Call to Order -- Chairperson Drumheller called the meeting to order at 6:00 p.m. II. Pledge of Alleqiance was recited by all. III. Roll Call Present Mr. Mauro (Zoom) Ms. Drumheller Not Present Mr. Halleran Ms. White (Zoom) Ms. Webster Mr. Renzi -- Excused IV. Announcements and Agenda Modifications -- None V. ADDroval of Minutes All having indicated they had had a chance to review the Minutes of July 22, 2024, a motion approving the Minutes of July 22, 2024 as presented was made by Mr. Mauro, seconded by Ms. Webster, and approved unanimously via voice vote. VI. Public Input -- None VII. Unfinished Business Mr. Blankenship stated that there are several items that will continue to appear on the agendas until they are moved to a different level. A. Current Project(s) Update Riverview Park Planning This project planning is moving along. There is nothing that has come up to delay the project. ii. Bryant Court Playground Replacement Planning This project is still in the design stage. At some point, that will be brought before this Committee for discussion on color, style, etc. PARKS AND RECREATION ADVISORY COMMITTEE PAGE 2 MINUTES OF REGULAR MEETING AUGUST 26, 2024 iii. Backstops at Barber Street replacement RFP Backstops are still being designed. iv. Special Event Policy Discussion, September 11 Council Meeting This item will be presented to Council on September 11 m to discuss the Special Event Policy as it relates to for -profit events. Mr. Blankenship stated that there have been discussions by this Committee in the past months on this item. Staff will provide Council a couple of options and see where they want to go with it. Once they provide us with direction, staff will put together a policy statement and have it adopted and move on from there. Ms. Drumheller asked that, since this Committee does not have a meeting until the end of September, could Mr. Blankenship send to the Committee bullet points so that Committee members could also attend. Mr. Blankenship said he would do that. Ms. Drumheller stated that, if the Committee members have that information, some of the Committee members could go to the meeting just to have some public input from the Committee's perspective of what has been heard from constituents in the City. Ms. White agrees that it would be helpful to have some bullet points and then to see where we go from there. V. Born Learning Trail October 26, 2024 -- 8:00 a.m. to Noon. Mr. Blankenship stated staff will send out invitations to this Committee's members. Ms. White asked where this is going to be installed. Mr. Blankenship said it will be in Easy Street Park on the playground side on the interior of the sidewalk. Not on both sides, only on the interior of the sidewalk. B. Committee Member Park Updates Mr. Mauro stated that all is well with his four parks. He commented on a subject that was brought up at last month's meeting regarding impact fees. He recalled that Mr. Benton was to email the Committee members information on this subject, but Mr. Mauro has not received an email. Mr. Blankenship said he would take care of that. Ms. Webster stated that her parks are in good shape. Mr. Halleran stated he did notice a couple of small items in his parks such as weeds. He suggested that he could take some photos and then email those photos to Mr. PARKS AND RECREATION ADVISORY COMMITTEE PAGE 3 MINUTES OF REGULAR MEETING AUGUST 26, 2024 Blankenship. He thought both of his parks are very nice, and he will give them a lot of attention. Ms. Drumheller stated her three parks are doing well. She added that there is more activity at Periwinkle. She also said that she has not noticed any of the grass/weed clippings that were being blown back into the water, and the resident who brought it to her attention has also not noted any. Ms. White asked if scheduled pressure washing is still being done on the tables and benches because of the ducks at her park. Mr. Blankenship said yes. C. Upcoming Events at Riverview Park i. 9/11 Memorial on September 11, 2024 at 9:00 a.m. ii. POW/MIA Ceremony on September 20, 2024 at 9:00 a.m. iii. International Coastal Cleanup on September 21, 2024 at 9:00 a.m. VIII. New Business A. Touch and Tour Event September 14, 2024, City Hall 10:00 a.m. to 2:00 p.m. Mr. Blankenship said that in the back of this evening's agenda packet, there is the Touch and Tour flyer for this event, which will be September 1411 from 10:00 a.m. to 2:00 p.m. That will be here at City Hall, and part of it will be City and some County equipment here for kids and adults to get up close to. A lot of people like big trucks, and now they have an opportunity to get