Those present were Mayor Rohme, President Sembler, Councilmen ~innegau, Nash and DeCristofaro. Councilman Baxter absent. City Attorney and City Engineer also present. Minutes of Regular meeting on January 23, 19~l and Special ~all~d Meeting of February 3, 1961 was approved as read. Bills in the ~mount of $1,940.86 was approved by Finance Committee and authorized to be paid on motion by Councilman DeCristofaro, seconded by Councilman Nash, carried. Clerk read correspondence from City attorney in reference to road right- of way to North County dump and obtaining a deed for the portion of ~est Main St. owned by William Bosworth. Also a letter from City Engineer stating a maximum cost of $1200.00 for a City map. This map to be prepared on several sheets using a scale of one inch to 200 feet. Clerk read a letter from ~i. R. Coles stating the obtaining of arelease from the recapture clause of the Bartow Air Base. Clerk was instructed by Councilman Baxter by letter to ascertain from the Attorney the progress that has been made. in getting a release of this recapture clause for the City's MunieiDal Airport. Clerk read a report of the St. department from Councilman Baxter consisting of the following items: 1. Patched holes in street. 2. Cleaned off more Air Port property. Put canvas on garbage truck. 4. Disked and sewed seed and Rye in New part of c~metery. 5. Sprayed grass with weed killer in Sebastian Gardens which will have to be done again in about two weeks. Councilman Baxter, by written request, requeste~ the Council to buy ennughh traffic paint for 3 ft. strips on 3 parts of airport run-way showing that they are closed. Also to paint 5 large enough to see from the air. Counci!ma~.Baxter,~by written request, requested the Council .to pass the resolution to appoint Mr. Jack Vickers on the Airport Commission. Councilman DeCristofaro made a motion to appoint John Mays and Forrest Letchworth on a Zoning Committee for the City, seconded by Councilman Mash, carried. These appointments are to conform with the Zoning Ordinance of the City setting out a five member committee which will consist of the following persons: 1. Everett Vickers, Chairman 2. C. ~. Taylor ~rank Boulineau 4. John Mays 5. Forrest Letchworth Clerk presented an application for secretary from Mrs. Jovel Morgan. Clerk was instructed to check all references submitted by Mrs. Morgan and report same at earliest date. Mayor Rohme recommended that Officer Smith's suspension be limited to February 15, 1961 without compensation, and to be reinstated as a patrolman at this time and if any future damage to Policecar due to an accident by this Officer that he be releived of duty at once. Officer Smith stated the reasons for his accident on November 20, 1960 was due from failure of the emergency brake since he was not in the car at the time the car struct the utility pole. During the course of OfficSr S~iths' hearing the records indicated that Officer Smith has had four accidents with the present Police vehicle in the course of approximately four months. 0~ficer Smith related to the Council that in the case of his accident of January 31, 1961 there was practically no damage to the P~ice car prior to pulling the Police~ar out of the ditch with the tractor operated by Hobert Chess~er. Mayor Rohme again requested the Council to reinstate Officer Smith as a full time Patrolman beginning February 15, 1961. CounCilman DeCristofaro ma~de a motion tO accept Mayor Rohmes' recommendation seconded by Councilman Finnegan. The voting was as follows: Ayes: Councilman DeCristofaro and Co~.~cilman Pinnegan Nays: Councilman Nash and Councilman Sembler Since there was a tie vote on the question of reinstating Officer Smith the Council's decision was to hold a Special M~eting as soon as possible with a full Council in attendance. Mayor Rohme was requested to call a special zeetingof the council on Thursday Pebruary l~, 1961 at 2:00 P. M. The Adams Trucking Company was discussed and Attorney Vooelle ruled that the City was not in violation in issuing a perzit for the construction of a garage for housing equipment and also ruled that Mr. Adams was in violation of City Ordinance in the operation of this business. Mayor Rohme was requested to have this matter on the agenda at the Special called meeting of February 16, 1961, Thrusday, at 2:00 P. M. Councilman Pinnegan made a motion to adjourn, seconded by Councilman Nash, carried. president of the Council
