VOCELLEo mINUTES OF mEETING OF DECEMBER IS, lg76 AND JANUARY §, lg77 WERE APPROVED. mOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE mAYOR GRAY, TO PAY'DECEmBER BILLS AMOUNTING TO C~RRIED. VICE mAYOR GRAY REPORTED THE STREET DEPARTMENT HAD PATCHED THE CITY STREETS LAST WEEK. HE ALSO MENTIONED THE TENNIS COURTS b~ERE BEING USED mORE SINCE CHRISTMAS, EVEN THOUGH THE CLOSING HOUR HAS BEEN PUSHED UP TO 8 P.m. A "NO PARKING" SIGN WILL BE PLACED IN FRONT OF THE TENNIS COURT TO GIVE THE GRASS A CHANCE TO GROW. THE BUILDING INSPECTOR REPORTED $249,388.00 IN NEW CONSTRUCTION DURING DECEMBER. IT INCLUDED TEN SINGLE FAMILY RESIDENCES. A TOTAL OF 79 SINGLE FAMILY RESIDENCES WERE BUILT IN SEBASTIAN DURING THE CALENDAR YEAR 1976, CHIEF CUmmINS REPORTED 178 COMPLAINTS DURING DECEMBER, NOT INCLUDING TRAFFIC STOPS. CHIEF CUMINS DISCUSSED A BROCHURE HE PLANS TO PUBLISH FOR THE RESIDENTS OF SEBASTIAN. iT HiLL CONTAIN INFORMATION PERTINENT TD CITY GOVERNMENT AND CITY ORDINANCES. COUNCILMAN SZELUGA NOMINATED "SKIP" GRAY AS VICE mAYOR, SECONDED BY COUNCILMAN JOACHIm AND CARRIED. mAYOR CRAGG PRESENTED HIS SlrANDING COM~IITTEES FOR 1977 cOmmENTING THERE WERE TWO VACANCIES ON THE ZONING & PLANNIng COmmISSION WHICH HE WOULD LIKE TO SEE FILLED AS SOON AS POSSIBLE. HE EXPLAINED THE CITIZENS MASTER PLAN PARTICIPATION COmmITTEE WAS RETAINED BECAUSE WE NOW HAVE TO GO INTO A COm- PREHENSIVE mASTER PLAN. THE mUNICIPAL CODE CORPORATION OF TALLAHASSEE, WHO RECODIFIED THE CITY"S CODE OF ORDINANCES AND CHARTER IN 1970, WILL HAVE A REPRESENTATIVE (mR. BARSTOW) AT THE WORKSHOP OR COONCIL mEETING NEXT mONTH TO DISCUSS BRINGING THE PUBLICATION UP TO DATE. mAYOR CRAGG STATED IT WILL BE NECESSARY TO RECODIFY BECAUSE OF THE CHANGES IN SOme ORDINANCES AND ADDITION OF NEW ORDINANCES. HE AND THE COUNCIL HAVE DISCUSSED REWRITING THE CITY CHARTER AND TO ACCOMPLISH THIS HE APPOINTED A COmmITTEE OF mR. L. 8. VOCELLE, VICE mAYOR GRAY ANDCCOUNCILmAN JOACHIm. mAYOR GRACO WILL BE EX OFFICIO TO HELP IN ANY WAY HE CAN. THE COmmITTEE WILL NOT START REVISING THE CHARTER UNTIL AFTER mR. BARSTOWeS VISIT. COUNCILNAN SZELUGA SUBNITTED A ROUGH DRAFT OF A PROPOSAL FOR REVISION OF CHAPTER 6 OF THE CODE OF ORDI- NANCES~ "ANINALS AND FOWL" AND ASKED THAT COPIES BE GIVEN TO NE~lBERS OF THE COUNCIL AND NR. VOCELLE FOR REVIEW PRIOR TO THE NEXT WORKSHOP ~EETING AND POSSIBLE PLACENENT ON THE FEBRUARY COUNCIL NEETING AGENDA. THE AaARDS CORlqITTEE AWARDED THE CONSTRUCTION OF TENTH STREET BID TO DICKERSON, INC. OF STUART, DICKERSON WAS THE LOaEST BIDDER ($20~017.00)~ $2,500 LESS THAN THE NEXT LOWEST BID. THE FUNDS FOR THIS PROJECT HAVE BEEN SET ASIDE ZN THE REVENUE SHARING ACCOUNT, NAYOR CRAGG REPORTED ON A REVENUE SHARING NEETING HE ATTENDED RECENTLY IN ORLANDO.
