Seating called to order by President Anderson.
Those answering roll call were M~or Middleton,President Anderson,Councilmen Sembler,
Letohworth,Elllngsen and Park.
Minutes of last meeting of Jan.3rd. read and approved.
Bids ~eceived from five different parties as to repairing the City Hall Hoof were read
and considered and after some discussion the Council decided to hold over for another
meeting so members of the Council can stud3~the digferent prices and ways to repair
the roof.
Councilman Sembler introduced an Ordinance entitled" An Ordinance Regulating the operation
of vehicles over an~ upon the Highways,public streets and alleys of the City of Sebastian,
Florida;and within the corporate limits thereof; provided for traffic signs and signals;
defining reckless ~riving and prohibiting the operation of vehicles by persons under the
influence of narcotic drugs or ~mtoxicating liquor and habitual usere of narcotic drugs;pro'
vldln~ for certain speed regulations;requiring signaling by operators of vehicles;requiring
certain equipment on vehicles and providing regulations for the use thereof; prescribing
penalties for the vlolatlon~of this Ordinance;and repealing conflicting ordinances.
Upon motion by Councilman Sembler and seconded by Councilman Letchworth and unanimously
carried,said ordinance was read the first time in full with the understanding that articles
(b) and (c) in section ~- be stricken out.

carried, said ordinance was read thebseoonded time by title only;there being no amendments
offered upon motion by Councilman Sembler and seconded by Councilman Letchworth said
ordinance was read the third time by title only and placed upon its final passage.
The roll bel~ called upon ~he final passage of said Ordinance the result was as follows:
Ayes: Councillen Anderson,Sembler,Letchworth,Ellingsen a.hd ParX.
Rays= None.
Thereupon said ordinance having received an affirmative vote of three fifths of all mmbers
of the Council was declared duly adopted and upon being presented to the Mayor and having
received his approval was numbered as 0hapter 119 of the Ordinances of said City qnd was there
upon duly posted a~ the door of the City Hall of the City of Sebastian in accordance with the
provisions of section 85 of ~hapter 16683 of the laws of ~lori da , be lng the Charter of the
0ity.
It was moved by Councilman Letchworth and seconded by Councilman Elllngsen to notify all
property owners where drain ditches run through their property to clean out said ditches
to keep water from backing up in same.Property owners will be given thirty .days to take
care of the cleaning out of the ditches,and if nothing being done at the end of thirty
days the City would clean out said ditches and assess the owner whatever the cost might be.
The above motion must have the approval of the City Attorney. Carried.
The Mayor was granted authority to take care of the filling of ditch in front of the ~eer
p~operty at Washington Pl.and Highway 1,to the extent of buying pipe for said ditch and
have ditch filled to conform with the regular grade of highway.¢~ried.
It was moved by 0ouncllman ~etchworth and seconded by Oouncilman Ellingsen to purchase
a piece of State owned property at the entrance of the Sebastian Oemetary for the cost of
fifteen dollars, carried.
The Women's Club of Sebastian was represented at the Oouncil meeting and asked cooperation
of the City in restoring the chuffel board courts in City Park,whereby 0ouncllman Letchworth
moved that the City pay for the material to build two new courts and to repair the two old
courts.Said motion was seconded by ~ounoilman~embler,Oarrled.
