Project Title: City of Sebastian Cemetery Administration and Storage Building
IT IS AGREED to undertake the following work in accordance with the provisions of RFQ 21-01 - SCHULKE,
BITTLE & STODDARD, LLC, Master Agreement entitled NON-EXCLUSIVE ENGINEERING CONSULTING
SERVICES AGREEMENT dated FEBRUARY 22, 2021.
Description of Assignment:
Schulke, Bittle & Stoddard, LLC will provide professional engineering and architectural design services
necessary for the construction of a new $1500 +/- sf Administration and Storage Building , which will replace
the existing building located at the east side of the City cemetery along Old Dixie Hwy. The work shall include
architectural, structural, mechanical, electrical, and plumbing drawings necessary to obtain a building permit,
drawings necessary for contract procurement (bidding) and construction of the building, and civil engineering
plans necessary to obtain site development approvals and drawings necessary to build the site infrastructure to
support the building construction and operation. The scope will also include the other prerequisite professional
services necessary to facilitate the design, including geotechnical evaluation and land survey of the project
area.

SCOPE OF WORK – EXHIBIT A
General Description
Schulke, Bittle & Stoddard, LLC will provide professional engineering and architectural design services
necessary for the construction of a new 1500 +- sf Administration and Storage building which will replace
the existing building located at the east side of the city cemetery along Old Dixie Hwy. The work shall
include architectural design, structural, mechanical, electrical and plumbing engineering and preparation
of drawings necessary to obtain a building permit, and drawings necessary for contract procurement
(bidding) and construction of the building, and civil engineering plans necessary to obtain site
development approvals and drawings necessary to build the site infrastructure to support the building
construction and operation. The scope will also include the other prerequisite professional services
necessary to facilitate the design, including geotechnical evaluation and land survey of the project area.
Based on preliminary meetings with city staff, the building, site improvements and uses are described as
follows:
-Approximately 1500 sf building. ¾ of the building would provide for office administrative including a small
office; small lobby / meeting areas to greet visitors and discuss arrangements; small kitchenette with
vending machine(s), refrigerator, ice machine; accessible bathroom for visitors/ guests; employee
bathroom with shower, toilet, sink and lockers. ¼ of the building would include a storage area
approximately 1 ½ car garage size.
-Construction type is slab on grade, concrete block, wood truss roof (5/12 to 6/12 pitch). Exterior would
be finished with stucco and paint, shingles or metal roof, aluminum or wood soffit and fadscia; interior
finished with drywall and paint, commercial grade hardware. Building will have concrete stoops at
entrances that may be roof covered.
-site work would include the demolition of the existing structure and adjacent concrete sidewalks and
driveway: abandonment of existing septic system, fill and grading as required, sidewalks, stoop(s) and
driveway, reconnect to existing public water system, construct a private sewer lift station and construction
of approximately 500 lf of sewer force main along Old dixie Hwy to connect to existing IRC sewer system
at Old Dixie and Jackson Street; and reconnect to the existing FPL electric service.
1.0 Preliminary Design
1.1 Development Plan
The design team will meet with the user group to determine and refine the use, building requirements
and size. Based on user’s input, the team will prepare a conceptual floor plan and present to the user
group for review discussions. The team will make up to three revisions to the initial concept floor plan
based on user group’s review and comments. Upon approval of the concept plan, the team will consult
with its engineering team staff and finalize permit and construction plans.
1.2 Land Survey – Specific purpose survey (not a boundary survey)
a. Topo survey of the existing building and adjacent features including the adjacent ROW, and 100’
radius around the building. All improvements will be tied into the Central Ave ROW (east PL) and into
the south pl of the cemetery so site area is located relative to the east and south property lines.
b. Route survey: Route survey (topo) of we st side of Central Ave row, from the building location
extending south 500’ +- to the in tersection with Jackson Street (about 100’ past the south PL)–
purpose is to provide route survey of the proposed sewer force main extension.
Note: The cemetery property is a large parcel. In order to provide a less expensive option for the
redevelopment of the building, a specific purpose survey of the site development area ONLY is
proposed in lieu of a complete boundary survey of the city owned cemetery. If a complete boundary
survey is needed for any reason, the scope and fee will need to be adjusted.

