THIS WAS DONE BY THE U. S. DEPARTMENT OF TRANS- PORTATION. I'VE ALSO NOTICED IN HERE, THAT SEVERAL STATEMENTS THAT WERE MADE THROUGH BY THIS OFFICE AS TO THE VALUE OF THE CURRENT MARKET VALUE OF THIS PROPERTY, AND IT ALL COMES OUT TO $2,500.00 PER ACRE, AND I BELIEVE THIS IS THE FIGURE THAT HAS BEEN TOYED AROUND WITH BY THE AIRPORT ADVISORY BOARD WITH THE FAA OR AN ESTIMATED VALUE. TOM PALMER: YES, DICK, I, THAT'S IN FACT, THEY SEPERATE THE AIRPORT PROPERTY IN THAT APPRA$IAL FROM THE GENERAL PROPERTY, AND I THINK WHAT WE MIGHT DO, AR AT LEAST INVESTIGATE, IF WE GET AN APPRAISAL OF THIS PROPERTY, ITS PROBABLY GOING TO COME IN SOMEWHERE, I THINK NOT LESS THAN $2,000.00, AND MAYBE MORE THAN $2,500.00. WE MIGHT BE ABLE TO STIPULATE WITH THE FEDERAL GOVERNMENT, IF WE WANT TO, THAT WE'LL AGREE THAT THE PROPERTY IS WORTH $2,500.00 AN ACRE FOR THE PUSPOSE OF THIS (IN AUDIBLE) MAYOR GALLAGHER: YEA, BUT WE MIGHT, WHAT I'M SAYING IS, IS IT WORTH THE INVESTMENT TO HAVE THE APPRASIAL DONE AND MAYBE IT WILL COME IN LESS? MEAN, THIS IS SOMETHING THE CITY 1S PAYING FOR, WE DON'T NAVE TO PROVIDE FAA, IF IT'S MORE WE CAN GO BACK AND WORK WITH THAT FIGURE, UNLESS YOU JUST WANT TO TAKE, MAKE THE ASSUMPTION THAT IT'S GOING TO BE APPRAISED HIGHER, TOM PALMER: WELL IF THE APPRAISAL WOULD COME IN AT $2,000.00 AN ACRE, OBVIOUSLY ON THE LONG TERM WE'RE GOING TO SAVE A HECK OF A LOT MORE MONEY THAN THE APPRASIAL BECAUSE WE'D BE SAVING 20% OF THE POTENTIAL LAND ON THE PROPERTY BETWEEN $22,000.00 AND$25,000.O0 OVER TWENTY YEARS, IT WOULD BE A VERY LARGE SUM OF MONEY. I'VE BEEN INTO IT OFF AND ON OVER THE YEARS, FIRST OFF, WHEN YOU GET INTO THE APPRASIAL THEY SAY WE'LL ONLY ACCEPT CERTAIN CERTIFIED APPRAISERS AND I DID AT ONE TIME, TALK TO AN APPRAISER LOCALLY HERE AND GOT A COST BREAKDOWN. HE GIVE ME PRICES OF BETWEEN TWO AND THREE THOUSAND DOLLARS TO DO THIS APPRAISAL. AND OF COURSE, WHAT YOU NEED IS, A BASE WHEN THE GOLF COURSE WAS ORIGINALLY OPENED WHICH THEY THE APPRASIER CAN DO. WHAT WE DO HAVE THOUGH, AND IF WE GO BACK THROUGH THE BOOK, IS THE FAA, BACK BEFORE THE GOLF COURSE WAS EYER OPENED, DID ACCEPT AN APPRAISAL ON OUR APPRAISED VALUE AT THAT TIME, BUT WHAT OCCURRED OVER THE YEARS IS ADMINISTRATION HERE HAS CHANGED IN THE CITY AND THE ADMINISTRATION AT THE FAA HAS CHANGED. WE'RE ON OUR FOURTH ADMINISTRATION FOR THIS PARTICULAR PHASE OF WHAT WE'RE DOING, AND THEY DON'T REMEMBER GOING BACK, SO WHAT YOU WANT TO DO IS DON'T GET YOU AN APPRAISAL OUT THERE THAT'S GOING TO MAKE IT IMPOSSIBLE FOR YOU TO LIVE WITH BECAUSE THE FEASIBILITY AND EVERYTHING THAT WAS SET UP ON THE ORIGINAL APPRASIAL THE FAA DID ACCEPT. SO, YOU'RE INTO A SERIOUS PROBLEM AS TO WHERE DO YOU WANT TO APPRAISE IT OR GET YOURSELF SOME~ BODY TO GIVE YOU SOME IDEA WHAT SORT OF APPRASIAL YOU'RE LOOKING AT. IF THAT'S NOT GOING TO WORK WITHIN YOUR FINANCIAL STRUCTURE OF YOUR GOLF COURSE THEN WE'RE GOING TO HAVE TO GO BACK AND TAKE ON THE FAA AND SAY OK YOU'VE ALREADY APPRAISED IT, WE'VE ACCEPTED IT IN THE YEARS PAST, WE NEVER BUILT'THE GOLF COURSE UNTIL WE HAD AN ACCEPTABLE APPRAISAL, ALTHOUGH THEY DON"T RECOGNIZE IT.
