MEETING CALLED TO ORDER BY MAYOR CRAGG AT ?:00 P.M. FOR THE PURPOSE OF REVIEWING THE CITY OF
SEBASTIAN'S NEW ZONING ORDINANCE. THERE BEING NO RESPONSE FROM THE AUDIENCE, A MOTION WAS MADE BY
VICE MAYOR YATES AND SECONDED BY COUNCILMAN HOOSE, TO ADOPT THE ORDINANCE WITH AMENDMENTS AND CHANGES
AS STATED.
ROLL CALL VOTE - AYES - VICE MAYOR YATES, COUNCILMEN KINARD, HOOSE, FLOOD, AND MAYOR CRAGG.
NAYS - NONE.
CARRIED.
FINAL PASSAGE OF THIS ORDINANCE WILL BE TAKEN UP AT THE REGULAR COUNCIL MEETING OF JANUARY 14, 1974.
CiTY ATTORNEY REMINDED COUNCIL THAT NEW ZONING MAP BEING PREPARED BY ADLEY ASSOCIATES WOULD BECOME A
PART OF THiS ORDINANCE DN ITS FINAL PASSAGE, OBSOLETING PRESENT WALL MAP.

MAYOR CRAGG CALLED THE MEETING TO ORDER IMMEDIATELY FOLLOWING THE PUBLIC HEARING.
PRESENT: VICE MAYOR YATES, COUNCILMEN FLOOD, HOOSE, KINARD AND mAYOR CRAGGo
MINUTES OF THE REGULAR MEETING, DECEMBER lO, 1973 and special meeting of januery 9, 1974 WERE ACCEPTED
WITH CORRECTIONS NOTED.
mOTION ~Y COUNCILMAN FLOOD AND SECONDED BY COUNCILMAN HOOSE TO PAY DECEMBER BILLS IN THE AMOUNT OF
$6883,35. CARRIED AND SO ORDERED.
mR. LLOYD HARRISON, RESIDENT DF SEBASTIAN HIGHLANDS, PRESENTED A PETITION ASKING THE CITY COUNCIL TD
DELAY ACCEPTING THE SEBASTIAN HIGHLANDS YACHT CLUB FROm GDC AND SPOKE AT SOME LENGTH REGARDING THE
ATTITUDE OF THE RESIDENTS TOWARD THiS ACTION.
MR. GORDON ROTH ALSO SPOKE AND PRESENTED A PETITION WITH 271 NAMES.
IN REPLY TO A QUESTION ON A DITCH PROBLEM IN THE ORANGE HEIGHTS AREA, MAYOR CRAGG STATED THE CITY IS
LOOKING INTO THE SITUATION IN AN EFFORT TO RESOLVE THE PROBLEM.
COMMITTEE REPORTS
VICE MAYOR YATES REPORTED GROUND HAS BEEN BROKEN FOR THE COMMUNITY BUILDING AND THE FOOTER HAS BEEN STARTED.
COUNCILMAN HDDSE ADVISED THE NEW SPRINKLER SYSTEM HAS BEEN INSTALLED IN THE CEMETERY AND IS NOW OPERATIVE.
COUNCILMAN FLOOD VISITED MR, DUDEN iN TALLAHASSEE REGARDING THE GRANT FOR THE CITY PARK. IF THE CITY
ACCEPTS THE OFFER FROM GDC TD TAKE OVER THE SEBASTIAN HIGHLANDS YACHT CLUB, THE STATE WILL BE AGREEABLE TO
CONSIDER FINANCING THE ADJOINING PROPERTY.
THE CITY CLERK ANNOUNCED THE MEMORANDUM AGREEMENTS WITH MERLE A. GOLDSMITH, SUPERINTENDENT OF CONSTRUCTION,.
AND RHDDERIC F. TAYLOR, ARCHITECT, CONCERNING THE COMMUNITY BUILDING, HAVE BEEN RETURNED SIGNED.
MOTION WAS MADE BY COUNCILMAN HDOSE AND SECONDED BY COUNCILMAN YATES TO ACCEPT WITH REGRET THE
RESIGNATION OF MR. GORDON ROTH AS CHAIRMAN DF THE PLANNING AND ZONING COMMISSION, CARRIED.
