VICE MAYOR GRAY, COUNCILMAN FRANK OBERBECK, COUNCILWOMAN MC KINLEY, COUNCILMAN EVERETT T. GASS, MAYOR FLOOD AND CITY ATTORNEY KILBRIDE. THE MINUTES OF THE PUBLIC HEARING OF 1/7, REGULAR COUNCIL MEETING OF 1/12, SPECIAL MEETING OF 1/26, PUBLIC HEARING OF 1/26, REGULAR COUNCIL MEETING OF 1/26, SPECIAL MEETINGS OF 1/27 AND 1/29 WERE APPROVED AS WRITTEN. COUNCILMAN OBERBECK REPORTED THE BLOCK WORK BEHIND THE COMMUNITY CENTER HAS BEGUN AND AS DISCUSSED AT THE LAST MEETING, WITH THE COUNCIL APPROVAL HE WILL SUBLET CONTRACTS FOR THE CONSTRUCTION OF THE BALL PARK BUILDING. REASONABLE PRICES HAVE BEEN RECEIVED ON THE CONCRETE AND MASONRY WORK AND THE WORK SHOULD BEGIN SHORTLY. MAYOR FLOOD ANNOUNCED MR. JONES, REPRESENTATIVE, DEPARTMENT OF NATURAL RESOURCES, VISITED THE CITY ON THE 26TH AND SAID HE WOULD ASSIST IN DRAWING UP PLANS FOR THE NEW PARK AND COMPLETE AN APPLICATION FOR A GRANT. CHIEF CUMMINS REPORTED 406 COMPLAINTS ANSWERED DURING JANUARY, NOT INCLUDING TRAFFIC STOPS.. MR. WEHR, STREET DEPARTMENT SUPERVISOR, REPORTED A TOTAL OF 1783 WORKING HOURS DURING JANUARY, WHICH INCLU~]~D ASPHALT PATCHING, WORKING AROUND THE LAKES AND PARKS, AND PAINTING THE STREET SIGNS. EXPENDITURES FOR THE MONTH TOTALED APPROXIMATELY $1500. ONE ITEM FOR WHICH HE NEGLECTED TO MAKE OUT A PURCHASE ORDER, WAS 1,000 GALLONS OF DIESEL FUEL PURCHASED FOR '1009. IT WAS, HOWEVER, A BUDGETED ITEM AND HE WAS ANXIOUS TO MAKE THE ~URCHASE PRIOR TO THE PRICE INCREASE. ~ -- ~_---~ ~VV MR. WEHR AND COUNCILMAN GASS VISITED STARK, FL. RECANTLY A~D ~ADE SOME PURCHASES, ONE OF WHICH WAS A 4x4 WEAPONS ~A~O.¥ FOR $400, ~L~S AN ADDITIONAL THE COUNCIL HAS APPROVED THE PURCHASE OF A ST~,%SWE~ FROM GOVERNMENT SURPLUS AT $1900. IT WILL NEED APPROXIMATELY~ $~0)~0 T~--$7 ,000 iN REPAIRS TO PUT IT IN FIRST CLASS CONDITION. THIS ESIIF~A~_E WAS[~UOTED BY MUNICIPAL EQUIPMENT COMPANY.. FAMILY HOUSES RES TA URAN T (180,900) AND 2 MULTI-FAMILY UNITS AT OYSTER BAY (245,000). THE TOTAL FOR THE MONTH WAS $1,563.925. TOTAL CONSTRUCTION'TO DATE FOR 1981 WAS $5,516,080 COMPARED TO $3,283,232 IN 1980. TOTAL PERMIT FEES TO DATE $25,901.05 COMPARED TO $18,384 FOR THE SAME PERIOD. PERMITS WERE ISSUED FOR THE BUILDING OF 108 HOMES IN 1981 COMPARED TO 92 IN 1980. NORBERT RESOP HAS BEEN SELECTED TO SERVE AS ASSITANT BUILDING INSPECTOR AND WILL BE INTRODUCED AT FEBRUARY 18 COUNCIL MEETING. THE AIRPORT ADVISORY BOARD MET MONDAY AND TUESDAY AND RECOMMENDED APPROVAL OF THE LEASE FOR THE 18 HOLE MUNICIPAL GOLF COURSE. BEFORE SUBMITTING THE RECOMMENDATION TO THE CITY COUNCIL, MAYOR FLOOD SUGGESTED THE BOARD REQUEST APPROVAL FROM FAA. THE ZONING AND PLANNING COMMISSION REPORTED THREE APPROVALS RECOMMENDED DURING THE LAST PART OF JANUARY AND FIRST PART OF FEBRUARY: (1) A 1,000 GALLON PROPANE TANK TO BE BUILT ABOVE GROUND FOR THE GDC WARE- HOUSE ON GIBSON ROAD, (2) DRAINAGE PLAN FOR THE NEW BANK TO BE LOCATED ON US HWY 1 NORTH