Good Afternoon,
I just talked to Janice about your request to remove some existing asphalt prior to permit issuance.
The requested construction/demolition activities are not authorized until the permit is issued. We
suggest that you submit your RAI response as soon as possible so that we can review it sooner rather
than later. If everything looks good after my review, I will let you know if staff is recommending
approval for permit issuance. This way, you can get to work while the permit is being generated, which
could give you a few days or more of a head start.
In addition, I suggest that everyone coordinates with one another concerning the application submittal
for the maintenance building. To reiterate, a permit is required to obtain "after -the -fact" authorization for
construction of the maintenance building. The District is looking for commitment and a date certain for
the submittal and completion of the application, and we request a written statement indicating such.

We just spoke with Gretchen (while you were calling!), and I believe we have it all resolved. I believe
Janice will register an opinion on the impervious surface, etc., but we will have the RAI answered by

Thanks for speaking with me earlier. I appreciate the time you took with me today
On the maintenance building - its my understanding that the City needs an after the fact permit for that building.
believe its the City's intent to apply for that permit separately ASAP. If its not coming in a separate permit, I'll
make certain that the permit for Hangar A is including the maintenance building.
I plan on contacting Janice directly, but if we could receive some consideration to remove the existing asphalt for
Hangar A, that would be helpful to us.

I'm a little confused about the funding issues, but I do have a few other questions/concerns: The Airport
Drive/Maintenance application that you are expecting to submit on Dec 1 gth — is this part of the same
application as the "conceptual" application that you were referring to in our Sept 19th meeting? If so,
this is a problem because a "conceptual" permit cannot authorize construction. A separate ERP is
required for the construction aspect. However, if the Airport Drive/Maintenance application is simply an
application for the construction of those two items and their associated stormwater system, then this
may not be a problem since you are getting to submit this application within 2 weeks.
In comment #142 of your e-mail, are you saying that you can't include the maintenance building within
the Hangar A application due to the grant issues, or are you just concerned that incorporating the
maintenance building into the Hangar'A' application now will delay permit issuance, and therefore,
delay construction of Hangar A?
We don't really have "early work" permits. However, if there is existing pavement or other impervious
within the Hangar A project limits, sometimes we can give you the go-ahead on demolition of the
existing impervious. We would have to talk to Janice about that.

Hello Janice and Gretchen,
We have discussed this with all people in this office who are working on the Stormwater Master Plan
Update/Airport Drive East project, and respectfully request that the Maintenance Building be included in
the Airport Drive East project (application imminent) rather than the Hangar A project (current subject
application). We request this for the following reasons:
1. The funding for the Airport Drive and Maintenance building drainage system is a separate
FDOT grant than the Hangar A project. Because of these grant issues, it is not possible to
construct anything not directly related to the Hangar A project.
2. The FDOT grant for the maintenance building is running into a timing problem, and the Airport
needs to keep moving on the Hangar project. The SJRWMD permit is the last in a series that is
required to start the project.
3. The Airport Drive/Maintenance project is making good progress. The schedule is attached,
with a submittal to the District expected December 19 (clouded on schedule).
4. We would prefer not to construct a patchwork "temporary" pond for the Maintenance building,
but rather incorporate it into the overall permanent master permit system.
I have attached the schedule for the airport drive east project. I will also be sending you a separate e-
mail showing our overall basin delineation work for the Airport Drive East/Master plan.
If it is not possible for this to happen, can an "early work" permit be issued by the District for the actual
Hangar A portion of the project? If you have any other alternatives, we would be open to discussion.
Again, we respectfully request that the maintenance building be included in the forthcoming Airport
Drive East project. We appreciate your consideration.

application for Hangar A. I just took a quick look at the plans submitted with your RAI response, and the
maintenance building does not appear to be included within the scope of the project. A stormwater system is
required for the maintenance building, so the plans and computations should reflect this. Please advise on this

