PRESENT: VICE MAYOR DOROTHY MCKINLEY COUNCILMAN RICHARD SZELUGA COUNCILMAN KENNETH ROTH COUNCILWOMAN EINDA KEENAN MAYOR JIM GALLAGHER ATTORNEY THOMAS PALMER MAYOR GALLAGHER ANNOUNCED THE BEGINNING OF THE BID OPENING FOR THE GOLF COURSE TRUCK. DEPUTY CITY CLERK, ELIZABETH REID, STATED THAT NO BIDS WERE RECEIVED. MAYOR GALLAGHER STATED THAT HE WOULD THEN LIKE TO MAKE IT AN AGENDA ITEM UP FOR DISCUSSION UNDER OLD BU!SNESS. ATTORNEY PALMER, CITY ATTORNEY, READ THE PROCLAMATION PRAISING THE SEBASTIAN CONSTRUCTION BOARD FOR ITS" EFFORTS. THERE WER,~N~,,RE~ES~V~F~M THE CONSTRUCTION BOARD TO ACCEPT THE PROCLAMATION. ON SUNDAYS AND :.. PERMITTING THE SALE OF ALCOHOLIC BEVERAGES FROM MIDNIGHT TO 1:00 A.M. ON SUNDAY NIGHTS, ALSO EXTENDING THE HOURS FOR THE SALE OF ALCOHOLIC BEVERAGES TO 3:00 A.M. ON THE EARLY MORNING HOURS OF JANUARY 1, PROVIDING AN EFFECTIVE DATE. MOTION BY VICE MAYOR MCKINLEY SECONDED BY COUNCILWOMAN KEENAN TO TABLE THE ORDINANCE UNTIL NECESSARY TO BRING IT UP AGAIN. MAYOR GALLAGHER EXPRESSED HIS DISAPPOINTMENT IN THE BUSINESSMEN OF THE COMMUNITY THAT HAD WISHED FOR THE ORDINANCE TO BE PASSED, BUT DID NOT ATTEND THE MEETING TO PRESENT THEIR VIEWS, MAYOR GALLAGHER STATED HE WOULD LIKE THE COUNCIL TO DEFEAT THE MOTION AND INTRODUCE A NEW MOTION TO REJECT THE ORDINANCE. ROLL CALL VOTE: AYES: VICE MAYOR MCKINLEY NAYS: COUNCILMAN SZELUGA COUNCILMAN ROTH COUNCILWOMAN KEENAN MAYOR GALLAGHER MOTION DENIED. MOTION MADE BY MAYOR GALLAGHER, SECONDED BY COUNCILWOMAN KEENAN, TO REJECT THE ORDINANCE. ROLL CALL VOTE: AYES: VICE MAYOR MCKINLEY COUNCILMAN ROTH COUNCILWOMAN KEENAN MAYOR GALLAGHER NAYS: COUNCILMAN SZELUGA MOTION CARRIED. MAYOR GALLAGHER STATED THAT NO BIDS WERE RECEIVED FOR THE GOLF COURSE TRUCK AND THAT IT WAS COUNCIL'S DECISION WHETHER TO REBID THE TRUCK OR TO PURSUE PURCHASING THE TRUCK UNDER STATE CONTRACT. COUNCILMAN ROTH QUESTIONED THE NECESSITY OF A FOUR WHEEL DRIVE TRUCK. MR. ZENO RAWLEY, GOLF COURSE MANAGER, STATED THAT THE FOUR WHEEL DRIVE TRUCK WAS NECESSARY FOR PULLING OUT TRACTORS THAT BECOME STUCK IN THE SAND TRAPS. THE FOUR WHEEL DRIVE TRUCK WOULD NOT DAMAGE THE GREENS, AS WOULD A STANDARD T~UCK~ MINUTES REGULAR COUNCIL, BID OPENING, PUBLIC HEARING JANUARY'16, 1985 COUNCIL STATED THAT THEY WOULD LIKE MR KRAGES TO GO OUT AND GET PRICES UNDER STATE CONTRACT AND COME BACK TO COUNCIL WITH A RECOMMENDATION FOR THE FEBRUARY WORKSHOP MEETING. UNDER MAYOR'S MATTERS, MAYOR GALLAGHER BROUGHT TO THE COUNCIL'S ATTENTION THAT THE COUNCIL CHAMBERS NEED REPAINTING AND MR. WILLIAM BEPLER AND STAFF WERE IN THE PROCESS OF REMOVING OLD PAINT FROM THE WALLS AND REPAINTING WITH SPECIAL COATING. TOTAL PRICE OF PROJECT APPROXIMATELY $250.00 TO $300.00. MAYOR GALLAGHER BROUGHT TO COUNCIL'S ATTENTION THAT THERE WAS SOME DAMAGE DONE AT THE COMMUNITY CENTER, COMPLAINTS HAVE BEEN FILED BY THE POLICE DEPARTMENT. MAYOR GALLAGHER ASKED COUNCILWOMAN KEENAN TO BRING THIS MATTER TO THE ATTENTION OF THE PARKS AND RECREATION COMMITTEE. MAYOR GALLAGHER ALSO STATED THAT POSSIBLY ORGANIZATIONS FROM OUTSIDE OF THE COMMUNITY MIGHT BE MADE TO SHOW MORE RESPONSIBILITY TOWARD THE'COMMUNITY CENTER IN BEING CHARGED A HIGHER DEPOSIT. MAYOR GALLAGHER STATED THAT.HE DID NOT THINK THAT THIS SHOULD APPLY TO THE RESIDENTS OF SEBASTIAN. COUNCILWOMAN KEENAN STATED THAT THE PARKS AND RECREATION COMMITTEE HELD A SPECIAL MEETING CONCERNING THIS MATTER AND HAVE DECIDED TO HAVE A PARKS AND RECREATION COMMITTEE MEMBER ATTEND ALL FUNCTIONS AT THE COMMUNITY CENTER OF THAT NATURE. COUNCILWOMAN KEENAN ALSO STATED THAT THE PERSON IN CHARGE OF THE FUNCTION WHEN THE DAMAGES OCCURRED IS AWARE THAT SHE WILL BE RECEIVING BILLS FOR THE DAMAGES. FINANCE DIRECTOR, CAROL CARSWELL, ADVISED THAT SHE HAD LEARNED THAT THE GOLF COURSE CERTIFICATE OF DEPOSIT WHICH WAS THOUGHT TO BECOME DUE IN 1986, ACTUALLY iS DUE IN 1991. IN 1981, A TEN YEAR CERTIFICATE WAS PURCHASED FOR A FIVE YEAR NOTE. SHE HAS TALKED TO WILLIAM HOUGH AND COMPANY, THE UNDERWRITER, AND THEY WILL CHECK FURTHER INTO THIS. IF THE CERTIFICATE OF DEPOSIT IS WITHDRAWN~E,~,RLY_.IqF~RE WI~Lr~Er~L~PENALTY OF $10,000.00. MRS.
