HE RECOMMENDED THAT THE COUNCIL CONSIDER THIS AND POSSIBLY DISCUSS IT FURTHER AT THE END OF THE MEETING. MAYOR FLOOD REPORTED THAT HE HAS MET WITH THREE INSURANCE COMPANIES INCLUDING OUR PRESENT INSURER AND IS EXPECTING TO HAVE A REPORT BACK FROM THEM WITHIN THREE WEEKS AND RECOMMENDED THAT A WORKSHOP MEETING BE HELD TO DISCUSS THIS FURTHER. MAYOR FLOOD RECOMMENDED THAT THE CITY ATTORNEY CHECK INTO THE LEGALITY OF JUST GETTING QUOTES FROM INSURANCE COMPANIES INSTEAD OF GOING THROUGH A BID PROCESS, SINCE THIS IS A VERY COMPETITIVE FIELD. A TARGET DATE OF APRIL 1, 1984 WAS SET FOR IMPLEMENTATION OF A NEW POLICY. NEW BUSINESS: ATTORNEY KILBRIDE READ FOR THE FIRST TIME BY TITLE ONLY AN ORDINANCE AMENDING SEC. 23-1, CODE OF ORDINANCES, CITY OF SEBASTIAN, FLORIDA, BY EXTENDING THE NAME OF LANDSDOWNE DRIVE TO STRAIT AVENUE: PROVIDING A NON- REPEALER CLAUSE, EFFECTIVE DAT.E AND SEVERABILITY CLAUSE. MOTION BY COUNCILWOMAN MCKINLEY, SECONDED BY COUNCILMAN GALLAGHER, TO ACCEPT THE FIRST READING BY TITLE ONLY OF AN ORDINANCE AMENDING SEC. 23-1, CODE OF ORDINANCES, CITY OF SEBASTIAN, FLORIDA, BY EXTENDING THE NAME OF LANDSDOWNE DRIVE TO STRAIT AVENUE: PROVIDING A NON - REPEALER CLAUSE, EFFECTIVE DATE AND SEVERABILITY CLAUSE. MINUTES: REGULAR COUNCIL MEETING JANUARY 18, 1984 COUNCILMAN SZELUGA COMMENTED THAT THIS ORDINANCE HAD NOT BEEN PRESENTED TO THIS COUNCIL PRIOR TO THIS FIRST READING AND WOULD LIKE TO READ A DOCUMENT FIRST BEFORE HE VOTES ON IT. MAYOR FLOOD STATED THAT A PUBLIC HEARING WOULD BE HELD ON FEBRUARY 15, 1984, PRIOR TO THE REGULARLY SCHEDULED COUNCIL MEETING. AFTER SOME DISCUSSION CONCERNING THE GARBAGE AND TRASH PICK UP RESOLUTION, ATTORNEY KILBRIDE EXPLAINED THAT SINCE THE CITY IS AT ITS MAXIMUM MILAGE RATE ALLOWED BY THE STATE OF'FLORIDA AND WISHES TO CONTINUE TO RECEIVE THE 1/2 CENT SALES TAX, THE QUESTION CONCERNING MANDATORY GARBAGE AND TRASH COLLECTION MUST BE PLACED ON THE BALLOT FOR THE CITIZENS OF THE COMMUNITY. IT WAS COUNCILMAN GALLAGHER'S FEELING THAT THERE STILL SEEMS TO BE A CONSIDERABLE AMOUNT OF QUESTIONS CONCERNING THE MANDATORY GARBAGE AND TRASH COLLECTION AND RECOMMENDED THAT THE APPOINTED COMMITTEE RECONVENE TO REVIEW THE RESOLUTION AND THE ISSUE FURTHER AND POSSIBLY HAVE IT READY FOR THE FALL BALLOT. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, TO TABLE THE RESOLUTION CONCERNING GARBAGE AND TRASH PICK UP UNTIL WE CAN RECONVENE THE REFUGE COMMITTEE AND TAKE A BETTER LOOK AT IT. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, TO GRANT PERMISSION FOR ALCOHOLIC BEVERAGES TO BE SERVED AT THE SEBASTIAN COMMUNITY CENTER ON JANUARY 19, 1984 AND FEBRUARY 18, 1984. MOTION CARRIED. THE CITY CLERK READ A REQUEST FROM THE SEBASTIAN JUNION WOMEN'S CLUB, REQUESTING THE FREE USE OF THE SEBASTIAN COMMUNITY CENTER ON FEBRUARY 25 AND MARCH 21, 1984, FOR TWO DANCES AND PERMISSION TO SERVE ALCOHOLIC BEVERAGES. COUNCILMAN GALLAGHER COMMENTED THAT FEES AND DEPOSITS HAVE BEEN ESTABLISHED FOR THE USE OF CITY BUILDINGS AND SINCE WE HAVE BEEN GRANTING THE FREE USE TO VARIOUS COMMUNITY GROUPS, THAT IT BE DECIDED WHETHER TO STOP IT OR ALLOW IT TO CONTINUE. BROUGHT BEFORE THE COUNCIL FOR A DECISION. COUNCILMAN GALLAGHER STATED THAT HE WOULD BRING THIS MATTE~--~EF~ THE PARKS AND RECREATION COMMITTE~ REPORT BACK TO THE COUNCIL. ~ ~ ~ C MOTION CARRIED. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY VICE MAYOR FITZMAURICE, THAT THE AMERICAN .LEGION BE ALLOWED TO USE THE CITY'S PIANO FOR AN 'ANNIVERSARY DINNER TO BE HELD ON FEBRUARY 12, 1984. MOTION CARRIED. MAYOR FLOOD SUGGESTED THAT THE COUNCIL CONSIDER THE POSSIBILITY OF CLOSING THE TRUMAN STREET (SECOND STREET) RAIL ROAD CROSSING AND SWITCH IT DOWN TO THE STRATTON AVENUE EXTENSION. AFTER SPEAKING TO THE DEPARTMENT OF TRANS- PORTATION AND THE FLORIDA EAST COAST RAIL ROAD CONCERNING RE-APPLICATION FOR THE SWITCH, THEIR OPINIONS SEEMED TO BE FAVORABLE. AFTER SOME DISCUSSION, IT WAS THE GENERAL CONCENSUS OF THE COUNCI~ TO DISCUSS THIS MATTER FURTHER AT THE NEXT WORKSHOP MEETING. MOTION BY COUNCILMAN GALLAGHER, TO BRING TO THE FLOOR FOR DISCUSSION AND POSSIBLE ACTION THE. REQUEST TO USE THE SEBASTIAN COUNCIL CHAMBERS FOR A MEET THE CANDIDATE NIGHT.
