Agreement
Backuround. The City of Sebastian has successfully completed Phase I of the FDEM
Florida Department of Emergency Management) HMGP (Hazard Mitigation Grant Program) funding
agreement for the Slonecrop Drainage Improvement project which included design and permitting services. In
anticipation of the Phase II grant contract agreement with FDEM, we are proactively securing the City's
continuing services agreement with Carter Associates, Inc. for Civil, Engineering Construction Management
Services as provided in Attachment 1.
The preapproved BudgetlCosts sheet for the project as provided by FDEM is shown in Attachment 2. FDEM
has agreed to provide up to 75% cost share for Construction Management Services for the total costs of
48.600. As shown on Attachment 1, Carter Associates has submitted a cost of $51,090.00. In accordance
with the HMGP grant agreement, we need to have the project completed by February 28, 2024. Therefore,
time is of the essence in securing all services prior to receiving approval to move forward with the Phase II
contract. The City will not be able to begin Construction Administration or bid process unit[ we have an
executed contract with FDEM.

We are pleased to present this proposed agreement to provide civil engineering services for the
below described tasks for the City of Sebastian — Stone Crop Duerr Phase 2 project. The
following describes our proposed amps of work and terms of agreement between Garter
Associates, Inc. (CAI) and the City of Sebastian (CLIMM:
SECTION I.- SCOPE OF 1SERVICES
The following scope of services is based on a construction dutntion ending February 2024.
