Meeting called to order by President Taylor. Those present were i~ayor Shaffer,President Taylor,and Councilman Sembler,Ellingsen and ~rs Chesser. Attorney Walker present. Councilman Snowden absent. After considerable discussion it was pointed out that the vacating of the east portion of Jefferson and Harrison streets which lay east of U.S.1 highway would deprive the public from excess to the river.Therefore, Councilman Chesser introduced an Ordinance entitled: AN 0RDI~ANCE TO B_WJ?EAL C_H~PTEM NO. 139, BETNG &~,~ 0W~D_TNI~NCE ABONDONTNG CERTAIN STREETS IN TI~E C~TT¥ OW $.EB_~T~$ FLORID~. and moved its adoption. Upon motion made by Councilman Chesser and s~conde, d by Councilman Sembler and unanamouly carried,said Ordinance w~s read the ~irst time in full. Upon motion ~ade by Councilman Chesser second, ed by CounciLman ~embler and unanimously carried,said Ordinance was read the second time by title only; the~e being no amendments offered upon motion ~de by Councilwoman Chesser seconded by Councilman Sembler said Ordinance was read the third time by title only and placed upon its final passage. The roll being called upon th~ final passage of said 0rdi~ance the result was as follows. Ayes: Councilman Nays: NONE ~embler,~llingsen, Che sser,Taylor Thereupon said 0rdirm~nce having received an affirmitive vote of three fifths of all members of ~he Oouncil was declared duly adopted and upon being presented to the Mayor and having received his approval was numbered as Chapter 140 of the Ordinances of said City and was ~herupon duly posted at the door of the City Hall of the City of Sebastian, in accordance with the provisions of section 85 of Chapter 16683 of the laws of Florida, being the Charter of said City. Bills a~ounting to ~349.11 approved by ~e finance connnittee were authorized to be paid on motion 'by Councilman ~llingsen and s~conded by Councilman Semblmr.~arried. &u 0rdina~ce entitled S~he 'paYment Th~reof$ And Pr-escrib~ng, P~nal~ies For Violation Of The Provisions Of This Ordinance. was presented to the City Council by Councilman Ellingsen who moved its adoption. ~pon motion by. Councilman ~lli~'~gsen and seconded ~y 0ouncilman ~noWden ~nd unan- imously carried, said Ordinance was read the first time in full and held over for the second and third readings in order to receive more information on Item number 34which is listed as Hotels. After some disc ussion it. ~s moved by Councilman Ellingsen and seconded b~ Councilman Snowden and unanimously carried said Ordinance was read the second time by Title; there being no amendments offered upon motion by Councilman Ellingsen secohded by Councilman Snowden said 0rdir~ance was read the third time b~ Title only and placed upon its final passage. The purchase of a rotary grass cutting unit for the Gravely mower was discussed and it was a general belief that the new gravely unit would be much cheaper to operate as there would 0e a saving in parts,~rw Ohesser moved to purchase said unit which was seconded by Councilman Sembler a~d ca~'Tied. Councilman Ellingsen moved that the city purchase a new Police car W~ich was seconded by 0ouncilman Sembler and carried,said price to be ~650.00 and ~he 01d car. There beingno more business to come before the Council,meeting was duly adjourned. Clerk ])res. u Regular Meeting April 11,1955. ~eeting called to order by President Taylor. Those present were ~ayor Ehaffer,President Taylor,Councilman Sembler,Ellingsen, ohesser and Snowden. Minutes of the last meeting were approved as read. Bills amounting to $562.17 approved by the finance committee were authorized to be paid on motion oy Councilman Ellingsen and seconded by COuncilman Snowden.C~rried. Councilman Snowden told ~he Council that he thought the City should ask for bids from the gas service stations in the City every 60 days and the City to buy gas from the low bidder.After some discussion on the suggestion of Councilman Snowden and there being no motion or s~.~cond nothing was done. Councilman Sembler suggested that all automobiles park on one side of'North Central Ave in front of the Church of God so as not to block traffic,no motion was entered but the Council was agreeable to same taken care of. It '.~Jas agreed to have a sign made for the City Park and one for North Central in the vicinity o'~ ~he Church of God.No motion reGuired. After some discussion on the sale of dog tags and the inoculation of all dogs against rabies and that there are some dogs now running loose which have not been inoculated,it was moved, by Councilr~n Sembler and seconded by C'ounctlman Ellingsen that the City build a dog pond over by the dump to house all dogs picked up without license tags for the reeuired length of time which is 72 hours,then if the Owners do not claim said ~ogs~ said do~s will be put out o~ the way. There being no more ousiress to come 'before the Council mooting was duly adjourned Clerk Pr es. Cou Regular Meeting May 9~1955. Meeting called to order by President Taylor. Those present were Mayor Shallot,President Taylor,Cmuncilman Ellingsen and Mrs Chesser. Councilman Sembler absent. Attorney Walker peesent. Minutes of the last regular meeting was read andbthere being no objections or corrections were approved . _~~ Councilman Snowden'a letter ~of resignation was read and on motion by Councilman which was seconded by Mrs Chesser said resignation was accepted, carried. President Taylor introduced Mr John E.Kutch to the Council and reco~em~a~Mr Eutch be appointed as a member of the Council body for the unexpired term6f Councilman Snowden.Gouncllman Ellingsen then moved that Mr Kutch be appointed and was seconde6 by Mrs Chesser. Roll call vote were as follows. Councilman Ellingsen Mrs Chesser President Ta~ lot Ye,. Yea Yes. Vote being unemlmous Mr Kuteh was them sworn in as a member of the Council body and took his place at the Council Table. Bills amounting to $ S91.50 were authorized paid on mo.tion made by Councilman Ellingsen seconded by Nfs Chesser sad carried. Mrs Shafor presented a sk$toh of a proposed road to be put through on the present site of Mr Fosters lane and both parcels be so devided as to make a B0 ft street. After some discussion it was moved by Mrs Chesser and seconded by Councilman Ellingsen to accept said rlghtof way with no bbligations to the City.Carried.
