AFTER SOME DISCUSSION, MAYOR FLOOD STATED iN VIEW OF MR. KILBRIDEtS COMMENT, THERE WAS NOTHING THE
CITY COULD DO TO PREVENT IT BUT IN THE MEANTIME BEFORE PERMISSION IS GIVEN TO ALLOW THE INSTALLATION,
THE CITY ATTORNEY WAS ASKED TO CHECK INTO THE STATE REGULATIONS AND REPORT HIS FINDINGS AT
THE WORKSHOP MEETING.
MR. GREENE OF GREENE'S GAS AND APPLIANCES WILL APPEAR AT THE FEBRUARY 4TH WORKSHOP MEETING TO REQUEST
THE CITY COUNCIL TO RECONSIDER RENEWING HIS LEASE ON LOUISIANA AVENUE.
MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN GAS, TO APPOINT ANNE O' BRIEN AS A MEMBER OF THE
VARIANCE BOARD. CARRIED.
MAYOR FLOOD IS PLEASED WITH THE PROGRESS BY JONES CABLEVISION AND SAID EVERYONE IN UNITS 1,2,3 AND
4 SHOULD BE HOOKED UP WITHIN 90 TO 180 DAYS.
MR. GELLER'S SUIT AGAINST THE CITY ON THE ABANDONMENT OF EASEMENTS HAS BEEN SETTLED OUT OF COURT. THE
THOMASES HAVE GIVEN THE SOUTH 15' OF THEIR PROPERTY FOR EASEMENTS AND MR. GELLER WILL GiVE THE NORTH
15' OF HIS PROPERTY FOR EDWARDS STREET. HE WILL ALSO GIVE AN EXTRA 15' ON LOUISIANA AVENUE AND 30'
ON THE BACK FOR CROSS STREET, WHICH DIDN'T COME ALL THE WAY THROUGH. MAYOR FLOOD ASKED THIS BE MADE
A MATTER OF RECORD AND INCLUDED IN THE MINUTES OF THIS MEETING. CONTINUING THE DISCUSSION, MAYOR
FLOOD QUESTIONED WHAT THE CITY SHOULD DO IN THAT AREA ALONG LOUISIANA AVENUE, WHETHER THE CITY ENGI-
NEER SHOULD GET INVOLVED OR NOT. IT COULD BE CRITICAL LATER ON. IF THEY DO WHAT THEY WANT TO DO,
THERE WILL NOT BE ANY MORE FHA OR VA OR ANY OTHER TYPE LOANS IN THE CITY OF SEBASTIAN UNTIL WE GET
WATER OR SEWER OR BOTH. THE CITY ATTORNEY WAS ASKED TO CHECK THE CITY'S POSITION AND TO WHAT EXTENT
THE CITY ENGINEER SHOULD BE INVOLVED.
A REQUEST WAS RECEIVED FROM PAUL E. LANCASTER TO SERVE ALCOHOLIC BEVERAGES AT THE WEDDING RECEPTION
FOR HIS DAUGHTER AT THE YACHT CLUB ON JANUARY 30, 1981.

THE ZONING AND PLANNING COMMISSION CHAIRMAN REPORTED THREE ACTIONS TAKEN DURING THE MONTH: (1)
APPROVAL OF CONCEPT FOR FOUR TOWNHOUSES IN RIVER OAKS (LOCATED BEHIND WESTERN AUTO STORES GOING
DOWN TOWARD THE RIVER), (2) APPROVAL FOR REZONING OF SEBASTIAN GARDENS, LOCATED ACROSS FROM THE
LAKE BY THE SCHOOL, TO R-2, AND (3) GDC REQUEST FOR PROPANE TANKS ABOVE GROUND AT WAREHOUSE ON
GIBSON ROAD WAS DISAPPROVED.
THE CiTY ATTORNEY READ FOR THE SECOND TIME, BY TITLE ONLY, THE PROPOSED ORDINANCE AMENDING SECTIONS
9-1 AND 9-2 OF THE CODE OF ORDINACES BY ELIMINATING THE REQUIREMENT OF A PETITION SIGNED BY 15
ELECTORS IN ORDER TO QUALIFY AS A CANDIDATE FOR MAYOR OR COUNCIL MEMBER; PROVIDING AN EFFECTIVE

