MOTION by Bames/Taracka I'll make a motion to allow public input at this meeting. ROLL CALL: Mrs. Damp - aye Mr. Halloran - aye Mr. Taracka - aye Mrs. Cartwright - aye Mr. Barnes - aye MOTION CARRIED 5-0 Update on lrl~lian River County Mast~J~10n for Water Service ~Vithin th~ City of~;~bi~stian Temy Pinto discussed the Indian River County/City of Sebastian agreement whereby the County is obligated to provide water and wastewater facilities to the Sebastian Highlands in 18 month intervals, noting Phase I is under construction, Phase II is under design and Phase III is in preliminary design. He said the agreement requires utilities on "demand and command" which means that when demand for capacity occurs, even if already scheduled in the master plan, it can be moved ahead, and the command part being areas, other than those proposed in the three phases, are expanded by "command" of the Sebastian City Council to Indian River County when the need occurs for expansion. He said there is no mandatory connection to the water system, that wastewater is on a petition basis only, and there was no date established to complete the Main Street line, noting it was currently not necessary to build the line at this time. Mr. Pinto reiterated that the timetable for the rest of the incorporated areas to have water expansion is strictly at the request of the City. The City Manager said there are few areas that are not included in the phases. Mr. Pinto said any of the phases can be expanded to include any of those areas if Council wishes. 2 Special City Council Meeting January 3 I, 1997 Page Three 97.064/ 97.059 The City Manager asked if the Main Street line will be constructed at the same time as Phase II. Mr. Pinto said he would look into it, noting main trunk lines are funded by impact fee funds. The City Manager briefly reviewed previous Council action on Grace's Landing noting he had found no official position from Council on the proposed waterline. He said if he is to represent the City Council at the Indian River County assessment hearing on February 4, 1997 he would need direction and had prepared the resolution to that effect. He went on to note that this particular assessment is lower than others. George Metcalf, Pine Street, Sebastian, represented VFW membership, expressed concern for the VFW assessment and where funding would come from. He also questioned the true location of Louisiana Avenue. Mr. Pinto explained the ten year payment program. Fred Anderson, 1 O01 Foster Rd., Sebastian, said he knew of only one property owner on Louisiana that wants this waterline and questioned its necessity. Mr. Taracka said he spoke to twelve people on Louisiana, eleven of whom want the water due to poor quality of current water. Horace Scully (?), 777 Albatross Terrace, Sebastian, representative for American Legion, inquired where the water line will run between the VFW and American Legion and expressed concern for the assessment cost. Carole Phelps, 1102 Louisiana Avenue, Sebastian, said numerous Louisiana Avenue property owners have told her they are not in favor of the waterline expansion. Fred Anderson asked if they could obtain a copy of Mr. Taracka's list. The City Manager said no one wants an assessment, however, the city cannot continue to exist on wells and septic tanks. He also noted that there will be a reduction in insurance rates. Special City Council Meeting January 31, 1997 Page Four MOTION by Damp/Taracka I move for adopting Resolution No. R-97-09 and authorize the City Manager to appear on behalf of the City Council at the County Commission meeting on February the 4th, 1997, supporting the Indian River County waterline extension on Louisiana Avenue between Fellsmere 512 and Main Street.
