THE FLORIDA LEAGUE OF CITIES, IN THEIR LETTER OF DECEMBER 19, URGED ALL CITIES TO WRITE TO THEIR
SENATORS AND REPRESENTATIVES EXPRESSING APPRECIATION FOR THE SUPPORT OF THE GENERAL REVENUE SHARING.
COUNCILMAN GASS SUGGESTED THE CITY PARTICIPATE IN THE LEAGUE'S SUGGESTION AND THE MAYOR AGREED.
WHEN QUESTIONED AS TO WHAT THE CITY COULD EXPECT IN FEDERAL REVENUE SHARING FUNDS THIS YEAR, MR.

FLOOD ASKED THE CITY ATTORNEY TO BRIEF THE MEMBERS OF 'THE COUNCIL ON THE LUNCHEON MEETING HE
ATTENDED TODAY ON THE GOLF COURSE. MR. KILBRIDE STATED CONCURRENTLY WITH THE DEVELOPMENT OF THE BIDS,
DETAILED SPECIFICATIONS WERE DRAWN UP SO THE CITY COULD GO OUT TO BID ON THE 26TH. A PROSPECTUS FOR
THE BOND ANTICIPATION NOTES AND THE BONDS IS BEING PREPARED. MR. LANCASTER, FELICITY HYDE, JOHN VAN
ANI~CERP, CHUCK ANKROM AND MR. KILBRIDE MADE A PRESENTATION TO A NUMBER OF LOCAL BANKING INSTITUTIONS,
INCLUDING REPRESENTATIVES OF TRUST DEPARTMENTS. IN AN EFFORT TO FIRST iNTEREST THEM IN PURCHASING SOME
FOR THEIR OWN PORTFOLIOS, PROVIDING FOR SELLING ON OUR BEHALF SO THE CITY WOULD NOT HAVE TO HAVE AN
UNDERWRITER DO IT FOR US AS WE HAVE PROVIDED FOR A TRUST INDENTURE. WE WOULD ASLO NEED A TRUSTEE
BANK, WHICH IS WHY WE ALSO INCLUDED THE TRUST OFFICERS WHO WOULD BE ADMINISTERING THE BONDS. EACH OF
THE PEOPLE PRESENT MADE A PRESENTATION OF THE PROPOSAL, BOTH PRIVATE AND THE FINANCIAL PROPOSAL, FOR
FINANCING THE BONDS TO THE FIVE LOCAL BANKING INSTITUTIONS. THE RECEPTION WAS GUARDED, BUT THEY
APPEARED INTERESTED. THEY WERE GIVEN THE PROSPECTUS, THE FINANCIAL STATEMENT AND ALL THE DOCUMENTS
YOU HAVE SEEN. WE HAVE ASKED FOR A REPLY FROM THEM WITHIN ONE WEEK TO DETERMINW IF THEY WOULD BE
WILLING TO ASSIST US IN SELLING THE BONDS OR TO ACT AS TRUSTEE.
THE SELECTION OF A PART TIME BUILDING INSPECTOR BY .THE CITY COUNCIL WAS DISCUSSED. IT WAS THE OPINION
OF THE COUNICL THAT THE APPLICATIONS SHOULD~BE SCREENED BY THE PERSONNEL OFFICER AND THE BUILDING
INSPECTOR AND A MINIMUM OF THREE APPLICATIONS SUBMITTED TO THE COUNCIL FOR INTERVIEWS.

NOTICED THERE WAS SOME CONFUSION IN ONE OF THE SECTIONS WHICH HE WANTED TO BRING TO THE ATTENTION OF THE
AWARDS COMMITTEE, WHO IN TURN SHOULD BEING IT TO THE ATTENTION OF THE PROSPECTIVE BIDDERS. SECTION 6 OF
THE SPECS, - INSTALLATION AND INSPECTION OF THE SPRINKLER SYSTEM. SECTION 608 AND SECTION 609 ARE
EQUIPMENT, BUT THE TWO PARAGRAPHS ARE DIFFERENT. ALSO 609 AND 610 ARE A DUPLICATION, AS WELL AS

STREET DEPARTMENT SUPERVISOR REPORTED 1724 MANHOURS WERE SPENT DURING DECEMBER IN BLACKTOPPING.
LOT OF TIME WAS SPENT PUTTING UP AN TAKING DOWN THE STREET CHRISTMAS DECORATIONS, AND STREET MARKERS
ARE STILL BEING PAINTED. MAYOR FLOOD HAS MADE AN AGREEMENT WITH MR. BURNS, SCHOOL SUPERINTENDENT, TO
PULL THE PLAYGROUND EQUIPMENT WHEN THE CITY TAKES OVER THE SCHOOL PROPERTY, AND TRANSFER IT TO THE NEW
SCHOOL GROUNDS. IN RETURN, THEY WILL ALLOW US TO HAUL AWAY THE MUCK, WHICH IS BEING DONE NOW. TO
HOLD THE WHITE SAND DOWN AT THE NEW PARK SITE, IT IS BEING TOPPED WITH THE MUCK. WITH THE RAINS IN
APRIL AND MAY, IF SEED IS PLANTED, PERHAPS WE WILL HAVE SOME GRASS AND CAN HOLD THE FOURTH OF JULY
CELEBRATION IN THAT PARK.
THE DIRECTOR OF FINANCE ADVISED THE CITY HAS TAKEN IN $85,544 DURING THE FIRST QUARTER OF THE FISCAL
YEAR, WHICH IS ABOUT 11% OF THE EXPECTED REVENUE. THIS SMALL PERCENTAGE IS DUE PRIMARILY BECAUSE THE

