NATURAL RESOURCES BOARD MINUTES OF REGULAR MEETING APRIL 2, 2024 Mr. Stadelman called the Natural Resources Board meeting to order at 6:00 p.m. II. Pledqe of Allegiance was recited by all. III. Approval of Minutes A. March 5, 2024 -- Regular Natural Resources Board Meeting Minutes All having indicated they had reviewed the Minutes of the meeting of March 5, 2024, Mr. Stadelman called for a motion. A motion accepting the Minutes as presented was made by Mr. Carrano, seconded by Mr. Krauss, and approved unanimously via voice vote. B. March 13, 2024 -- Work Day Meeting Minutes -- None V. Announcements A. Introduction of New Board Members NATURAL RESOURCES BOARD PAGE 2 MINUTES OF REGULAR MEETING APRIL 2, 2024 Mr. Stadelman called on the new Board members to introduce themselves. Mr. Dan Bruggen introduced himself and gave a summary of his background, experience working for the EPA and the Indiana Department of Environmental Management, and his present position with the Brevard County Natural Resources. He has lived in Florida for five years. Mr. Mike Clifford introduced himself and gave a summary of his history of living in Sebastian. He also described that he does some work with seagrass, oysters, and clams as part of the Brevard Zoo's Restore Our Shores program. He is now retired and wants to start giving back to our community. Mr. Matt Krauss introduced himself and gave a summary of his history of living in Sebastian. He is presently retired. Regarding his work history, he spent all of his adult career in Human Resources. He also worked on some projects having to do with the environment while he served in the Vermont Legislature. He also served on the Senate Natural Resources and Energy Committee. He also served, while in Vermont, as the District 5 Environmental Chair. Ms. Gordian added that Natural Resources now has a full board consisting of seven regular members and two alternate members. B. Tulip Pond Project -- Phase 2 Planting Event on National Arbor Day. Friday, April 26, 2024 at 9:00 a.m. Ms. Gordian stated that the event starts at 9:00 a.m. She asked the participants who will be there that day to try to be there about 15 minutes beforehand for check -in purposes. The sign-up link is on the City's website under the Tulip Drainage Improvement Project as well as on the event calendar. She described the project and asked if anyone has questions to please let her know. Mr. Stadelman gave a short description of the Tulip Pond Project and how it evolved. VI. Aqenda Modifications Mr. Stadelman described the procedure for handling agenda modifications. VII. Public Input NATURAL RESOURCES BOARD MINUTES OF REGULAR MEETING APRIL 2, 2024 PAGE 3 Raymond Osborne (Zoom). He reviewed that he spoke to this Board last year about floating vegetative islands. He has been discussing that, and he has an educational seminar planned for April 26, and it is with the owner of Beemat. It will be available via Zoom, and he invited anyone from this Board to participate. He described how solar energy devices can be used for water aeration in retention ponds. It starts at 10:00 a.m. He added that there are some grant monies available. He also has a grant writer. He suggested doing a feasibility study, finding out what the water quality is like in various different retention ponds, which might help us later. Ms. Gordian said that Mr. Osborne did reach out to her and sent a flyer. She pointed out that the date of April 26 does overlap by an hour with the Tulip Pond Planting Project. She added that if Mr. Osborne has the Zoom link, she will make sure that is distributed to the Board members. DIIImg,iifi0111 MT-TO11.31M iT-? A. Earth Day & Arbor Day Celebration -- Saturday, April 20, 2024 Event Overview Ms. Gordian reviewed the highlights planned for this event. The event will be held on April 20, 2024 from 9:00 a.m. to 4:00 p.m. The vendor setup will take place from 7:00 a.m. to about 8:30 a.m. There are presently approximately 46 service vendors, 30 organizations, and 3 food trucks. For the Waste Management shredding event, there will be one volunteer police officer stationed at the Barber Street Sports Complex, and there will also be some volunteer officers at Riverview Park as well. She displayed a map of the park for all to see and explained it for everyone. She described the activities that are scheduled as well as the entertainment. She will provide copies of the map for all the Board members. She also explained how parking will be laid out. Ms. Ware had some questions about getting help delivering the artwork from the cars to the display booths. She also suggested that the winners of the