HomeMy WebLinkAboutF - ITB #24-05 Construction Of Pre-Engineered Metal Buildings Addendum 1Page 1 of 3 ADDENDUM NO. 1 March 1, 2024 ITB 24-05 Construction of Pre-Engineered Metal Buildings The original Invitation to Bid shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents. This addendum is being issued to address questions received. SECTION I: QUESTIONS 1. Question: Are we able to bid on a job if we are a Registered Builder and not a General Contractor? Answer: Yes. Please see Section II of this addendum. 2. Question: Will the City accept a membrane clad rigid frame structures? Answer: No. The City will only accept pre -engineered metal buildings. 3. Question: What is the PSI bearing load for concrete pads? Answer: 5 inch thickness or as approved . 4000 psi with reinforcement as approved by Building Official. The exterior ramp/apron connector to taxilane: 8 inch compacted road base and minimum 5.5 inch concrete, 4000 psi with reinforcement. Must be same width as door. 4. Question: Do the pre-engineered buildings require sprinklers? Answer: No. 5. Question: Do the contractors need an electrical PE , or can they have an electrical contractor? Answer: It is up to the bidder. Plans can be prepared by an electrical engineer, or the architect may sign and seal electrical plans, or plans prepared by a licensed electrical contractor can legally be accepted provided t he plans include sufficient plan review criteria for commercial buildings as outlined in 107.3.5 of the Florida Building Code. 6. Question: How many receptacles are needed? Answer: Two (2) 120V outlets on each wall, and 240V pulled to the service point but no outlet. Additionally there would be a requirement for emergency lighting and exit lighting. Procurement Division 1225 Main Street Sebastian, FL 32958 (772) 388-8231 Page 2 of 3 7. Question: We have performed similar projects with others counties and cities acr oss the State but we have a Building Contractor license. Are we able to bid using this license Answer: Yes. Please see Section II of this addendum. 8. Question: What is the City’s Budget for this project? Answer: The City has budgeted an amount that will cover the construction of 3-4 PEMs. 9. Question: Please confirm this project will be funded via State and City Funds and NOT via Federal Funds. Will there be ANY Federal Funds received for this project? Answer: State and local funds only, no federal funds. 10. Question: Please clarify/confirm the location of the Existing Water and Sewer Stub Ups. Answer: The stub ups are at the south end of the parking lot shown, outside the fence. Bathroom work is no longer in our scope. 11. Question: Please confirm the Sewer Line will be a gravity sewer line or that we are safe in assuming it is gravity for the purposes of this proposal. Answer: Gravity line is correct, however contractors are not being asked to provide the bathrooms. The floor drains needed in each slab are not to be connected to the public sewer. They only go to a separator and/or holding tank. 12. Question: Each Building Pad will have a varying utility cost due to the distance from the Stub Up. How are we to price a UNIT PRICE Building with Buildings in 4 differ ent locations and the varying utility Cost? Do we assume a worst case/furthest distance building as our unit cost building or a best case/closest to the utility stub ups? Answer: This is up to the bidder. A drawing showing the location of the concrete pads has been included with this addendum. Bidders are also advised they can view the location of the concrete pads from Airport Drive West. 13. Question: We have performed similar projects with others counties and cities across the State but we have a Building Contractor license. Are we able to bid using this license? Answer: Yes. Please see section II of this addendum. 14. Question: Would membrane structures be considered for the PEMB Answer: No. The City will only accept pre-engineered metal buildings. SECTION II: REVISIONS TO THE SCOPE OF WORK Paragraph 1.5.2 shall be amended to read: 1.5.2 If the bidder is not a licensed general contractor or building contractor, the subcontractor performing the work shall be licensed by the State of Florida as a general contractor, or building contractor; and registered with the City of Sebastian Building Department. The Acknowledgement of the Addendum receipt will become an integral part of the solicitation document. In acknowledging receipt of this Addendum, the undersigned understands and accepts the foregoing solicitation changes and clarifications.
