1. Mayor Harris called the meeting to order at 7:00 p.m.
2. Councilman McCarthy led the pledge of allegiance.
3. Invocation was given by Dr. Stan Sanford, First Baptist Church
of Wabasso.

Councilman McCarthy stated that Councilman Rondeau had been
through his surgery and the doctors are optimistic about his
condition.
Mayor Harris stated that Vice Mayor Roth was with his wife
following her surgery.

Mayor Harris announced the public hearing on the proposed North
County High School location at the Sebastian Elementary School on
Thursday, January 22, 1987, at 7:00 p.m.

Presentation of Plaque to Gregory Gore, Attorney for Code
Enforcement Board
Attorney Palmer read a proclamation award, honoring Attorney
Gregory Gore for his service to the city as counsel to the
Code Enforcement Board. Mayor Harris presented the award and
a plaque to Attorney Gore.

No bids were received. Mayor Harris said the repair must be
done under emergency status.

Mayor Harris opened the public hearings on the first two
ordinances at 7:08 p.m.. Attorney Palmer read both ordi-

comments from the public, the public hearings closed at 7:10

Mayor Harris opened the public hearing at 7:10 p.m. Attorney

Arthur Lemire said the rates for non-member walkers were
unfair.
A1 Chaloux said if implemented, this Ordinance would chase
people away from the golf course.
Mayor Harris closed the public hearing at 7:15 p.m.

Discussion on walkers took place. Bill Vincent requested that
walking times between January and April be set at the discre-
tion of the business manager.
MOTION amended by McCarthy/Vallone
To include"change member walking time to 1:00 p.m. and up
to the discretion of the Business Manager".
Discussion took place on amending the resolution at a later
date.

Councilman Vallone said he would turn minutes of the Equal
Opportunity Council over to the City Clerk.

Mayor Harris opened the public input at 7:30.
Arthur Lemire disussed item 10 (d). He recommended cutting the
Golf Course Director's salary and hiring a part-time person.
Mayor Harris closed the public input at 7:32 p.m.

I move we accept the minutes as presented for the Special

I move we accept the application as submitted, with the
use of alcoholic beverages and waiver of fees.

B. Bid for Air Conditioner-Engineering/Public Works
MOTION by McCarthy/Vallone
I move that we accept the recommendation of Hector Franco
for award of bid to Mil~Aire for $2498.00 from reserve funds.

C. Planning & Zoning Commission - Appointment of Alternate
Member (Carried over from 1/14/87)

I move we postpone this item until the February 4, 1987,
workshop meeting.
Councilman Vallone said for the record that the council should
accept the recommendation of the standing committees.

D. Golf Course Director - Letter from P. K. Moroney
MOTION by Vallone/McCarthy
I move that we write to Peter Moroney and tell him we are
not in a position to negotiate for a salary and thank him for
his interest.
VOTE on the motion carried unanimously. (3-0)
Councilman Vallone requested that this be a Workshop item for
February 4, 1987.

I move we place on tonight's agenda, discussion on the
emergency ordinance to place the question of a one half mill tax
increase for the North County Fire Taxing District.

This item was placed under new business as the first item.
Mayor Harris had a memo from the City Clerk requesting a lateral
file cabinet and a chair.
MOTION by Vallone/McCarthy
I move we place on tonight's agenda, discussion on the
request from the City Clerk for a lateral file and a chair.
VOTE on the motion carried unanimously. (3-0)
This item was placed under new business as the second item.
Mayor Harris said a letter of resignation would be received from
Ray Ladd the following morning, January 22, 1987. He said an
agreement for three weeks pay in the amount of $1600.00 as opposed
to $1800.00 if a hearing was required.
Councilman McCarthy requested that Mr. Ladd pay outstanding
invoices from Golf Course. Mayor Harris said Mr. Ladd had agreed
to do so.
12. CITY ~Q~NCIL MATTERS:
A lengthy discussion took place on repairs done to driveways and
swales on Englar Drive.
Councilman McCarthy disagreed with the repairs done and the
dumping of concrete on the banks of the Indian River. He said
that an ordinance exists that states that any driveway needing to
be brought into compliance with the code must be paid for by the
owner. He requested the amount of hours city workers had into the
repair and costs incurred.
Councilman Vallone requested that Council be kept abreast of all
matters.
Councilman McCarthy requested that this be an agenda item for the
February 4, 1987, workshop.
Discussion took place on the letter from Dale Patchett to Mr.
Vorrath.
Councilman McCarthy questioned the drainage repairs needed on
Laconia; whether a letter had been sent to Newton Krages regarding
the mobile home at the golf course, Mayor Harris said it had;
requested that Council instruct Bill Vincent to use golf course
rules dated October 10, 1984; and whether or not the city was charging
for use of the John Deere tractor at the airport and for pot hole
repair on Airport Drive, he was told both were being paid for by
the airport fund.

A. Attorney Palmer read, for the first time, by title only,
the following emergency ordinance:
AN ORDINANCE OF THE CITY OF SEBASTIAN, FLORIDA, APPROV-
ING, SUBJECT TO A REFERENDUM ELECTION, AN INCREASE IN
THE AUTHORIZED MILLAGE OF THE NORTH INDIAN RIVER COUNTY
FIRE DISTRICT FROM ONE-HALF MILL TO A MAXIMUM OF ONE
MILL; PROVIDING AN EFFECTIVE DATE.

I move we accept the ordinance as read by the City
Attorney.

B. CITY CLERK'S REQUEST FOR CHAIR AND LATERAL FILE
MOTION by Vallone/McCarthy
I move we grant the request of the City Clerk for a
lateral file and a chair in the amount of $700.00.