poster contest could have their artwork displayed in a window at the library. She would need to ask the school for permission to put them at the library. She was just hoping that that would be okay if that was done. It was the consensus of the Board that this would be appropriate. Board Member Assignments NATURAL RESOURCES BOARD PAGE 4 MINUTES OF REGULAR MEETING APRIL 2, 2024 Mr. Stadelman asked if anyone on the Board had any questions. Mr. Bruggen asked for information on what is allowed to be shredded. Ms. Gordian said there is a paper -shredding component as well as an electronics recycling component at Riverview Park, and a component for larger household items such as appliances, etc. will be at the Barber Street Sports Complex. Ms. Gordian also reviewed what she has done to advertise the event. She asked, if anyone has a certain advertising venue they would like to add, to please let her know. Ms. Gordian reviewed everyone's assignments for the event in detail as follows: Mr. Stadelman — Master of Ceremonies and helping with flagging the booth spaces. Mr. Carrano -- He will only be able to be at the event until 11:30 a.m. Ms. Gordian has him flagging booth spaces and checking up on the Waste Management shredding event in the CAVCorp parking lot and checking on the food vendors. Ms. Ware -- She will be the Art Club helping with the poster contest. Ms. Gordian asked, if there is anything else that Ms. Ware has done in the past, to please remind Ms. Gordian. Ms. Gordian added that, if Ms. Ware and her group needs assistance anytime during the day, please ask Ms. Gordian. Ms. Ware asked for volunteers to vote on the poster contest. Ms. Gordian stated, if Mr. Bruggen might be interested in doing that, that could be one of his responsibilities for the event. Mr. Bruggen said he would do that. Dr. Mosblech -- She will be leaving early as well, and Ms. Gordian has her working on the raffle stationed at the NRB booth. She also has Mr. Bruggen working on the raffle as well. Ms. Haggerty -- She will be working on the entertainment and the speaker sessions, and she otherwise will be at the NRB booth. Ms. Billman -- She will be at the NRB booth, and she also will be assisting Mr. Krauss with the volunteers. Mr. Krauss -- He will be at the Waste Management event in the morning, and then he will be coming back to the park to assist with the rest of the event. It was asked if anyone will be taking photos at the event. Ms. Gordian does not have NATURAL RESOURCES BOARD MINUTES OF REGULAR MEETING APRIL 2, 2024 PAGE 5 anyone assigned to take photos. She suggested that if any of the Board members want to walk around and take pictures throughout the event, make sure that you are documenting what we are doing, documenting the stormwater booth, documenting the NRB booth, the Centennial booth, etc. Ms. Bernard stated that the City also has the new Social Media Coordinator, and we might be able to reach out to her and see if she will be available to document some of the activities as well. Mr. Clifford asked where the Board members are to park. Mr. Stadelman suggested parking in the overflow if possible. The overflow parking is just south of the Splash Pad behind the plaza on Harrison Street. IX. New Business -- None X. Items for Next Agenda and Date: The meeting for May is cancelled. The next meeting is to take place on Tuesday, June 4t", 2024. A. Earth Day & Arbor Day Celebration Debrief and Contest Awards Ceremony Ms. Ware stated she sent something to Ms. Gordian about the fact that we usually give out the prizes at the May meeting. The students will not be in school in June. She is not sure as to how she can reach out to the students to come to the June meeting. Mr. Stadelman suggested that we have it at a regular City Council meeting after ours. Ms. Ware stated that is one of the things she was thinking about. She also thought about giving them out at an Art Club meeting on May 9t" in the evening. Mr. Stadelman said he would rather do it at the City Council meeting. Ms. Bernard said staff will look at the calendar and see what is already scheduled for May. Then staff will email Ms. Ware back and let her know whether staff can get this on the agenda for the May City Council meeting or whether it would be best to go with the Art Club. Ms. Ware asked if the new Board members have been assigned to items on the Sustainable Sebastian spreadsheet. Ms. Gordian said not yet. Ms. Ware suggested that, instead of waiting until the June meeting, Ms. Gordian could meet with those new members individually to see where there are openings because of recently having people who retired from the Board.