The following are responses to your RAI, dated November 25, 2008:
1) Please design a storm water system for the unauthorized maintenance building, and
submit revised plans and computations that demonstrate the system satisfies the
District's water quality and water quantity requirements. [40C-4.301(1)(a)(b)(e)(i),
F.A.C.]
Per our communications through email, telephone, and meetings during the
months of September, October, and November, The LPA Group Incorporated
plans to submit a permit application for the construction of Airport Drive East
and the Maintenance Building anticipated by January 16, 2009.
2) Staff is concerned that the dry retention pond will not recover the required treatment
volume as proposed. The fillable porosity applied to the PONDS recovery analysis is
too high and the treatment volume entered into the model is less than the required
volume. Please reduce the fillable porosity and apply the total required treatment

volume to the analysis. Note that based on the SFWMD soil storage curves, the fillable
porosity is only about 5%. [40C-4.301(1)(e)(i), F.A.C.]
Please see the Geotechnical Report Addendum which states a porosity value
between 30 and 40 percent is acceptable. A value of 30 percent was used.
Please also see PONDS recovery analysis results under Design Computations.
3) The unsaturated vertical infiltration rate of 19.3 fpd is overestimated. The
permeability tests referenced in the geotechnical report are a measure of the saturated
soil conditions, and a factor of 2/3 should be applied to determine the unsaturated
vertical rate. Please revise the unsaturated vertical infiltration rate. [40C-
4.301(1)(e)(i), F.A.C.]
The unsaturated vertical infiltration rate has been revised to 12.8 7fpd. Please
see revised PONDS recovery analysis results under Design Compuations.
4) The plans reflect a sump around D-6 that is 2.5 ft below the pond bottom elevation.
The sump will contain standing/stagnant water and become overgrown with nuisance
vegetation. These conditions may cause difficulties from a maintenance standpoint and
may impede stormwater conveyance from the upstream areas. Please revise the
stormwater system as needed to eliminate the sump to facilitate stormwater conveyance
and maintenance. [40C-4.301(a)(a)(b)(i), F.A.C.]
The stormsewer has been completely revised. There is a bubble up structure at
the bottom of the pond elevation (19.50 ft) to eliminate any standing water in
the pond. Please see Construction Plans, revised grading and drainage plans.
5) The plans indicate that the D-1 grate elevation is lower than the overflow weir invert
elevation. Stormwater will back up through D-1 and flood the surrounding area.
Please revise the stormwater system design as needed. The structure grate elevations
should be higher than the 25-year/24-hour peak stage. [40C-4.301(1)(a)(b)(e)(i),
F.A.C.]
The peak stage of the pond for the 25 year/24-hour storm is 20.33 feet. The
overflow weir is set at 20.0 feet to meet water quality volume requirements. All
of the inlets are set at or above 20.40 feet. Please see Construction Plans,
revised grading and drainage plans.
6) It appears there is an error in the post -development flood routing. The max outflow
from "Ditch C" and max inflow into "Outfall" should not be equal to zero as indicated
in the node min/max conditions report. Please review and revise the model as needed.
Include both the node and link min/max conditions report with your next submittal.

The Ad1CPR model has been revised has and the necessary input with no
errors. Please see both the node and link min/max conditions reports under the
Design Computations.
7) The ICPR input data for pipe "Pre 10" is incorrect based on the survey and the post -
development pipe input parameters. Please revise the pipe invert elevation and pipe
size applied to the pre -development flood routing. [40C-4.301(1)(a)(b)(i), F.A.C.]

The "Pre 10" link has been changed in the pre-development,llood routing
model to reflect the same link "Existing 6" as the post -development flood
routing model. Please see revised AdICPR models under the Design
Computations.
8) The post -development site conditions do not improve the hydrologic soil conditions
in a manner to justify lowering the post -development pervious curve number. Please
revise the post -development composite curve number. Given the drainage area and
impervious area indicated in the cales, it appears the composite curve number is around
85. [40C-4.301(1)(a)(b)(i), F.A.C.]
Please see revised composite curve number calculations under the Design
Computations.