1.3 Geotechnical Engineering services
a. Perform three soil borings within or immediately adjacent to the approximate limits of the building, in
accordance with ASTM standards
b. Prepare a Geotechnical report covering the investigation including boring logs illustrating soil
classification, thickness of each layer, number of blows per foot, groundwater depth, and
recommendations for site preparation and foundation recommendations.
2.0 Final Engineering
Scope: prepare building design plans and site construction plans to conform to client
requirements and to conform to applicable building codes and building departments .
2.1 Architectural Design:

3. Room finish schedule showing new interior finishes required.
4. Specifications for materials and methods of construction
2.2 Mechanical. Electrical and Plumbing Engineering
1. Prepare engineering calculations necessary for MEP system sizing and specifications
2. Prepare energy code calculations
3. Prepare required floor plans, schedules, risers, panels and details.
Note: Generator design and landscape lighting not included.
It is assumed that a fire sprinkler system is not warranted, and its design is not included in
the scope of work.
2.3 Structural Engineering:
1. Prepare engineering calculations necessary to size and specify foundations, walls,
beams, roofs and other load bearing structural components of the building
2. Prepare required foundation, floor, wall/ beam, roof plans, sections, details and
specifications
2.4 Civil Engineering
1. Site plan, details and specifications depicting building location and specifying
necessary site work and infrastructure including proposed sidewalk(s), driveway,
grading/ drainage plan and utility service plan (water/ sewer)
2. Demolition Plan
3. SWPPP
4. Design of public sewer connection – including design of a Private lift station design
sewer force main, and connection to IRC utility department manhole.
Note: Landscape design is not anticipated to be necessary and not included within the scope
and fee.
3.0 Permitting
3.1 Construction plans, engineering calculations and reports, and supporting documentation will be
submitted to the appropriate agencies for the following construction permits:
a. St. Johns River Water Management District - exemption
b. City of Sebastian Site Plan (administrative review)
c. City of Sebastian Land Clearing and Tree Removal (if needed)
d. City of Sebastian Building Department – Plan Review

e. FDEP NOI
f. IRC utility permit (sewer)
g. FDEP Sewer extension
h. COS or IRC ROW (Central Ave – force main extension in ROW
i. DOH Septic tank Abandonment permit
3.2 Follow up with permitting agencies via telephone, e-mail or written correspondence. Review and
address and review RFI’s and revise the plans accordingly. Resubmit as required.
4.0 Contract Administration and Inspections (Optional)
4.1 Contract procurement (Optional)
In general, it is assumed that the city will prepare bid documents/ contract documents and handle
contract procurement. The design team will assist the City with bid procurement including
attendance at bid procurement meetings, answer RFI’s, review city’s bid documents for
consistency with plans, and provide recommendations after review of bids.
4.2 Construction Administration (Optional): The design team will assist the City with the Contract
Administration and Inspections, including: attend progress meetings, review shop drawings and
contractors’ submittals, and provide routine inspections to verify the work is proceeding in
accordance with the plans and specifications for the purposes of certification upon completion of
the work. Inspections shall be documented with written reports and digital photographs. SBS will
coordinate the responsibility for document review, meeting attendance, and inspections with civil
engineer, and other consultants. The construction period is estimated to be (6) months / 25
weeks, and CA and inspection fees have been estimated by SBS based on this time frame, and
the tasks and frequency of services listed below. Anticipated tasks / services include:
a. Attend pre-construction meetings (4 hr)
b. Attend progress meetings with contractor (2 hr / wk)
c. Review shop drawings (4 hr)
d. Review contractor’s pay requests (4 at 3 hr)
e. Periodic inspections of the site work (8 to 12 hr/ wk)
f. Substantial completion inspection / punch list (4 hr)
g. Review as-builts for adequacy and completeness (4 hr)
h. Final inspection / final completion determination (4 hr)
i. Prepare final certification submittals for site permits (4 hr)

Reimbursables will be billed direct to the client at cost or paid direct by the client, and include, surveying,
or other required field tests, prints, copies, mailings/ FedEx, archeological or environmental consultation
and studies, traffic analysis/ consultation, traffic counting, application/permit fees, etc.

Xerox Copies - $0.15/page
Other Reimbursables – at cost
The city will pay all application and plan review fees directly. This is NOT included in the above listed
estimated reimbursable amount
Invoices shall be submitted monthly, and the invoice amount shall be in proportion to the percentage of
the Scope of Work complete.
All payments must be received by the Engineer within 30 days of the date of an invoice. Any payments
received after said date will be subject to a late interest fee of one and one half percent (1 - 1/2%) per
month. The client shall be responsible for all attorney's fees, court costs, and related expenses incurred
in the event that payment is not timely made and proceedings are brought by the Engineer to collect
sums owed.