BE PLACED ON THE AGENDA FOR THIS MEETING. HOWEVER, THE PERSON DID ONT APPEAR AT THE COUNCIL
MEETING. VICE MAYOR GRAY SUGGESTED ON ITEM BE PLACED ON THE COUNCIL MEETING AGENDA UNLESS THE
PERSON IDENTIFIES HIMSELF OR HERSELF.
MAYOR FLOOD ANNOUNCED THE CITY WILL GET SOME $42,000 IN FEDERAL REVENUE SHARING MONEY THIS YEAR.
WHEN PLANNING THE NEXT BUDGET, HE SUGGESTED BUYING A COUPLE MORE AUTOMOBILES. WITH THE TRAVELING
THE CITY AND THE STAFF DOES, HE THOUGHT IT MIGHT BE ADVISABLE TO BUY'.A STAFF CAR. CHIEF CUMMINS
WAS ASKED TO CHECK INTO AVAILABILITY AND PRICES OF TWO USED HERTZ VEHICLES AND TO REPORT HIS
FINDINGS AT THE FEBRUARY 4TH WORKSHOP MEETING.
THE CITY CLERK READ A LETTER FROM GDC REQUESTING VARIANCE TO CITY ORDINANCE 202 IN ORDER TO INSTALL
A THOUSAND GALLON ABOVE GROUND TANK OF PROPANE GAS ON GIBSON STREET. THE AREA IN QUESTION IS ZONED
"M-1 INDUSTRIAL" AND THE CITY ATTORNEY, AFTER MAKING A CURSORY STUDY OF THE ZONING ORDINANCE, SAID HE
FELT THERE WAS NOTHING THE CITY COULD DO TO FORBID IT IF .THE PROPER SAFETY PRECAUTIONS WERE TAKEN
TO COMPLY WITH THE STATE SAFETY REGULATIONS. THE RESTRICTION FOR ABOVE GROUND INSTALLATION DOES
NOT APPLY IN M-1 DISTRICT.

THE FP&L HAS ADVISED COUNCILMAN OBERBECK THE TWO LIGHT POLES SHOULD BE IN PLACE AT THE BALL FIELD IN THE
NEAR FUTURE. THE NEW SWINGS FOR CANDY CANE CITY ARE IN PLACE.
THE REPRESENTATIVE OF THE DEPARTMENT OF NATURAL RESOURCES WILL BE AT CITY HALL ON THURSDAY AT 2P.M. TO
PLANS FOR THE FUTURE USE OF THE NEW CITY PARK. MAYOR FLOOD ASKED COUNCILMAN OBERBECK TO BE PRESENT

THE SEBASTIAN CEMETERY COMMITTEE, CHAIRED BY COUNCILWOMAN MC KINLEY, MET RECENTLY AND IS IN THE PROCESS
OF REWRITING THE "RULES & REGULATIONS" FOR THE CEMETERY.
COUNCILMAN GAgS HAS NOT HAD ANY FURTHER WORD FROM FP&L REGARDING THE CHANGE OVER TO SODIUM VAPOR STREET
LIGHT.
COUNCILMAN GASS INQUIRED IF THE CITY COULD GET SOME FINANCIAL ASSISTANCE FROM THE DEPARTMENT OF NATURAL
RESOURCES TO HELP PAY FOR NECESSARY REPAIRS TO THE SEBASTIAN SOCIAL CENTER. THE WINDOWS ARE IN POOR
CONDITION AND CANNOT BE COMPLETELY CLOSED AND IT IS DIFFICULT TO SHOW MOVIES OR SLIDES BECAUSE THERE IS
NOTHING TO BLOCK OUT THE LIGHT. HE ASKED THAT THIS BE PLACED ON THE AGENDA OF ITEMS TO BE DISCUSSED WITH
THE DEPT OF NATURAL RESOURCES REPRESENTATIVE.
THE NEIGHBORHOOD CRIME WATCH SIGNS HAVE BEEN INSTALLED AND ADDITIONAL ONES ARE NEEDED FOR AREAS NOT
COVERED. CHIEF CUMMINS REPORTED MORE THAN AHUNDRED PEOPLE HAVE SIGNED UP FOR THE PROGRAM, BUT THERE IS
NEED FOR MANY MORE MEMBERS. THOSE WHO HAVE NOT SIGNED UP ARE URGED TO DO SO.
THE STREET DEPARTMENT SUPERVISOR ANNOUNCED THE DEMISE OF THE CITY'S 1964 PICK UP AND ASKED THAT ACTION BE
TAKEN TO REPLACE THE VEHICLE WITH EITHER A NEW OR GOOD USED ONE AS SOON AS POSSIBLE AS THE DEPARTMENT IS
IN DIRE NEED OF SUCH A VEHICLE.
IT HAS COME TO MAYOR FLOOD'S ATTENTION THAT SOME OF THE SEBASTIAN CITIZENS ARE NOT BEING TREATED FAIRLY BY
CONTRACTORS UNDER THE 235 PROGRAM, AND AFTER DISCUSSION, THE COUNCIL AGREED TO HAVE THE CITY ATTORNEY CHECK
TO DETERMINE IF THE CITY CAN LEGALLY INTEREVENE IN SUCH CASES.

COUNCILMAN GASS LED THE SALUTE TO THE FLAG.