close to some of them. There will also be tours of the Senior Center and an art show at the Arts and Crafts facility. The Museum will be open, the Lagoon Council will be in attendance, the Senior Resource Center will have a representative present. There will be food available. The Centennial tent will be operational with merchandise for purchase. There will be a canine demonstration around noon. There are many activities that are planned. There will be additional parking at the Presbyterian Church. B. Treasure Coast Fitness Community Fitness in the Park First Saturday of the month The City has what is called Stroller Striders, which is an exercise program for parents and infants. The City has yoga in the park. Starting September 7th, there will be once -a - month free exercise classes all over the City in different parks. Riverview Park will be the PARKS AND RECREATION ADVISORY COMMITTEE MINUTES OF REGULAR MEETING AUGUST 26, 2024 PAGE 4 first one, and Treasure Coast Fitness will travel around the City the first Saturday of every month to offer a free exercise program for about an hour. Treasure Coast Fitness is doing an on-line registration. The program is free, but they are asking people to register, and they have quite a few folks registered for the first one on September 7t'. Ms. Drumheller asked regarding the September 14w event, will there be any social media information on the City's home page outlining the time schedule for the different events. Mr. Blankenship said yes. He added that the only thing that will be time certain will be the canine demonstration. He will be certain to put that on the City's Home Page. Everything else will be taking place during the whole four hours. Ms. Drumheller said that she likes the idea that the Community Fitness program will be moving from park to park. Sebastian has several parks that have wonderful space for such a program. Ms. Webster asked how that will be announced as to where it is going to be held and on which date. Mr. Blankenship said if you go to the QR code that is on the City's website, it gives you a list of where the programs will be held. IX. Items for the Next Aaenda and Date A. Sunshine Law Training Mr. Blankenship said that at the next meeting staff will have the Sunshine Law training. He realizes that most of the Committee members have been through this, but for those who have not been through it, the City Attorney will be here to guide you through that. She is going to have a pamphlet of dos and donts. Ms. Drumheller said that at this Committee's last meeting, it was discussed that the City staff were going to do a walk -around at Crabby Bill's. She asked if that happened. Mr. Blankenship said he thinks that the concrete benches are a part of the historic motif of that facility. He would be hesitant to move them until we know for sure if they are a part of the old history of that facility. Ms. Drumheller asked if there could be enough space for placement of another bench for walkers to stop and wait for the restroom or just to rest at Fishermen's Landing. Mr. Blankenship said he is certain there is enough space there. Ms. Drumheller asked if that could be made an agenda item and cost it out so the Committee could discuss whether that would be something to use discretionary funds for. She has had a lot of folks ask about this. Ms. White asked if there is still a policy for memorial benches. Mr. Blankenship said yes. PARKS AND RECREATION ADVISORY COMMITTEE PAGE 5 MINUTES OF REGULAR MEETING AUGUST 26, 2024 Mr. Halleran said, with the Centennial coming up, does the City of Sebastian have a time capsule. Mr. Blankenship said he is not certain about that, but he will check into it. Ms. Drumheller said there is a Centennial Committee, and she thinks they may have Facebook page and even a website. Mr. Blankenship said he would ask about that. Mr. Blankenship added that during the Halloween activities, the City will have a Pioneer Days category for folks who may want to dress as a Sebastian pioneer. That will be judged at the Halloween event, and the winners will be recognized at the December 8°i celebration. He said he thinks this category will be for ages two and up. The Halloween event will be October 18t'. He added that this date is early, but staff wanted to do it in conjunction with Halloween movie night, as that was the best date for everyone who is involved. He also said that the Police Department really wants to be involved and not have two separate events. Ms. Drumheller said that should be an agenda item for next month also in order to help get the word out. B. Next Meeting -- September 23, 2024 X.