CODE OF ORDINANCES DEFINING SAND MINING; STATING INTENT; REQUIRING PERMIT; STATING CONDITIONS OF
PERMIT; PROCEDURE FOR REVOCATION AND APPEALS; IMPOSING PENALTTES, PROVIDING AN EFFECTIVE DATE.
REGULAR COUNCIL MEETING - JANUARY 12, 1981
MEETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7 P.M. AND VICE MAYOR GRAY LED THE SALUTE
THE FLAG.
PRESENT: VICE MAYOR GRAY, COUNCILMAN OBERBECK, COUNCILWOMAN MCKINLEY, COUNCILMAN GASS, MAYOR FLOOD,
AND ATTORNEY KILBRIDE.
MAYOR FLOOD ANNOUNCED, WITH THE COUNCIL'S APPROVAL, HE WOULD LIKE TO P~ESENT AN UPDATE ON CABLEVISION
ACTIVITIES WITHIN THE CITY.
VICE MAYOR GRAY MOVED THAT THIS MATTER BE BROUGHT ON THE FLOOR AND COUNCILMAN OBERBECK SECONDED IT.

MAYOR FLOOD INTRODUCED MR. BILL SISK, THE NEW AREA MANAGER OF JONES INTERCABLE. MR. SISK SAID HE UNDER-
STOOD THE FORMER MANAGER HAD PROMISED MOST OF THE SYSTEM WOULD BE COMPLETED BY DECEMBER, BUT TO DATE ONLY
ABOUT HALF OF THE WORK HAS BEEN COMPLETED. TO CORRECT THIS UNSATISFACTORY SIUTATION, THE SEBASTIAN OFFICE
HAS BEEN AUTHORIZED TO HIRE AS MANY CREWS AS NECESSARY TO COMPLETE THE WORX AS SOON AS POSSIBLE ~ MR.
KEN VICKERS, TECHNICAL ADVISOR, WAg INTRODUCED TO THE COUNCIL. MR. VICKERS EXPLAINED THE STATUS OF THE
PROGRAM TO DATE AND DESCRIBED iN DETAIL THE WORK PLANNED. THE CABLE SHOULD BE LAID WITHIN THE NEXT TWO
MONTHS, AFTER WHICH A MONTH WOULD BE REQUIRED TO FINISH THE INSTALLATION. SUB-CONTRACTORS HAVE BEEN
ENGAGED TO DO SOME OF THE INSTALLATION WORK. MR. FLOOD THANKED MR. SISK AND MR. VICKERS FOR THEIR
ASSISTANCE AND COOPERATION.
THE MINUTES OF THE REGULAR COUNCIL MEETING OF NOVEMBER 18, 1980 AND DECEMBER 8, 1980, AND THE PUBLIC
HEARING OF DECEMBER 3, 1980 WERE APPROVED AS READ.
COUNCILMAN OBERBECK, RECREATION COMMITTEE CHAIRMAN, REPORTED AS FOLLOWS:

COUNCILMAN GASS REPORTED FLORIDA POWER & LIGHT IS AWAITING PERMISSION FROM PUBLIC SERVICE COMMISSION TO
CHANGE OUR STREET LIGHTS FROM LUMEN MERCURY VAPOR TO SODIUM VAPOR.
MAYOR FLOOD ASKED THE MEMBERS OF THE PUBLIC TO ATTEND A MEETING AT THE VERO BEACH COUNCIL CHAMBERS ON
JANUARY 20 BETWEEN 9: 30 AND 10 A.M. WHEN THE CITY DELEGATE WILL MEET WITH SENATORS LEWIS, JOHNSTON AND
CHILDERS, AND POSSIBLY DALE PATCHETT~ REGARDING THE CITY'S REQUEST NOT ONLY TO WIDEN S. R. 512 BUT TO
REMOVE THE HILL IMMEDIATELY WEST OF THE FLORIDA EAST COAST RAILWAY ON STATE ROAD 512.
CHIEF CUMMINS REPORTED 399 COMPLAINTS ANSWERED BY HIS OFFICE DURING DECEMBER, NOT INCLUDING TRAFFIC
STOPS.
APPROXIMATELY 200 PEOPLE ATTENDED THE BURGLARY SEMINAR AT THE COMMUNITY CENTER ON JANUARY 6TH, AT WHICH
TIME CHIEF CUMMINS INTRODUCED THE NEW CRIME WATCH SIGNS.. NINETEEN SUCH SIGNS HAVE BEEN PLACED THROUGHOUT
THE CITY. THE PROGRAM HAS BEEN IMPLEMENTED AND THE CHIEF ENCOURAGED ALL CITIZENS TO JOIN.
CHIEF CUMMINS ASKED THAT NEGOTIATIONS BEGIN AGAIN FOR INSTALLATION OF A TRAFFIC SIGNAL LIGHT AT US HWY 1
AND SR 512. THE LARGER THE POPULATION OF THE CITY AND THE AREA, THE MORE NEED THERE IS FOR SUCH A LIGHT.
THE BUILDING INSPECTOR REPORTED 19 SINGLE FAMILY HOUSES DURING DECEMBER FOR A TOTAL VALUE OF $787,400.00.
OTHER ADDITIONS AND ALTERATIONS AMOUNTED TO $52 ,487.00 FOR A TOTAL OF $839,887 FOR THE MONTH. TOTAL
PERMIT FEES AMOUNTED TO $4,031.50. THERE WERE 80 SINGLE HOUSES BUILT IN 1980 VS. 58 IN 1979.
