MEETING CALLED TO ORDER BY MAYOR CRAGG AT 7 P.M.
PRESENT: VICE MAYOR CLIFFORD HOOSE, COUNCILMEN "SKIP" GRAY,JAMES C. KINARD,
PAT FLOOD, JR., AND MAYOR CRAGG.
MOTION BYCOUNCILMAN GRAY, SECONDED BY COUNCILMAN KINARD, THAT IN THE FUTURE THE
FULL READING OF THE MINUTES OF COUNCIL AND SPECIAL MEETINGS WILL BE DISPENSED WITH
AND THAT ALL CORRECTIONS OR ADDITIONS THAT ARE NOTED BY THE COUNCIL MEMBERS WILL BE
OFFERED AT THE TIME OF THE MEETING. THE MINUTES WILL BE CHANGED TO SHOW SUCH
CORRECTIONS. CARRIED.
THE MINUTES OF THE JANUARY 13 COUNCIL MEETING WERE APPROVED AS PUBLISHED.
MOTION BY COUNCILMAN FLOOD, SECONDED BY VICE MAYOR HOOSE, TO PAY JANUARY BILLS IN THE
AMOUNT OF $11,139.86. CARRIED.
VICE MAYOR HOOSE REPORTED PLANS FOR THE CENTENNIAL + l0 CELEBRATION WERE SHOWING
EXCELLENT PROGRESS. INDIVIDUAL COMMITTEES WERE SHOWING A LIVELY INTEREST IN PLANNING
FOR THE EVENT. PLANS FOR THE CARNIVAL SHOULD BE FINALIZED SHORTLY.
COUNCILMAN GRAY REPORTED ON PRICES OF READY MADE FLOATS FOR THE PARADE RATHER THAN THE
CITY ASSEMBLING ONE. A 20-22 FOOT FLOAT DELIVERED WOULD BE $250.00 COMPLETE. A 35-40
FOOT FLOAT DELIVERED WOULD BE $400 COMPLETE. ANY EXTRA SIGNS WOULD RUN AN ADDITIONAL
$15-$25 EACH. HOWEVER, "CITY OF SEBASTIAN" WILL BE ADDED ON BOTH SIDES OF THE FLOA~
AT THIS PRICE.EITHER SIZE FLOAT CAN BE PULLED BY A CAR WITH A BOAT TRAILER HOOKUP. ~
PICTURES OF THE FLOATS WILL BE MAILED TO US.
MOTION BY COUNCILMAN GRAY THAT THE CITY SPEND UP TO $400 PLUS A POSSIBLE/SIGN OF $15
FOR A FLOAT TO REPRESENT THE CITY'S ENTRY IN THE PARADE. SECONDED BY COUNCILMAN FLOOD.
MOTION BY COUNCILMAN FLOOD, SECONDED BY COUNCILMAN KINARD, THAT THE MAYOR WRITE A
LETTER OF THANKS TO THE COUNTY COMMISSIONERS (ALMA LOY) FOR THE EXPERT HELP AND
ASSISTANCE IN COMPLETING THE PROJECT AT THE SWIMMING LAKE. THE COUNTY WORKERS DID AN
EXCELLENT JOB AND THE CITY IS MOST APPRECIATIVE.
MOTION BY COUNCILMAN FLOOD THAT THE CITY CLOSE THE SWIMMING LAKE UNTIL MARCh 15 BECAUSE
OF THE NECESSITY OF THE FILL SETTLING DOWN, ETC. SECONDED BY COUNCILMAN GRAY. CARRIED.
COUNCILMAN GRAY WAS ASKED TO NOTIFY THE STREET DEPARTMENT MEN TO DRAW UP THE NECESSARY
SIGNS ON THE CLOSING OF THE LAKE AND TO POST THEM.
A MEETING OF THE COUNCIL ON AGING WAS HELD AT CITY HALL ON MONDAY, FEBRUARY 3, 1975,
TO DECIDE IF THERE WOULD BE SUFFICIENT INTEREST TO HOLD MEETINGS IN SEBASTIAN
PERIODICALLY RATHER THAN FORCING THE LOCAL RESIDENTS TO GO TO VERO BEACH. THE VERBAL
RECEPTION WAS FINE; HOWEVER, WE ARE STILL AWAITING A WRITTEN DECLARATION. THE COUNCIL
IS FORMULATING REPRESENTATION IN THE PARADE AND THE BOOTH AT THE COMMUNITY CENTER.
OF THE 1200 PEOPLE REGISTERED IN THE COUNCIL ON AGING IN THE COUNTY, OVER 150 ARE FROM
SEBASTIAN. INCLUDING FELLSMERE, IT WOULD BE WELL OVER 200 COUNT.