THE SEBASTIAN RIVER AREA DISTRICT OF VFW, POST #10210, REQUESTED RELIEF OF THAT PORTION OF THE DEED AS
PERTAINS TO REVERTING ASSIGNING OR ENCUMBERING. THIS RELIEF WOULD BE IN THE FORM DF SUSPENSION ONLY FOR
THE NECESSARY TIME DR TERM OF A MORTGAGE,AT THE END OF WHICH THE SUSPENSION "CLAUSE OR LETTER~ WOULD
AUTOMATICALLY TERMINATE AND THE DEED WOULD REVERT TO ITS ORIGINAL FORM AND INTENT. POST #10210 IS
READY TO CONTRACT FOR A 40X60 FT BUILDING.
MOTION WAS MADE BY VICE mAYOR YATES AND SECONDED BY COUNCILMAN HOOSE THAT THAT PORTION OF THE DEED
REFERRING TO ENCUMBRANCE FOR THE LENGTH OF THE MORTGAGE ONLY, BE REMOVED SO THE VFW CAN PROCURE THE
MORTGAGE TO PROCEED WITH ITS PLAN TO ERECT A BUILDING. CARRIED.
ANNOUNCEMENTS
DUE TO THE MANY COMPLAINTS RECEIVED, MAYOR CRAGG DIRECTED THE POLICE CHIEF TO BE MORE STRICT IN ENFORCING
THE CITY ORDINANCE DN LEASH LAWS.
MAYOR CRAGG EXPLAINED THE COUNTYWIDE FIRE SYSTEM AND WORK WILL BE CONTINUED ON THIS PROJECT.
PLANS ARE IN PROGRESS TO RENOVATE CITY HALL AND WORK SHOULD COMMENCE IN A FEW MONTHS. AFTER COMPLETION,
THE CITY HALL WILL BE A MORE ATTRACTIVE AND COMFORTABLE PLACE TO MEET.
MAYOR CRAGG WILL BE AVAILABLE iN HIS OFFICE EACH MONDAY, WEDNESDAY, AND FRIDAY FROm 9:00 TO 11:00 A.M.
TO DISCUSS CITY MATTERS WITH THE PUBLIC AND WILL CONTINUE THIS SCHEDULE AS LDN~ AS THE NEED EXISTS.
THE FRIENDS OF EX-mAYOR ZIMMER WILL SPONSOR A TESTIMONIAL DINNER FOR HIM AT THE HOLIDAY INN-EAST ON
JANUARY 26 et ?:30 P.M. TICKETS ARE AVAILABLE AT THE FIRE DEPT., GRAY REALTY, AND CITY HALL.
MR. VOCELLE ADVISED THAT JUDGE SMITH RULED THE ANNEXATION PETITION BY DR. FISCHER AND MR. FLETCHER WAS
NOT SUFFICIENT AND DISMISSED IT. MR. VOCELLE AGREED TO AN EXTENSION OF 20 DAYS AS A COURTESY TO OR.FISHER
AND MR. FLETCHER. AS SOON AS THE AMENDED PETITION IS FILED, A MEETING WILL BE HELD WITH JUDGE SMITH°

VICE MAYOR YATES QUESTIONED MR. VOCELLE ON LEGAL PROCEDURE PERTAINING TO ADDITIONAL PARKING AREA FOR
COMMUNITY BUILDING.
MR. BEVANS, MANAGER OF CDC, SEBASTIAN HIGHLANDS, EXPLAINED AT LENGTH TO THE CITY COUNCIL AND THE PUBI
THE RELEASING DF SEBASTIAN HIGHLANDS YACHT CLUB PROPERTY TD THE CITY OF SEBASTIAN.
COUNCILMAN YATES COMMENTED THAT HE, AS A REPRESENTATIVE OF THE CITY, WOULD VOTE TO ACCEPT THIS LAND.
COUNCILMAN HOOSE STATED HE, TO0, WILL HAVE TO THINK OF THE PEOPLE OF THE CITY OF SEBASTIAN AND WOULD.
