISTING AND PROPOSED UTILITIES AND COORDINATE THE MINIMUM CLEARANCES WITH
ALL IMPACTED TRADES.
4.ADDITIONAL DUCT, DIRECTIONAL BORE, AND ADDITIONAL MANHOLES REQUIRED TO
COMPLETE THIS WORK BUT NOT SHOWN ON THESE PLANS SHALL BE INCIDENTAL TO THE
PROJECT.
5.WHEREVER BENDS IN DUCT WOULD SURPASS 180 DEGREES, THE CONTRACTOR SHALL
INSTALL AN ADDITIONAL MANHOLE WHETHER SHOWN OR NOT.
6.INSTALLING ELECTRICAL AND/OR COMMUNICATIONS INFRASTRUCTURE WITHOUT PROPER
COORDINATION WITH IMPACTED UTILITIES AND TRADES WILL BE DONE SO AT THE FULL
RESPONSIBILITY OF THE CONTRACTOR. ALL RE-WORK ASSOCIATED WITH FAILURE TO
COORDINATE INSTALLATION ACTIVITIES SHALL BE DONE AT THE EXPENSE OF THE