OF UNION 76 (FIRST BANKERS OF INDIAN RIVER COUNTY), AND (3) A CONVERSION PLAN FOR THE HOUSE ON US 1, NEXT TO THE SOUTHEAST BANK INTO A REAL ESTATE AND CONTRACTORS OFFICE. THE SUBJECT OF RE-ZONING WAS DISCUSSED, AS WELL AS THE PROCEDURE BEING FOLLOWED FOR SITE PLAN APPROVAL, AND MAYOR FLOOD FELT THESE ITEMS WERE SOFIETHING THAT SHOULD BE DISCUSSED AT ANOTHER TIME. THE CITY ATTORNEY READ, BY TITLE ONLY, THE PROPOSED ORDINANCE AMENDING CHAPTER 16, OF THE CODE OF ORDINANCES OF THE CITY OF SEBASTIAN, BY CREATING TWO SECTIONS THERETO. TION BY COUNCILMAN GASS, SECONDED BY COUNCILWOMAN MC KINLEY, TO REMOVE FROM THE RECORDS THE MOTION ACCEPT THE FIRST READING OF THE PROPOSED ORDINANCE AMENDING CHAPTER 13 OF THE CODE OF ORDINANCES OF THE CITY OF SEBASTIAN. CARRIED. A PUBLIC HEARING WILL BE HELD ON FEBRUARY 18, 1981 TO HEAR THE AMENDMENT TO CHAPTER 16. MRS. JULIA FELTHOUSEN, NEWLY APPOINTED ASSISTANT CITY CLERK, WAS INTRODUCED AND WELCOMED ABOARD. MR. GREENE, OF GREENE'S GAS & APPLIANCES, WAS PRESENT TO DISCUSS THE EXTENSION OFJIS LEASE FOR ONE YEAR TO ENABLE HIM TO PREPARE FOR HIS MOVE TO THE 12 ACRES OF LAND SOUTH OF SEBASTIAN. MOTION BY COUNCILMAN GASS, SECONDED BY FRANK OBERBECK, TO EXTEND THE GREENE'S GAS & APPLIANCE COMPANY LEASE UNTIL APRIL 30, 1982, PROVIDED THE FACILITY PASSES THE FIRE MARSHALL INSPECTION AND UPON THE CON- DITION THEY PAY THE CiTY $600 RENT, PLUS PROPERTY TAXES FOR THE YEAR. CARRIED. CHIEF CUMMINS HAS CONTACTED HERTZ RENTAL CAR REGARDING THE PURCHASE OF FOUR ADDITIONAL CARS AT AN APPROXIMATE COST OF $3,900 EACH: ONE CAR FOR THE BUILDING DEPARTMENT; ONE FOR ADMINISTRATION; AND I~WO FOR THE POLICE DEPARTMENT. THE ABOVE ORDINANCE WILL BE READ IN ITS ENTIRETY AT A PUBLIC HEARING ON MARCH 4, 1981. ED PALUCH, REPRESENTING THE SEBASTIAN RIVER AREA CHAMBER OF COMMERCE, DISCUSSED THE CITY'S OUTSIDE CHRISTMAS DECORATIONS WHICH ARE PUT UP EACH YEAR BY THE CITY'S STREET DEPARTMENT. THE CITY AND THE CHAMBER HAVE BEEN APPROACHED BY TONN DECORATING SERVICE OFFERING THEM A LEASE AGREEMENT FOR 50 UNITS AT A COST OF $4,300 A YEAR. IT IS A 4-YEAR PACKAGE AND TONN DECORATING SERVICE WILL BE RESPONSIBLE FOR HANGING, TAKING DOWN AND MAINTAINING THE DECORATIONS. MR. PALUCH, TOGETHER WITH MR. WEHR, PUBLIC WORKS SUPERVISOR, DREW UP A BREAKDOWN OF THE AMOUNT IT PRESENTLY COSTS THE CITY TO STORE, MAINTAIN, HANG AND REMOVE THE DECORATIONS AND DETERMINED IT WILL NOT BE ANY MORE EXPENSIVE TO LEASE THEM. MR. PULUCH SAID THE CHAMBER WILL ABSORB THE COST OF THE EIGHT ADDITIONAL BRACKETS NEEDED AT A COST OF $8.00 EACH, AND WILL SHARE EQUALLY IN THE YEARLY COST OF THE LEASE OF $4,300. MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GRAY, THAT THE CITY JOIN THE SEBASTIAN CHAMBER OF COMMERCE IN A 4-YEAR LEASE AGREEMENT WITH TONN DECORATING SERVICE TO HANG, TAKE DOWN AND MAINTAIN 50 DIFFERENT CHRISTMAS DECORATIONS EACH OF THE 4 YEARS AT A TOTAL COST OF $4,300 