SECTION I: CLARIFICATIONS • N/A SECTION II: QUESTIONS 1. Question: Is there a minimum project size or a minimum dollar amount for each project? Example: If the contractor is asked to mobilize to demolish a small quantity, say 20sf of asphalt, it would be at an astronomical unit cost for the contractor, and the stated unit pricing would not work. Possibly you should add a pay item to mobilize to each project site so that the contractor doesn't have to worry about getting really small assignments. Answer: There is no minimum project size or minimum dollar amount. Mobilization fees must be included in the unit price, with the understanding most jobs are within a mile of each other. Please Note: Small jobs should not be awarded under this contract. The City has the capability to handle small jobs in-house. This solicitation is for projects too large for the City to handle with in-house equipment. 2. Question: Is the city or the contractor responsible for the required material testing for the subject ITB? Typically, QA/QC testing is performed, i.e., densities proctors for earthwork and such. Answer: Not Required 3. Question: Is there a budget for Bid 24-21-ITB Earthwork Services, and is there any current bid tabs? Answer: This is a new solicitation. We do not have existing bid tabulations. This solicitation will result in multiple purchase orders for projects. We do not have a budget for the entire solicitation. 4. Question: Why does this bid require a general contractor's license? I don't have that license, but we have numerous contracts with this same line of work. Answer: That was an oversight. Section 1.9.3 has been removed from the bid. Please see the revised Section 1.9 MINIMUM QUALIFICATIONS in Section III. Docusign Envelope ID: 203D0263-1CF4-477E-AAA1-60C92047505B Finance Department Procurement Division 1225 Main Street Sebastian, FL 32958 (772) 388-8231 24-21-ITB – Addendum 1 Page 2 of 3 SECTION III: REVISIONS TO THE SCOPE OF WORK • Page 18, section 1.9 has been amended to read: 1.9 MINIMUM QUALIFICATIONS 1.9.1 Bidders that do not meet the minimum requirements listed herein as determined by the City, at its sole discretion, will be deemed non-responsive and not considered for award. All decisions made by the City are final. 1.9.2 No contract will be awarded to any BIDDER who, as determined by the CITY, has an unsatisfactory performance record, inadequate experience, lack of organization, labor, and/or equipment to perform the required services; and/or is in arrears to the CITY on a debt or contract or is a defaulter on surety to the CITY or whether the BIDDER’s taxes or assessments are delinquent. The City has the right to disqualify any BIDDER that does not meet any or all qualifications necessary as determined by the City. 1.9.3 Contractor shall be licensed by the state of Florida as a general contractor. The contractor must provide a copy of their license with their bid submittal; and 1.9.4 Contractor must have a minimum of three (3) years experience performing earthwork services for local and county government agencies and Contractor must have an office within the state of Florida and maintain an office within the state of Florida which shall be kept for a minimum of one (1) year; and 1.9.5 Bidder should provide a copy of their business tax receipt if their business is located in Sebastian, FL, or Indian River County.
