The current FLUM designations and zoning on the site are industrial and low density residential. These land uses are not compatible and will restrict my ability to develop the mixture of uses I propose. Consequently, I am respectfully requesting that City Council re consider and support staffs original recommendation to approve the proposed change of the FLUM designation from "Industrial" and "Residential" to "Mixed Use". I would like to annex two adjacent pieces of property located in Indian River County into the City of Sebastian with a zoning of "Industrial" on these properties. The first property on U.S. Highway is 6.42 acres adjacent to U.S. Highway #1, and the proposed Eagle's Landing development, and is presently zoned CL. The second piece 1.42 acres is located on Fischer Industrial property road is adjacent, but not included, in the Eagle's Landing property. These two pieces of property are more compatible to use as "Industrial" Zoning than the zoning presently on the Eagle's Landing property. The existing "Industrial" zoning in Eagle's Landing is 7.84 acres, according to my recent surveys. For many years, I have been actively building large lot subdivisions in the great City of Sebastian. Among these developments are Palm lake Club, Roseland Acres, South Moon Under, San Sebastian Springs, Cross Creek Lake Estates and Fischer Lake Island. Over the last thirty years, I have developed a site near Schumann Drive, I call 'The Eagles Landing". This unique site has the largest lake (99 acres) in Indian River County, and has one of the highest elevations in Indian River County. The property is compatible with "residential" zoning for future residential homes and a much needed multi family section to the southwest of this beautiful lake -front community. Mayor Ed Dodd Sebastian City Council October 26, 2020 Page 2 There is an entrance off Schumann Drive, one minute from U.S. Highway #1; there is also a south entrance on 99`h Street which leads to U.S. Highway #1 A small, narrow strip of industrial zoning parcel (2,780 feet) exists on the East of the Florida East Coast Railroad that needs a zoning change to "residential' to complete this beautiful residential community. At present, this property is approximately seven (7) acres. The existing zoning of "industrial' has a detrimental effect on the proposed residential community as it diminishes both the tax base for the City of Sebastian and the aesthetic benefit of citizens living in this great community.
