EXECUTIVE SUMMARY The City of Sebastian released Invitation to Bid 24-17, Concrete Services, on June 27, 2024. One thousand two hundred sixty-three contractors were notified of the bid posting, and twenty downloaded the bid. We received bids from the following companies through a competitive solicitation: (1) A. Thomas Const. Inc. (2) Conlon Landscaping Inc.; (3) Heavy Civil Inc.; (4) JM Underground Utilities, LLC; (5) MGM Contracting Inc.; (6) Palm Bay Concrete & Materials Inc.; and (7) Universal Contracting & Construction, Inc. Staff recommends awarding the following: Section 1 (Swale Improvements) to Heavy Civil, Inc. and Universal Contracting & Construction, Inc. The anticipated total purchase orders to be issued to both vendors is in the amount of $138,600.00 for a total of $277,200.00. Section 3 (As Needed Concrete Services) to A. Thomas Const. Inc., Heavy Civil Inc. JM Underground Utilities, LLC, Palm Bay Concrete & Materials Inc., and Universal Contracting & Construction, Inc. Following award, individual purchase orders will be issued and will follow the procurement approval thresholds. At this time, Staff does not recommend Section 2 (Concrete Driveways for Swale Improvements) for award. Staff is seeking approval as outlined above and for authorization to the City Manager or designee to execute all needed documents. RECOMMENDATION Staff recommends that Council approve the selection of A. Thomas Const. Inc., Heavy Civil, Inc., JM Underground Utilities, LLC, Palm Bay Concrete & Materials, Inc., and Universal Contracting & Construction, Inc. for Invitation to Bid 24-17 for Concrete Services and approve purchase orders to Heavy Civil, Inc. and Universal Contracting & Construction, Inc. not to exceed $277,200.00 for driveway swale improvements and authorization for the City Manager or designee to execute the agreements and purchase orders.
