CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Mayor Barnes called the workshop to order at 7:00 p.m. The Pledge of Allegiance was recited. References to page numbers in these minutes will be to the actual ordinance page number rather than the circle pagesforfuture reference. Only revisions in the language where consensus was reached are noted Section 20A-I~&I Review of the proposed ordinance began on page 24. Type II Low Intensilb' R~id~rgial/Commercial Page 25 - Line I - Limit to one outbuilding per property - Line 15 - Change "required" to "encouraged" - Line 18 - Change "must" to "may" - Line 21 - Change "required" to "encouraged" - Line 31 - Add language that walls are discouraged, should be decorative, and should not be higher than four feet - Line 36 - the Director of Community Development noted that height will be measured fxom the crown of the road throughout the Land Development Code Discussion took place on open space requirements and use of submerged land. Page 21 - Discussion returned to this section and it was decided to delete the entire second sentence in the paragraph relative to "Outbuildings". "Building Placement" - delete "parallel to the street" - the entire section will be redone in conjunction with maps to be brought back showing setbacks and submerged lands Page 31 - Line 35 - Change "required" to "encouraged" and add same reference relative to discouraging walls, that if used, walls should be decorative and no more than four feet high Page 32 - Line I - Change "required" to "encouraged" Line 15 - Change "stores" to "stories" Line 33 - Change "Director" to "Department" Page 33 - Line 17 - Study to be done to determine compliance with Telecommunications Act of 1996 Mayor Barnes called recess at 8:25 p.m. and reconvened the workshop at 8:40 p.m. All members were present. Virginia Scherrer, Sebastian, objected to allowing two story buildings on the east side of Indian River Drive and asked several questions about the proposed ordinance. TAPE II - SIDE I (8:50 p.m.) Mrs. Scherrer continued. Tut Connelly, 149 Kildare Drive, Sebastian, said he didn't think there was a true downtown. 3 City Council Workshop January 22, 1998 Page Four $Cctio0 19.1.7.1 - Landscape Requirements. The Director of Community Development said Carolyn Comm's recommendation were included in the proposed ordinance. Page 38 - Line 6 - new paragraph d. added stating that citrus trees are allowed. Page 39 - Line 6 - 13 - delete paragraphs 5.a. and b. and come back with new city-wide policy relative to allowing landscaping in pots, etc. on public fight-of-way. A lengthy discussion took place on landscape requirements. The Director of Community Development said a proposed tree ordinance will be coming soon and he would bring back further information relative to trees. Page 37 - Line37 and 38 - insert "canopy" before "trees" in both places. TAPE II - SIDE ii (9:37 p.m.) Page 36 - Page 36 - Page 35 - Page 37 - Line 17 - Change fa'st sentence to "The foundation landscape strips shall not be grassed and shall be covere. A in mulch or rocks as provided herein.". Line 36 - Same as above. Line 5 - Same as above. Line 21 - Same as above. Page 38 - Line 9 - Change to "Prohibited Species of trees shall be identified and removed per procedures described in Division III." Mayor Barnes called recess at 9:45 p.m. and reconvcned thc workshop at 9:55 p.m. All members were present. Page 41 - Line 28 - Change "sign" to "landscape" Shirley Kilkelly, 950 Franciscan Way, Sebastian, discussed a method of saving and moving larges trees; and commended city staff for its participation in Arbor Day festivities. Virginia Scherrer again addressed Council on landscaping regulations. 4 City Council Workshop January 22, 1998 Page Five Section 20A-19.1.8.1. - Sign Regulations Jean Bauer, 397 Warren SWeet, Sebastian, A+ Signs, reiterated her previous suggestions about allowing vinyl signs. Page 42 - Line 10 - add "or waivers" - Line 11 - Change "Community Development Department" to "Planning and Zoning Commission" - Line 14 - typo "Al" to "All" Page 44 - Line 34 - Mrs. Bauer suggested changing to "...a sign having a semblance to the look of a temporary sign but intended by the owner to be permanent". - Line 36 - Change "Disregard for" to "encourage" and move whole paragraph to Page 45 as paragraph F.d. Page 45 - Line 12 - Delete paragraph 13 in its entirety and renumber paragraphs - Line 31 - Add "and high performance vinyl" There was a consensus to continue the workshop to no later than 11 p.m. Discussion took place on neon signs. TAPE III - SIDE I (10:23 p.m.) Discussion of neon continued, Mrs. Sullivan objected to its use, and there was a 4-1 consensus to leave paragraph 9 on page 44 as is. Page 45 - Line 21 - Delete "roof' since roof signs are already prohibited Page 43 - Line 32 - 3-2 consensus to leave at 15 % for window signs but delete fu'st sentence regarding temporary signs and move temporary signs to list of allowed window, signs - Line 33 - add reference to phone number and any other items required by state law The remainder of the ordinance was not addressed, nor the following item.