THEREFORE, VOTE TO ACCEPT THE PROPERTY.
COUNCILMAN KiNARD NOTED THAT WHILE RE, TOO, WAS A RESIDENT OF SEBASTIAN HIGHLANDS, AS A MEMBER OF THI
CITY COUNCIL HE MUST THINK FOR THE GOOD OF THE CITY AND ~ILL VOTE TO ACCEPT THIS PROPERTY.
MAYOR CRAGG ASKED IF ANY MEMBER OF THE COUNCIL WOULD LIKE TO MAKE A MOTION TO DELAY ACCEPTING THE
PROPERTY FOR A'MONTH, WHICH HAS BEEN SUGGESTED BY THE PROPERTY OWNERS PRESENT.
ViCE MAYOR YATES NOVE.D TO ACCEPT THE PROPERTY OFFERED BY GDC, NAMELY, THE SEBASTIAN HIGHLANDS YACHT I
SECONDED BY COUNCILMAN FLOOD, AND CARRIED.
COUNCILMAN FLOOD, CHAIRMAN OF THE PARKS & RECREATION COMMITTEE, STATED THAT AT THI~ TIME HE COULD SEI
REASON TO MAKE ANY CHANGES IN FUTURE USES OF THE YACHT CLUB.
MAYOR CRAGG STATED THE CITY WOULD NOT CONSIDER TAKING ANYTHING FROM THE PEOPLE OF SEBASTIAN HI
iN REGARD TO THE USE OF THIS FACILITY, BUT THAT THE BOAT RAMP WILL BE OPEN TO THE PEOPLE OF THE CITY
MR. BEVAN ASSURED THE CITY COUNCIL THAT THE PAPERWORK COMPLETING THIS TRANSACTION WOULD BE FORTHCOMi
IMMEDIATELY.
IN RESPONSE TO COUNCILMAN HOOSE'S REQUEST FOR CONSIDERATION OF AN ORDINANCE PROHIBITING THE SEALING I
DOORS IN LIVING QUARTERS, MR. VOCELLE VOICED THE OPINION.THAT SUCH AN ORDINANCE WOULD NOT BE LEGAL.
MOTION WAS MADE BY COUNCILMAN HOOSE AND SECONDED BY COUNCILMAN KINARD, TO DECLINE MEMBERSHIP IN THE
EAST CENTRAL FLORIDA REGIONAL COUNCIL. CARRIED.
VICE ~AYOR YATES AGREED TO CHECK FURTHER iNTO THE SALE OF THE CITY'S GARBAGE TRUCK.
MOTION BY COUNCILMAN YATES, SECONDED BY COUNCILMAN HOOSE, TO HIRE A SECRETARY FOR THE POLICE DEPT.,
AND, AS AN ADDITIONAL DUTY, TO ACT AS CROSSING GUARD~ WITH THE PROVISO THAT INCUMBENT CAN BE UTILIZEi
BY THE CITY CLERK WHEN THE POLICE DEPARTMENT WORK HAS BEEN COMPLETED.
COUNCILMAN FLOOD CALLED ATTENTION TO THE NEED FOR FURTHER DISCUSSION ON CHARGES FOR ELECTRICAL PERmI
FOR CHANGE OF SERVICE, REPAIR WORK, AND REMODELING. THERE IS NEED TO ESTABLISH A STANDARD RATE FOR
THIS TYPE WORK. mAYOR CRAGG SAID IT WILL HAVE TO BE DECIDED BY THE COUNCIL AND THEN TURNED OVER TO
MR. VOCELLE FOR AMENDING THE BUILDING ORDINANCE.
VICE MAYOR YATES REQUESTED A LETTER BE WRITTEN TO DOT REQUESTING FLASHING LIGHTS BE INSTALLED ON THE
SCHOOL ZONE SIGNS. MAYOR CRAGG AGREED TO WRITE SUCH A LETTER AND, IN THE MEANTIME, WE WILL CONTINUE
TO USE THE FLASHING LIGHTS WHICH THE POLICE CHIEF HAS INSTALLED.
EX-MAYOR ZImMER CONGRATULATED MAYOR CRAGG FOR A WELL CONDUCTED MEETING.