THE POLICE DEPARTMENT REPORTED 159 COMPLAINTS DURING JANUARY, NOT INCLUDING TRAFFIC
STOPS. VICE MAYOR HOOSE ASKED CHIEF CUMMINS TO GIVE THE COUNCIL MORE BACKGROUND
INFORMATION ON THE NEW PATROLMAN, JOHN PORTER.
BUILDING OFFICIAL, ALLEN MUMM, GAVE JANUARY 1975 REPORT OF NEW CONSTRUCTION. $17,850
WITH NEW ADDITIONS FOR $2,286 MAKING A TOTAL OF $22,831 FOR THE MONTH.
COUNCILMAN FLOOD REPORTED HIS RECENT TRIP TO JACKSONVILLE TO DISCUSS PLANS FOR THE
NEW PARK MARINA WAS VERY WORTHWHILE. SOME OF THE DRAWINGS MUST BE CHANGED, BUT HE IS
REASONABLY CERTAIN~E CAN GET THRU THE DEPARTMENT OF POLLUTION CONTROL EVERYTHING
WILL BE O.K. COUNCILMAN FLOOD WILL MEET WITH MRS. PHELAN AND GET THE ADDITIONAL
INFORMATION MAILED TO THE DEPT OF POLLUTION CONTROL.
MRS. PHELAN READ A LETTER OF RESIGNATION FROM SERGEANT BILLINGSLEY, WHOSE RESIGNATION
FROM THE FORCE WAS EFFECTIVE FEBRUARY 21, 1975.
MRS. DEWHURST AND SOME OF HER NEIGHBORS ON SCHUMANN DRIVE WOULD LIKE TO ADD SOME
SABAL PALMS IN THE MEDIAN STRIP IN THEIR NEIGHBORHOOD, IF IT IS AGREEABLE WITH THE
CITY. THE FIVE PALMS WOULD BE MOVED AND PLANTED FOR MRS. DEWHURST AT NO CHARGE TO
THE CITY. MAYOR CRAGG MENTIONED THE TREMENDOUS HELP MRS. DEWHURST HAS BEEN IN
SECURING PLANT DONATIONS FOR THE NEW COMMUNITY CEMTER AND STATED THAT THE STREET
DEPARTMENT EMPLOYEES WOULD BE WILLING TO HELP BY TYING DOWN THE PALMS, IF SHE SO
DESIRED.
THE ZONING AND PLANNING COMMISSION WILL MEET ON WEDNEDAY, FEBRUARY 12, 1975, AT 7:15 P.M.
CITY HALL TO DISCUSS THE PROPOSED TREE ORDINANCE.
MOTION BY COUNCILMAN GRAY TO DRAW UP SPECIFICATIONS FOR A NEW TRACTOR AND MOWER
AND TO ADVERTISE FOR BIDS. SECONDED BY COUNCILMAN FLOOD. CARRIED.
MAYOR CRAGG ADVISED THE CITY HAS NOT BEEN IN A POSITION TO FIND A QUALIFIED PERSON TO
HANDLE THE RECREATION PROGRAM FOR THE COMMUNITY CENTER. UNTIL SUCH A PERSON BECOMES
AVAILABLE, ARRANGEMENTS WILL BE MADE TO HAVE ONE OF THE STREET DEPARTMENT EMPLOYEES,
SAM MOHAMED WHO HAS BEEN TAKING CARE OF THE MAINTENANCE OF CITY HALL AND THE
COMMUNITY CENTERWILL CONTINUE IN THIS CAPACITY AND BE RELIEVED OF ALL OTHER DUTIES.

SAM HAS OFFERED TO GIVE UP HIS EVENINGS WHENEVER AFFAIRS ARE SCHEDULED AT THE
COMMUNITY CENTER IN THE EVENINGS AND HAS ALREADY TAKEN CARE OF TWO IN THE -PA~T
WEEK. ANYONE WHO WANTS TO RENT THE COMMUNITY CENTER MUST GIVE TWO WEEKS' NOTICE SO
THE EMBLOYEE CAN ARRANGE HIS WORK SCHEDULE ACCORDINGLY. ON THOSE DAYS WHEN
HE WORKS IN THE EVENINGS, HE WILL NOT WORK A FULL DAY. THE POSSIBILITY OF GIVING
HIM AN EXTRA 15¢ PER HOUR FOR THOSE HOURS WORKED IN THE EVENING.
