Substantive decisions may not be made at Workshops (in accordance with R-97-02). 1. Mayor Cartwright called the Workshop to order at 7:04 p.m. 2. The Pledge of Allegiance was recited. 3. WORKSHOP ITEMS City Council reviewed proposed Land Development Code Amendment Ordinances 0-97-04 through 0-97-41, to determine which of them might need further review at a future workshop. The City Manager requested that the Community Development Director discuss amendment to conditional use criteria at this meeting. Each City Council member listed those ordinances which he or she had questions on. O-97-10 - the word "may" was changed to "shall" relative to other agencies being considered staff. 0-97-13 will be workshopped due to concerns relative to noise measurement. O-97-20 will be workshopped due to concerns relative to identity of complainants in code enforcement cases. 0-97-25 will be workshopped due to concerns relative to public notice requirements. O-97-31 and O-97-32 will be workshopped due to concerns relative to water and wastewater matters. The Community Development Director will work with the City Clerk to reword the title of 0-97- 36. Mrs. Damp expressed concern for simply stating "Community Development Director" throughout, therefore Council concurred with defining it as "Community Development Director or his designee". 0-97-39 and 0-97-40 will be workshopped due to concerns relative to length of time for extensions. Mayor Cartwright suggested that signs and sandmining be further workshopped. A brief discussion took place on the whether the Department of Community Development is established in the Code of Ordinances. TAPE I - SIDE II (7:48 p.m.) It was the consensus of City Council that no more than ten ordinances be brought for first reading at a time. City Council Workshop January 15, 1997 Page Three The Community Development Director stated that there has been a request from a local establishment to open a dance club to remain open after hours. He requested direction from City Council relative to conditional uses in which the COR zoning districts should be considered residential. City Council concurred to have him bring back amending language. The City Manager stated that the January 29, 1997 meeting at which the City Council would have convened as the Community Redevelopment Agency will be rescheduled due to statutory notice requirements. He said he has asked Clark Roumelis to inform staff and Council as to specific requirements. 5. Being no further business, Mayor Cartwright adjourned the workshop at 8:04 p.m. Approved at the ,1997 Regular City Council Meeting. Mayor Cartwright opened the public hearing at 6:04 p.m., the City Attorney read Resolution No. R-97-04 by title, and affected parties waived administration of the oath. The Community Development Director distributed a revised resolution with an added condition 9 and Planning and Zoning minutes dated 12/19/96, presented the staff report on the preliminary plat and recommended approval. City Council directed questions to the Community Development Director relative to markers placed prior to final plat approval, and assurance that sidewalks will be constructed. The Community Development Director suggested a condition 10 relative to installation of sidewalks during house construction. Warren Dill, representing applicant Harold Adams, suggested verifying in condition 8 that the drawings are "construction" drawings and stated that project engineer Randy Mosby had informed him that the deed restrictions require homeowners to install sidewalks during construction. The Community Development Director recommended approval ofR-97~04 as amended. The Community Development Director gave a brief presentation on the agreement. TAPE I - SIDE II (6:49 p.m.) His presentation continued, he noted a typo on page 5 of the agreement which has been corrected and recommended approval. MOTION by Halloran/Cartwright I move to approve the agreement between the City and Cornerstone Select Homes, Inc. relating to Sebastian Island involving certain land trades, vacation of certain right-of-way and creation of certain easements.