A YEAR. THE CIVIL AIR PATROL HAS REQUESTED PERMISSION TO CAMP AND TRAIN ADJACENT TO THE SEBASTIAN MUNICIPAL AIRPORT FROM APPROXIMATELY 6 P.M., FRIDAY, FEBRUARY 27 TO APPROXIMATELY 5 P.M. SUNDAY, MARCH 1. MAYOR FLOOD HAS DISCUSSED THIS WITH MR. JOHN VAN ANTWERP, AIRPORT MANAGER, AND INFORMED THE COUNCIL MR. VAN ANTWERP WILL HANDLE THIS MATTER. CHIEF CUMMINS ASKED THAT THE POLICE DEPARTMENT BE NOTIFIED WHEN THE CAP WILL BE OUT THERE AND MAYOR FLOOD SUGGESTED HE CONTACT MR. VAN ANTWERP AND DISCUSS IT. ATTORNEY KILBRIDE READ A PROPOSED RESOLUTION DESIGNATING THE SEBASTIAN COMMUNITY CENTER AS THE POLLING PLACE FOR THE GENERAL MUNICIPAL ELECTION FOR THE PURPOSE OF ELECTING THREE (3) MEMBERS OF THE CITY COUNCIL FOR TERMS OF TWO (2) YEARS. MOTION BY COUNCILWOMAN MC KINLEY, SECONDED BY VICE MAYOR GRAY, TO ACCEPT THE ABOVE RESOLUTION DESIGNATING THE SEBASTIAN COMMUNITY CENTER AS THE POLLING PLACE FOR THE GENERAL MUNICIPAL ELECTION. BUREAU OF CENSUS, FORM RS-9: THE CITYwS REVENUE SHARING MONEY AMOUNT IS ;BASED ON THE 1978 CENSUS OF 1,625 PEOPLE. 3. PAYROLL: (a) EVERY RAISE GIVEN TO AN EMPLOYEE IS VERIFIED BY A LETTER SIGNED BY THE RESPECTIVE DEPARTMENT HEAD AND APPROVED BY MAYOR FLOOD. THE LETTER IS THEN PLACED IN THE EMPLOYEE'S FILE. !. (b) MAYOR FLOOD FEELS IT iS ALMOST IMPOSSIBLE TO HAVE EMPLOYEES PUNCH IN AND OUT ON A TIME CLOCK. FEELS THE CITY IS NOT READY FOR TIME CLOCKS AND COMPUTERS. IN A FEW YEARS, THE CITY WILL PROBABLY BE HOOKED INTO A STATEWIDE COMPUTER SYSTEM. 5. CASH DISBURSEMENT SYSTEM: (e) AT THE PRESENT TIME, IT TAKES ~WO SIGNATURES ON A CHECK. MAYOR FLOOD FEELS JOE LANCASTER SHOULD CONTINUE TO SIGN CHECKS. MR. LANCASTER STAPLES ALL PAID BILLS TOGETHER AND STAMPS ONLY THE TOP BILL "PAID" RATHER THAN STAMPING EACH BILL SEPARATELY. AS THERE ARE METHODS OF CROSS-CHECKING, IT IS DOUBTFUL A BILL HAS EVER BEEN PAID TWICE. MAYOR FLOOD STATED IF ANYONE FEELS THERE IS SOMETHING INCORRECT IN THE AUDIT, THEY SHOULD CONTACT THE STATE ATTORNEY' S OFFICE RATHER THAN HIM FOR AN EXPLANATION. MAYOR FLOOD REQUESTED AN OUTSIDE CONCERN BE CONTACTED TO ASSIST IN PREPARING THE LAND USE PLAN. VICE MAYOR GRAY FELT THE CITY SHOULD TAKE THE COUNTY' S RECOMMENDATIONS AND ACCEPT THE LAND USE MAP AS IT A STANDS AS IT HAS DONE IN THE PAST. HE ALSO FEELS THAT IF THE CITY REZONES SOME OF THE COMMERCIAL AREAS TO RESIDENTIAL AREAS, THERE WILL BE A LARGE DROP IN TAXES. MAYOR FLOOD STATED ONCE A PLAN HAS BEEN ADOPTED, IT WILL BE AN .'IN VOLVED PROCESS TO CHANGE IT. MR. RICHARD VOTAPKA, AN ENGINEER, CONCURRED WITH THIS. AFTER FURTHER DISCUSSION, IT WAS AGREED A MEETING BE HELD ON TUESDAY, FEBRUARY 17TH, AT 7 P.M. TO BEGIN A REVIEW OF THE LAND USE PLAN. THE TWO ELEMENTS TO BE DISCUSSED ARE UTILITIES AND RECREATION. COUNCILMAN GASS MOVED TO REPLACE MR. DEL, IE. NBACH 'ON THE CITIZENS MASTER PLAN COMMITTEE WITH MR. F. ENGENE CRAGG AS MR. DEL.'I~NBACH HAS MOVED OUT OF THE CITY.