MOTION BY COUNCILMAN FLOOD, SECONDED BY ViCE MAYOR HOOSE, THAT SAM MOHAMED TAKE CARE
OF. THE COMMUNITY CENTER ON A TEMPORARY BASIS UNTIL SUCH TIME AS A DIRECTOR CAN BE
LOCATED
MR. MOHAMED WILL BE PERMITTED TO WORK DURING THE DAY ONLY SUFFICIENT HOURS
TO MAKE AN EIGHT HOUR WORK DAY, BUT WILL BE PAID AN EXTRA 15¢ AN HOUR FOR THOSE HOURS
WORKED IN THE EVENINGS. CARRIED.
THE CITY CLERK'S OFFICE WILL SCHEDULE EVENTS FOR THE COMMUNITY CENTER FOR THE
RECREATION COMMITTEE.
MAYOR CRAGG SUGGESTED THE CITY HAVE AN ORDINANCE ON MOBILE HOME TIE DOWNS. IF THERE
ARE NO OBJECTIONS, IT WILL BE READ AND ANY ADDITIONS OR CORRECTIONS MADE WILL
BE TURNED OVER TO THE CITY ATTORNEY. A PUBLIC HEARING WILL BE SCHEDULED BEFORE THE
NEXT MEETING OF MARCH 10TH TO DISCUSS THIS PROPOSED ORDINANCE. THE CITY CLERK READ
THE PROPOSED ORDINANCE.
WITH REFERENCE TO THE WATER SITUATION WHEREBY JOHNS ISLAND IS TAPPING WATER SUPPLYi~
FROM THE WABASSO AREA~i' IT WAS RECOMMENDED THE CITY OF SEBASTIAN DRAW UP SOME TYPE
OF ORDINANCE TO PROTECT THE CITY FROM HAVING THIS OCCUR TO US BY ANYONE WHO MAY WAN~
TO CONNECT INTO OUR WATER SURPLY. MR. VOCELLE SAID THIS CAN BE DEFENDED IN THE
CITY CHARTER ON PAGE 22, "BY PROTECTING OUR NATURAL RESOURCES."
COUNCILMAN PAT FLOOD HAS ASKED TO BE REMOVED FROM THE CEMETERY COMMITTEE AND
HAS BEEN REPLACED BY COUNCILMAN KINARD WHO HAS AGREED TO SERVE.
MOTION BY COUNCILMAN KINARD THAT THE RESOLUTION COVERING AGENDA ITEMS BE CHANGED
TO READ"THAT ANYONE WHO HAS AN ITEM TO BE PLACED ON THE AGENDA DO SO BEFORE THE
DEADLINE WHICH IS AT THE END OF THE REGULAR WORKSHOP MEETING PRIOR TO THE
REGULAR MEETING. NOTHING WILL BE ADDED TO THE AGENDA AFTER THAT TIME." SECONDED
BY COUNCILMAN FLOOD. CARRIED.
THIS ACTION IS NECESSARY TO GIVE COUNCILMEN AN OPPORTUNITY TO BE PREPARED TO
INTELLIGENTLY DISCUSS THE MATTERS REQUIRING COUNCIL ACTION.
MR. KING, iNDIAN RIVER JUNIOR COLLEGE, OUTLINED THE VARIOUS ADULT CLASSES AVAILABLE
TO THE COUNTY RESIDENTS.
MR. PALMER, COUNTY SCHOOL SYSTEM, SPOKE OF THE ADULT CLASSES FOR THE SCHOOL SYSTEM.
ANYTHING BACKED BY THESE TWO GROUPS CAN USE THE COMMUNITY CENTER FREE OF CHARGE.'
MR. PALMER WOULD PROVIDE TABLES FOR CLASSES AND THEY COULD BE LEFT AT THE CENTER
WHILE THE COURSES WERE IN PROGRESS. COUNCILMAN FLOOD STATES THAT WE HAVE AGREED
TO DO THIS, AND AS SOON AS THERE ARE SOME CLASSES SCHEDULED, EVERY EFFORT WILL BE
MADE TO PROMOTE THEM.
MR. DICK EDWARDS OF PATRIC'S PIZZA OF VERO BEACH, A FAMILY PIZZA PARLOR, NOT A BAR
PER SE, WOULD LIKE TO OPEN A PIZZA PARLOR IN THE WASHINGTON STREET PLAZA. HE WILL
REQUIRE A VARIANCE TO OPERATE HIS SHOP TO INCLUDE THE SALE OF BEER UNDER HIS STATE
LICENSE A "1 COP", BUT THE WASHINGTON PLAZA LOCATION IS LESS THAN 400 FEET FROM A
CHURCH AND THE CITY ORDINANCE REQUIRES THEY BE AT LEAST 450 FEET FROM A CHURCH OR SCHOOL.
ATTORNEY VOCELLE READ THE PERTINENT CITY ORDINANCE #5-13 AND 5-14 AND WILL CHECK
TO DETERMINE IF THE STATE RULES SUPERCEDE THE CITY ORDINANCE.
